安徽經偵：護航經濟出實招

近年來，安徽經偵精準打擊防范經濟犯罪，健全完善規范執法制度，深入推進便民利企服務，為加快建設現代化美好安徽、創造更加安全穩定的經濟社會環境保駕護航。

2024年以來，安徽經偵共立案3700余起，抓獲犯罪嫌疑人4100余人，涉案總金額79億余元，挽回經濟損失4億余元。

一、讓數據說話

信息時代，新型經濟犯罪資金流水越來越復雜，交易明細往往幾萬甚至幾十萬條。面對經濟犯罪案件和犯罪嫌疑人，經偵民警更要練就一身“硬功夫”，從看似尋常的海量數據中抽絲剝繭、發現線索，“讓數據開口說話”。

近年來，安徽經偵常態化開展業務培訓，崗位實戰練兵，著力培養“專業化+復合型”數據“尖兵”，涌現出一批以經偵民警姓名命名的工作室，在嚴厲打擊、嚴密防范經濟犯罪方面發揮了重要作用。

“2024年1月以來，張浩工作室強化線索經營意識，拓線追蹤一起特大非法經營（買賣外匯）案，涉案金額達90億余元，成功發起全國集群戰役，并被公安部列為夏季治安打擊整治行動第一波次集群戰役，共計抓獲犯罪嫌疑人28人。”這是安徽省阜陽市太和縣公安局張浩工作室在成立不到一年的時間里取得的顯著戰果。

和密密麻麻的數據較量，是池州民警戴衛國每天最重要的工作內容之一。2023年，池州警方接到一條非法買賣外匯的線索。面對從未接觸過的新領域案件，戴衛國下定決心啃下這塊“硬骨頭”。憑借著一股子韌勁，戴衛國先后調取了數千萬條銀行交易、虛擬幣交易和外幣交易數據，經過6個月數據穿透、對比分析的艱苦努力，成功鎖定了各環節犯罪嫌疑人，打掉了一個利用虛擬幣進行非法買賣外匯的犯罪團伙，抓獲犯罪嫌疑人5名，查凍扣涉案資產500余萬元。

在一場警企座談會上，某保險公司負責人向“全國經偵專家”王安反映：“全市車輛購進持續增長，車輛保費收入也持續增加，但是保險公司的利潤卻逐年下降，這其中肯定存在車險詐騙問題……”王安迅速開展工作，基于全環節分析，創新性提出通過稅務部門發票數據，破解車險詐騙線索發現難題，研發車險詐騙偵查工具，累計拓線打擊犯罪團伙102個。2023年，“王安數據導偵工作室”在宿州成立，王安牽頭組建研判團隊，主要負責組織實施各類專項研判，利用科技創新優勢資源與相關經濟領域宏觀數據分析，定期輸出數據產品服務全警種，這也為王安開啟了為民服務的“新”起點、“新”征程。依托多年的一線經驗，王安帶領團隊參加“論劍2023”全國經偵部門比武練兵活動，并在數據穿透領域榮獲一等獎。

“每當通過自己的方法把沉睡的數據‘喚醒’，一步步迫近真相，最終鎖定犯罪團伙的時候，再多的辛苦也覺得是值得的。”正如王安所言，經偵民警數據穿透工作沒有蕩氣回腸的豪言壯語，有的是多年如一日堅持服務實戰、甘于奉獻、探索創新、精益求精的執著與堅守。

二、有效防范化解金融風險

經濟犯罪特別是涉眾型經濟犯罪涉及面廣，涉案金額大，涉案人員多，一旦發生會給群眾財產造成較大損害。安徽經偵充分發揮職能作用，以防范化解重大經濟金融風險為基點，針對各類風險隱患、行業監管薄弱環節等，研提意見建議，推出服務保障措施，運用風險預警通報和風險預警備案單、風險提示書、風險防范建議書“兩書一單”機制，推動風險源頭綜合治理。

2024年以來，安徽經偵共編發《風險預警通報》21期，主動聯合相關監管部門開展金融風險專項排查，對風險主體分級分類開展聯合處置，做到早發現、早預警，擰緊“安全閥”、筑牢“防火墻”。

