A Haven for Migratory Birds

In southern China's Jiangxi province, Jiujiang is a renowned 2200-year-old historical city. The mighty Yangtze River and expansive Poyang Lake converge to create a breathtaking vista against the backdrop of the peaks of Mount Lu. Located in the subtropical zone of Central Asia, Jiujiang boasts a comprehensive water system, exceptional ecological balance, and rich biodiversity. The city's forest coverage rate is 56.44%, and it is home to more than 3,400 species of plants, including over 2,800 higher plants, of which 86 species are nationally protected rare plants. There are 115 species of resident birds, 11 species of amphibians, and more than 20 species of mammals.
During the winter, 126 species of migratory birds inhabit the wetlands of Poyang Lake, including rare and endangered species such as cranes, white-headed cranes, storks, black storks, swans, and white-fronted geese. The population of cranes accounts for over 95% of the global total. Poyang Lake also hosts over 140 species of fish, accounting for over 81% of the provincial total.
Poyang Lake is China's largest freshwater lake and is known as a "haven for migratory birds". It abounds in resources of sand and fish. The lake's total area is 4,125 square kilometers, spanning 3 cities and 12 counties in Jiangxi province. Among them, 6 counties have two-thirds of their water area in Jiujiang.
The northern part of the lake area, the gateway for Poyang Lake to flow into the Yangtze River, is economically developed, with thousands of boats arriving and departing daily. In the past, the security situation in the Poyang Lake area was complex, with frequent illegal activities such as sand mining, fishing, and bird poaching.
Today, it's a common sight for large cargo ships to travel across Poyang Lake, with captains finding peace amidst the bustling activity. During winter, migratory birds frolic while river dolphins play, creating a tranquil scene.
Behind this lies the great endeavors of the Jiujiang City Public Security Bureau. They emphasize proactive policing, addressing issues at their source. Collaborating closely with administrative bodies such as forestry departments, they conduct legal education and raise awareness of regulations by illustrating legal concepts with specific cases.
Coordinated Law Enforcement
In 2015, the Waterborne Division of the Jiujiang Municipal Public Security Bureau pioneered national joint law enforcement in water areas. By assembling key personnel from five water-related law enforcement departments, they formed the Poyang Lake Joint Law Enforcement Team to capitalize on each department's strengths. Through unified team management under the corresponding Jiujiang Municipal Water Area Safety Office, this initiative created a powerful synergy in law enforcement efforts. This collaborative approach, known as the "Jiujiang Model," addressed the challenges of water law enforcement, setting a precedent for effective joint operations in similar areas nationwide.
Zeng Yuehua, who has been in the police force for 25 years, is one of the witnesses and guardians of the transformation from disorder to governance, and subsequently from governance to safety around Poyang Lake. In 2019, Zeng was appointed captain of the Jiujiang Municipal Poyang Lake Joint Law Enforcement Team. Over the past five years, he has spent an average of 300 days per year on the lake.
In May, amidst Poyang Lake's period of high water, accompanying Zeng aboard the patrol boat presents an opportunity to hear his stories against the vast expanse of water. Every bay and reef hold a significant place in Zeng's memory.
According to Zeng's recollection, the fish population in Poyang Lake had been declining even before 2021. Traditional fishing methods became ineffective, prompting fishermen to resort to unsustainable practices, such as using electricity, leading to overfishing and depleting the fish stocks in Poyang Lake. This prolonged overfishing has established a vicious cycle: the more fish are caught, the fewer remain; consequently, the ecology deteriorates, exacerbating poverty among fishermen. This ecological degradation severely impacted the survival of migratory birds and Yangtze River dolphins, leading to further deterioration of the lake's ecology.
"Patrolling the waters on boats is a whole different ball game compared to on land. It's tricky catching folks out there, you know?" Zeng said evenly about his experiences in water law enforcement.
On the evening of February 23, 2019, just a month into his work with the Poyang Lake Joint Law Enforcement Team, Zeng led his team on patrol on the lake. When they reached the waters near Poyang Lake's Second Bridge, they noticed a suspicious cargo ship moored by the shore. Using thermal imaging night vision devices, they detected strong heat radiation from the stern and middle of the cargo ship.
Despite the biting cold wind and total darkness on the lake, Zeng led his team to board the ship. With flashlights, they carefully inspected the vessel and found traces of sand mining. Two sand suction pipes loomed large though the ship was disguised as an ordinary cargo ship.