“千萬不能讓老百姓的養老錢被騙走！”這是馬鞍山經偵民警孟令龍接到群眾報警后的第一個念頭。孟令龍帶領團隊梳理銀行交易流水2000余條，抓獲犯罪嫌疑人4名，挽回經濟損失3300余萬元，防止了更多老年人上當受騙。從警10年間，孟令龍積極探索數據化實戰，以智慧賦能助力提升打防效率。為防范銀行卡犯罪，孟令龍將自己深埋在銀行數據中，帶領研判團隊利用預警模型，以多個銀行集中開戶作為模型指標，全面開展篩查，成功向銀行推送可疑銀行卡風險預警30余次，有效防范化解了金融風險。

三、率先建設經濟犯罪案件接報案中心

近年來，安徽經偵緊盯人民群眾反映突出的“報案難”等執法突出問題，積極破解經偵執法過程中存在的風險短板問題，率先在全國完成市縣兩級公安機關經濟犯罪案件接報案中心建設。

“現在報案比以前方便太多了，基本來一趟就行了，所有不明白的問題都給說得清清楚楚”。在宿州市經濟犯罪接報案中心，市民體會到了實實在在的便利。

2024年8月，蕪湖某金融股份有限公司到接報案中心報案稱：7月，文某某與公司簽訂車輛購買抵押合同，以零首付在公司貸款購買車輛后不予還款。文某某聲稱系在他人安排下使用虛假資料申請的汽車貸款，收取好處費后直接將車輛交給了他人。接報案中心當即對該警情進行了評議，評議后立即移交鳩江分局經偵大隊。鳩江分局經立案偵查，發現犯罪嫌疑人利用汽車購買零首付的便利，在社會上尋找征信無問題的“職業背貸人”，購買車輛后迅速將車輛轉移，造成貸款公司重大損失。

安徽省經濟犯罪案件接報案中心啟用以來，推行“一站式”接警受案新模式，取得了提質、立信、降錯、減負的良好成效。接報案中心自建立以來累計接待群眾4萬余人次、依法受理經濟犯罪案件7000余起。接報案中心規范運作，引導人民群眾辦事依法、遇事找法、解決問題用法、化解矛盾靠法，讓依法辦事蔚然成風。

四、讓公平正義貫穿執法辦案的每一個環節

安徽經偵完善監督管理，將案管機制與“日評議”工作配套銜接，形成以案管機構主導、辦案部門參與的經濟犯罪案件“日評議、周例會、月調度”模式，切實讓人民群眾在每一起案件受理、每一個事件處理中感受到公平正義。

“集中受案、閉環管理、全程留痕、陽光執法”，經偵民警、法制民警和公職律師組成案件接待組、審核組、督辦組，采取集中受案、集中審議、經偵主導、法制參與、警情全流程網上流轉、案件分流處置、受案督辦全流程網上辦理工作模式，有效消除基層所隊偵辦經濟犯罪案件面臨的難以定性、管轄權難以明確等爭議問題。對于符合經濟犯罪案件接警條件的警情，由審核組民警將警情內容錄入案件流轉系統，推送至屬地辦案單位依法辦理。結合每日案件評議工作，接報案中心對流轉至辦案單位的案件受立案情況開展跟蹤督導、網上巡查，對報案人進行電話回訪，聽取辦案單位案件辦理情況匯報和報案群眾對案件偵辦工作的意見建議，持續跟蹤督導直至作出立案或不予立案決定。

接報案中心還將防止干預司法“三個規定”嵌入“案件流轉”系統，時刻提醒民警嚴守工作紀律，規范接警行為，遵守辦案規定，嚴格公正執法，堅決防止違反“三個規定”問題的發生，堅決杜絕選擇性立案、趨利性執法，積極回應人民群眾對經偵執法工作新期待、新要求。

五、依法及時打擊涉企經濟犯罪

安徽經偵深入推進便民利企服務，主動精準服務市場主體，依法認真辦理涉企案件，按照案件性質、管轄分工，分級落實責任，推進涉企案件及時偵破，最大限度幫助企業挽回損失、恢復生產經營。其中合肥“6·20”職務侵占案入選了“全國公安機關依法保護民營企業產權和企業家權益系列典型案例”。

“你們幫助我們挽回了一大筆損失，真的太感謝啦！”近日，安徽宣城一家科技公司負責人胡先生，專程來到寧國市公安局經偵大隊送上一面錦旗，感謝經偵民警偵破合同詐騙案為企業挽回320萬元貨款。

“警官，我公司的兩臺豪華小型汽車租賃后，租車人失去聯系，車輛下落不明，這可怎么辦呀？”2024年9月，蚌埠市五河縣一汽車租賃公司負責人向五河縣公安局經偵大隊報案。原來，兩名社會閑散人員利用汽車租賃公司管理漏洞，精心策劃了一場“租車變賣”的騙局，他們租車后前往外地，并通過偽造車輛證件等手段將車輛非法抵押給他人獲取巨額借款，所得贓款則盡數揮霍于賭博等非法活動之中。在掌握了充分的證據后，偵查員果斷出擊，最終成功將兩名犯罪嫌疑人抓獲歸案，并追回被騙車輛，為企業避免損失60余萬元。

為從源頭上遏制此類犯罪，經偵民警以案為鑒，深入汽車租賃行業，開展了一系列生動形象的防范宣傳教育活動。通過剖析真實案例、揭示犯罪手法、傳授防范技巧，引導企業建立健全內部管理機制，規范租賃流程，提升對合同詐騙等侵企犯罪的識別與防范能力。這一系列舉措贏得了企業的廣泛贊譽與高度認可。

六、源頭預警，精準防控，持續發力

安徽經偵從“主動精準”服務市場主體、“謙抑穩慎”保護企業權益、“依法有力”維護市場秩序三個方面發力，定期組織開展警企懇談會，面對面聽企聲、問企需、解企難，常態化傾聽企業訴求和意見建議，及時反饋解決企業訴求。持續落實便民利企十項工作指引要求，拓展警企溝通聯系渠道，以已建成的20余家警企服務站為抓手，組建皖警“安商護企輕騎兵”入企宣講。搭建“安商護企”經偵工作平臺，建立“企業即時推送線索、公安定期發布預警、訴求專人跟進辦理”工作模式，截至目前，共對接服務企業1300余家。結合查辦涉企經濟犯罪案件，深入分析侵害企業合法權益的經濟犯罪案件手段特點，注重發現行業性、普遍性風險和企業內部制度防范漏洞，及時向行業協會、企業發布風險預警及防范建議書。

未來，安徽經偵將繼續聚焦實戰實效、聚焦保障民生、聚焦高質高效、聚焦隊伍建設，全力推進打擊犯罪、專業建設、規范執法、服務大局取得新成效，奮力提升工作質效，助力譜寫中國式現代化安徽新篇章。

Combating Economic Crimes

In recent years， Anhui province's Economic Crime Investigation Department has focused on precise crackdowns on economic crimes， enhancing law enforcement systems， and actively improving services to both businesses and the public. Conducive to the construction of a modern Anhui， these efforts has ensured a safer and more stable economic and social environment.

Since 2024， the Department has processed over 3，700 cases and apprehended more than 4，100 suspects in cases involving 7.9 billion yuan in total， and recovered economic losses amounting to 400 million yuan.

Data-Driven Analysis

The information age is fraught with economic crimes that feature increasingly complex financial transactions， involving tens of thousands of records. Hence， investigators must hone the \"hard skills\"necessary to sift through vast amounts of seemingly ordinary data， uncovering clues and providing telling data evidence.

Over the last few years， the Department has conducted professional and hands-on training on a regular basis. As a result， many work studios named after leading investigators have emerged and played a significant role in preventing and cracking down on economic crimes.

From January 2024， the Zhang Hao Studio of the Taihe County Public Security Bureau in Fuyang city， Anhui， has tracked a case leading to successfully uncover a massive illegal foreign exchange trading case involving over 9 billion yuan. The studio's actions initiated a nationwide coordinated operation， which was designated by the Ministry of Public Security as the first wave of its summer public safety and crime crackdown campaign. A total of 28 suspects were apprehended. This achievement was accomplished less than a year after the studio's establishment.

Handling complex data is a critical aspect of officer Dai Weiguo's daily work at Chizhou Public Security Bureau. In 2023， the police got wind of illegal foreign exchange trading. Confronted with a case in an unfamiliar area， Dai remained determined to crack it." He spent six months analyzing tens of millions of records， including bank transactions， virtual currency trades， and foreign exchange data. His perseverance paid off. Dai successfully traced the suspects at every stage of the crime， dismantled a criminal gang that apprehended five suspects by using virtual currencies， seizing or freezing assets totaling over 5 million yuan.