The joint law enforcement team swiftly seized the ship and arrested the three crew members on board. The case was transferred to the Criminal Investigation Brigade of the Waterborne Division of the Jiujiang Municipal Public Security Bureau for further investigation. It turned out to be the largest organized illegal sand mining case in the Poyang Lake area to date, involving 28 individuals and the extraction of 50,000 tons of sand, with a total value of over 3 million yuan. The covert sand suction pump, valued at over 10 million yuan, was confiscated. Thanks to the successful resolution of this case, there has been none illegal sand mining, organized or individual, in the lake area over the past few years.
Beneath the seemingly calm surface of the lake lies uncertainty. Around 7:30 p.m. on July 28, 2022, a storm rose on the lake. A 6,000-ton cargo ship named "Bright Prospect" was blown out of control by the strong winds and headed directly towards a cement barge. Due to the powerful waves, the gangway bounced so vigorously that the team members couldn't even disembark and leave the ship. Fortunately, a steel crane by the side of their barge happened to stop the cargo ship, preventing serious consequences.
When the storm subsided, the team members found that the waves had moved the cement barge by more than 20 meters, and the gangway had twisted into a tangled mess. Deputy Director Zhou Guilin of the Jiujiang Water Administration Supervision Detachment told Zeng, "Captain, I wrote down the names of all the duty personnel on board the barge. I sealed them in a glass bottle, just in case of an accident." Zeng replied in a reassuring tone, "But my man, everyone's fine, aren't they?"
Zeng's optimistic smile is impressive. In the course of his work, he took it upon himself to learn skills like drone piloting and boat patrolling. He is well versed in the local customs and traditions in the Poyang Lake region. "Though it's tough being stationed by the shores of Poyang Lake, there's a lot of joy to be found. Nowadays, there are more and more fish in the lake. During the dry seasons, Yangtze River dolphins can be seen leaping alongside our patrol boats. I'm really glad to find the environment of Poyang Lake improving day by day."
State-of-the-Art Law Enforcement
On May 7th, reporters visited the Nanhu Wetland along with police officers from the Forest Sub-Bureau of the Gongqingcheng City Public Security Bureau. "Large numbers of winter migratory birds had already left Poyang Lake by April. Now, the remaining ones are summer migratory birds like egrets. Today, the patrol team's task is to observe the summer migratory birds nesting here and work out further protective measures," said Fang Xicheng, Deputy Director of the Forest Sub-Bureau of the Gongqingcheng City Public Security Bureau. He gestured toward the egrets flying across the sky as he spoke. The patrol team in this area comprises police officers from various law enforcement departments. They conduct round-the-clock patrols focusing on key periods and areas for migratory birds to achieve real-time dynamic control.
The wetland is so extensive that the patrol team employs a drone to assist its endeavor.. "The drone primarily help detect instances of illegal grazing or fishing. If any suspicious activities are detected, we will issue verbal warnings to deter them and simultaneously notify the patrol team to intervene," explained Yan Xiaoli, one of the drone operators, while monitoring the footage returned by the drone's camera.
Farmland surrounds the wetland conservation area. Migratory birds can occasionally be seen stopping in the fields to rest or forage. In winter, tens of thousands of migratory birds move to the Poyang Lake wetlands for food. To ensure the safety of migratory birds, police officers immersed themselves among the villagers to promote awareness of bird protection. To mitigate conflicts between shrimp or fish farmers and migratory birds, they proactively assist affected farmers in obtaining policy subsidies, effectively resolving the issues.
In protecting migratory birds, the Jiujiang Municipal Public Security Bureau has followed the "Fengqiao Experience" in their work and established the Jiujiang Volunteer Police Assistance Federation, a localized modern governance organization. This initiative aims to mobilize people from all walks of life.
At the Unmanned Aerial Vehicle (UAV) surveillance center, Wu Hainan, dressed in the Federation's uniform, is operating a drone as it departs from the hangar. "These two UAVs can perform missions for extended periods and have rapid response capabilities," he said. "I can adjust the UAVs' altitude and speed based on the number and flight altitude of migratory birds and send back latitude and longitude coordinates in real-time. With the summer flood season approaching, these two drones will also be used to perform tasks such as remote broadcasting and rescue operations."