During a police-business meeting， a manager from an insurance company reported to the national economic crime investigation expert Wang An： \"While vehicle purchases and insurance premiums in the city continue to rise， the company's profits have been declining year after year. We suspect there might be car insurance fraud involved.\"Acting swiftly， Wang conducted a comprehensive analysis of the situation and proposed an innovative solution： identifying vehicle insurance fraud through invoice data analysis. The investigative tool he developed ultimately led to the dismantling of 102 economic criminal gangs.

Established in 2023， the Wang An Data-Driven Investigation Studio in Suzhou city specializes in macro-level data analysis across various economic sectors， leveraging technological innovation to produce actionable insights for police operations. This marked a new milestone in Wang's commitment to public service. Drawing on years of frontline experience， Wang led his team to victory in the \"Swordplay 2023\"national economic investigation competition， securing first prize in data penetration.

\"Whenever I can use my methods to unlock hidden data， gradually uncover the truth， and ultimately pinpoint a criminal gang， all the hard work feels worthwhile，\"says Wang. His words capture the essence of economic crime investigators' work in advanced data analysis—there are no grandiose speeches， just steadfast dedication to public service and a relentless pursuit of excellence， day in and day out.

Effective Prevention and Mitigation of Financial Risks

Economic crimes， particularly those involving large groups of people， often have far-reaching consequences， involving substantial sums of money and numerous individuals. Such crimes" cause significant financial harm to the public. Anhui's Economic Crime Investigation Department fulfills its robust functions in preventing and mitigating economic and financial risks. The Department provides recommendations and implements protective measures， including issuing risk warning notifications， sending risk prevention advisory letters， and providing risk mitigation recommendations， all aimed at addressing risks at their source.

The year of 2024 has witnessed 21 issues of the Risk Warning Notification. In active partnership with regulatory authorities， the Department carried out special campaigns to eliminate risks and categorized potential risks. The joint efforts have proved proactive， preventive and effective.

\"We absolutely can't let people's retirement funds get stolen！\"This was the first thought of Meng Linglong， an economic crime investigator with the Ma'anshan Public Security Bureau， upon receiving a crime report. Leading his team， Meng meticulously reviewed over 2，000 bank transaction records， apprehended four suspects， and recovered more than 33 million yuan， effectively preventing more elderly victims from being scammed. Over his 10-year career， Meng has actively explored innovative ways to integrate data into practical investigations， leveraging technology to enhance efficiency in crime prevention.

To tackle bank card-related crimes， Meng delved into bank transaction data and conducted thorough analyses across the banking system using predictive models. His efforts resulted in the discovery of over 30 card risks， effectively mitigating financial risks.

The First Economic Crime Reporting Center

In recent years， the Department has worked to address the key public concerns， such as inefficiencies in filing reports. In response， the Department set up the first economic crime reporting centers at both municipal and county levels.

\"Reporting a case is so much easier now; you just have to go once， and they explain everything really clearly，\"said a citizen at Suzhou's Economic Crime Reporting Center， where residents have experienced tangible improvements.

In August 2024， a financial company in Wuhu city reported a case to the center. In July， an individual surnamed Wen signed a vehicle purchase and mortgage contract with the company， securing a car loan with zero down payment， but failed to make any repayments after obtaining the vehicle. Wen later confessed that he had acted under someone else's instructions， using falsified documents to apply for the loan and handing over the vehicle to another party in exchange for a commission.

The reporting center quickly evaluated the case and referred it to the economic crime investigation unit of the Jiujiang police sub-bureau. There an investigation found that the suspects had exploited the zero-down-payment vehicle purchase option by recruiting professional loan takers with good credit to buy vehicles. They then swiftly transferred ownership， causing significant financial losses for the loan company.

Since the establishment of the Economic Crime Reporting Center， a one-stop reporting and processing model has been implemented， resulting in significant improvements in service quality. Since its inception， the center has assisted over 40，000 citizens and handled more than 7，000 economic cases. By operating under standardized procedures， the center aims to promote a legal culture where the public follows the law and seeks legal solutions to resolve issues and conflicts.

Fairness and Justice in Law Enforcement

The Department has enhanced oversight and management by integrating case management mechanisms with a \"daily review\"system. This comprehensive approach to economic crime cases consist of daily reviews， weekly meetings， and monthly cross-division coordination. This has made fairness and justice felt by the public in every case.