This waterborne UAV monitoring system has incorporated the Internet of Things (IoT), artificial intelligence (AI), and big data. By combining unmanned fixed-line patrols with long-endurance UAV rapid response, this approach aims to create a new technical means for bird and wetland protection in Gongqingcheng. The UAV monitoring cloud platform provides new technical means for to protect migratory birds and wetlands in Gongqingcheng city.
This platform is equipped with a full set of automatic functions: unmanned takeoff and landing, as well as target identification and tracking. This entails intelligently tracking targets suspected of illegal grazing, fishing, and hunting in the wetlands.
Joint Efforts to Build a Shelter for Birds
Around 9 a.m. on May 9th, workers from the Poyang Lake National Nature Reserve Administration in Jiangxi province discovered through video surveillance that a young white crane had become separated from its flock while migrating north to Siberia and was trapped on a grassy shoal at Dacha hu Lake's Dongzhoutou area.
Upon receiving the emergency call, the Waterside Police Station of Yongxiu County Public Security Bureau swiftly initiated the "joint mechanism for the rescue of this white crane. This involved coordination between the Wucheng Town Bird Protection Station, the health center, and local volunteers. They rushed to the spot by car and boat at 2:30 p.m., and immediately jumped into the water to retrieve the bird.
After a preliminary examination revealed no obvious external injuries, the rescue team cautiously transferred the crane to a Migratory Bird Rescue Center. Doctors from the Wucheng Health Center conducted a further examination and diagnosed a minor fracture in the crane's right wing, which had rendered it unable to fly. Considering the crane's vitality and recovery capability, the doctors decided to care for it at the Bird Rescue Center until it fully recovered.
The successful rescue operation should be attributed to the joint efforts to protect the ecology. Fishing has been a traditional livelihood in the area for generations, with Wucheng town alone boasting two professional fishing villages. However, on January 1st, 2020, the "Yangtze River Fishing Ban" came into effect, prompting over 2,000 fishermen to abandon fishing and seek alternative livelihoods. To address the livelihood issues of these fishermen, the local government encouraged them to become patrol officers. They are now guarding Poyang Lake's migratory birds, dolphins, and other wildlife.
In addition to the establishment of the Waterside Joint Law Enforcement Team, the local government has formed three additional teams respectively in charge of sand, fish, and birds. These teams are the latest efforts of the government's promotion of community-based prevention and governance. Together, these three teams complement and support each other, providing stable protection for the Poyang Lake area and ensuring the safety of migratory birds.
Yongxiu county sits on the western bank of Poyang Lake in the northern part of Jiangxi province. Within Yongxiu, Wucheng town stands out as a World Class Migratory Bird Protection Zone and the core area of Poyang Lake National Nature Reserve. Every year, over 800,000 migratory birds flock to this region during winter, making it the largest wintering ground for migratory birds in Asia.
Designated as the first "Chinese Migratory Bird Town," Wucheng has one of the most beautiful water highways: the Yongwu Highway. During the summer flood season, Wucheng becomes akin to an isolated island surrounded by water. Conversely, in the dry season, vast expanses of lake beaches and grassy shoals emerge. The distinctive seasons provide diverse breeding and nesting conditions for migratory birds from Siberia in winter and tropical regions in summer.
Wang Xiaolong, a patrol officer in his late 50s at the Poyang Lake Nature Reserve, said joyfully, "Every autumn, a group of migratory birds, including white cranes, make their journey from distant Siberia to Poyang Lake. We've also seen nationally protected wild animals such as oriental white storks, black storks, white-naped cranes, Eurasian spoonbills, and gray cranes. In winter, even more migratory birds will arrive. In recent years, with the help of diverse conservation policies and fishing bans, the number of migratory birds wintering at Poyang Lake has been increasing year by year."
According to bird monitoring data from the Dahuchi Station of the Poyang Lake National Nature Reserve on November 7, 2023, there were 31 species of waterbirds totaling 18,176 individuals. The main bird species observed were: Bean Goose (4,404 individuals), White-fronted Goose (2,624), Spot-billed Duck (5,553), Green-winged Teal (70), Crane (6), Gray Crane (82), Black Stork (5), Great Cormorant (224), and Eurasian Spoonbill (237). With the continuous improvement of the ecological environment of Poyang Lake, the number and variety of organisms have been increasing year by year, painting a picture of harmonious coexistence between humans and migratory birds.