Guided by principles of centralized reception， closed-loop management， traceable processing， and transparent enforcement， the center has set up specialized teams for case reception， review， and supervision. These teams—composed of economic crime investigators， legal officers， and government-appointed lawyers—use a streamlined workflow with full online case accessibility at every stage. This approach effectively tackles common challenges faced by local police， such as crime classification difficulties and jurisdictional ambiguities.

For cases that meet the criteria for economic crime， review group officers log the details into a case management system， which routes them to the appropriate local investigation unit for further legal processing. Beyond conducting daily case reviews， the center monitors and supervises the progress of referred cases. This includes follow-up calls with complainants， collecting updates from investigation teams， and gathering public feedback. This oversight remains in place until a final decision is reached to either file or close the case.

The center incorporates the \"Three Provisions\"（supervision of judicial actions， prevention of judicial interference， and accountability for interference） into its case management system， ensuring disciplined performance and impartial enforcement. This approach seeks to eliminate selective case handling and profit-driven law enforcement， while also responding to public expectations for fair and transparent economic crime investigations.

Crackdown on Enterprise-Related Economic Crimes

The Department has provided targeted services to businesses while ensuring that enterprise-related cases are handled in accordance with the law. By carefully considering the nature and jurisdiction of each case， the department works to resolve issues promptly， enabling businesses to recover losses and resume operations swiftly. A notable example is the \"6·20\"embezzlement case in Hefei city， which was listed as one of the Typical Cases for Lawfully Protecting Private Business Property Rights and Interests by the national public security authorities.

\"You've really helped us recover a lot of losses; we can't thank you enough！\"said Mr. Hu， a representative of a tech company in Xuancheng city. He recently visited the Economic Crime Investigation Department of the Ningguo Public Security Bureau to present a banner in appreciation for solving a contract fraud case and recovering 3.2 million yuan.

In September 2024， a car rental company in Wuhe county， Bengbu city， reported to Wuhe Economic Crime Investigation Department that two luxury cars rented out by the company had gone missing after the renters became unreachable. The investigation uncovered that the two individuals had exploited loopholes in the company's management system to carry out a \"rent-to-sell\"scam. They rented cars and transported them out of town， where they forged vehicle documents and illegally pawned the cars to obtain large loans. The proceeds were then squandered on gambling and other illegal activities. With hard evidence in hand， investigators quickly arrested the suspects and recovered the missing vehicles， preventing a loss of over 600，000 yuan for the company.

To address these crimes at their source， economic crime investigators used this case as an opportunity to engage with the car rental industry. By analyzing the case in detail， exposing criminal tactics， and providing practical prevention advice， they helped businesses improve their internal management， standardize rental processes， and better detect contract fraud and other crimes targeting businesses. These proactive efforts have earned widespread praise and high recognition from the industry.

Proactive Warning and Precise Prevention

Anhui's Economic Crime Investigation Department focuses on three key areas： offering targeted services to businesses， ensuring robust protection of enterprise interests， and safeguarding market order. To stay responsive to the needs of businesses， the department organizes regular meetings with companies， collecting valuable feedback to address their concerns and resolve issues promptly. By formalizing communication channels with businesses， the department ensures their needs are continually addressed and acted upon.

The department actively follows the \"Ten Guidelines for Benefiting Businesses and the Public，\"expanding its police-to-business communication channels through more than 20 service stations. At these stations， dedicated business support teams are sent to companies to offer legal advice and risk-awareness briefings. Furthermore， the department has established specialized business safeguarding teams with an efficient workflow， which includes immediate acceptance of business reports， regular police-issued risk alerts， and a dedicated mechanism for tracking enterprise requests. To date， the initiative has served over 1，300 businesses.

By analyzing enterprise-related economic crime cases， the department identifies patterns in crimes that target legitimate business rights， pinpoints systemic risks within industries and weaknesses in internal management， and issues timely risk warnings and prevention advisories to firms.

Looking ahead， Anhui's Economic Crime Investigation Department remains committed to practicality， efficiency and professionalism， safeguarding business benefits and public welfare through enhanced capacity and high-quality service. Hopefully， the Department will achieve new breakthroughs and make greater contributions to Anhui's modernization.
