2024年，是中華人民共和國成立75周年，是實現“十四五”規劃目標任務的關鍵一年，也是山東發展史上極不平凡的一年。這一年，習近平總書記再次親臨視察，為新征程上山東發展擘畫藍圖、指引方向，全省上下備受鼓舞、倍感振奮、倍增信心。我們牢記囑托、感恩奮進，堅定扛牢“走在前、挑大梁”的使命擔當，以進一步全面深化改革為動力，縱深推進“三個十大”行動，著力塑造“十個新優勢”，加快建設綠色低碳高質量發展先行區，打造高水平對外開放新高地，奮力譜寫中國式現代化山東篇章，現代化強省建設邁出新的堅實步伐。

踏著堅實步伐，我們在穩中求進中爭創發展實績。聚焦高質量發展首要任務，統籌擴需求、優供給、強預期、塑優勢，強化經濟運行精準調度和服務保障，推動經濟穩健向好、進中提質。預計地區生產總值接近10萬億元，糧食總產達1142億斤，新能源和可再生能源裝機突破1.1億千瓦，高鐵營運里程突破3000公里、居全國第一。山東高質量發展態勢穩健、動能充沛、潛力巨大，齊魯大地日新月異、前景廣闊、未來可期。

踏著堅實步伐，我們在創新引領中推動產業升級。強化科技創新和產業創新深度融合，因地制宜發展新質生產力，加快構建現代化產業體系。全社會研發投入2386億元、同比增長9.4%，12英寸碳化硅襯底全球首發，全球運力最強固體火箭“引力一號”成功發射，全球最大直徑智能盾構機“山河號”投用；國家級和省級領軍人才超過8700人，高新技術企業突破3.5萬家，國家制造業單項冠軍超過230家，青島國際通信業務出入口局獲批建設，齊魯大地處處涌動著創新創造的澎湃熱潮。

踏著堅實步伐，我們在勇立潮頭中深化改革開放。習近平總書記勉勵山東“在進一步全面深化改革、推進高水平對外開放上勇爭先”。我們堅持以改革增動力，扎實推進要素市場化配置等十大牽引性集成改革，深入實施營商環境創新提升行動，縱深推進“高效辦成一件事”，健全政企常態化溝通交流機制，推動惠企政策“免申即享、直達快享”。我們堅持以開放拓空間，深度融入共建“一帶一路”，積極構建國際物流大通道，做強上合示范區、濟南新舊動能轉換起步區、自貿試驗區等高能級平臺，規劃建設中新濟南未來產業城，成功舉辦上合組織國家綠色發展論壇、海洋合作發展論壇、跨國公司領導人青島峰會、港澳山東周、新加坡山東周等重大活動，中歐班列累計開行超過1.1萬列，開放的齊魯大地蓬勃葳蕤、活力無限。

踏著堅實步伐，我們在戰略牽引中促進協調發展。深入落實黃河重大國家戰略，加強與黃河流域省份戰略協同，扎實推進濟南、青島兩大都市圈建設，山東半島城市群龍頭作用進一步彰顯。扎實推進鄉村全面振興，大力發展優勢特色農業，規上農產品加工企業突破1.1萬家，蔬菜、肉蛋奶、水產品產量居全國前列。加力發展海洋經濟，現代海洋產業體系加快構建，世界級海洋港口群提速建設，沿海港口貨物吞吐量突破20億噸、穩居全國首位。齊魯大地呈現出區域協調、城鄉融合、陸海統籌的美好新圖景。

踏著堅實步伐，我們在堅定自信中勇擔文化使命。深入踐行文化“兩創”，大力弘揚沂蒙精神，在推動文化繁榮、建設中華民族現代文明上積極作為，“文明探源”“文物活化”“山東文脈”等工程扎實推進，國際孔子文化節儒風雅韻、金聲玉振，尼山世界文明論壇美美與共、交流互鑒，小戲小劇創演、全民閱讀等文化惠民活動讓群眾盡享“文化大餐”“精神盛宴”。文旅深度融合發展，“好客山東好品山東”品牌持續擦亮，全年接待游客超9億人次、旅游收入破萬億元，越來越多的海內外朋友奔赴山東、暢游齊魯，盡享文化之韻、山川之美、物華之豐、待客之誠。

踏著堅實步伐，我們在枝葉關情中增進民生福祉。堅定踐行以人民為中心的發展思想，把群眾“心上事”當成“上心事”，扎實辦好20項重點民生實事。民生支出占比保持在80%左右，城鎮新增就業120萬人以上；累計建成縣域醫療服務次中心209家、社區醫院488家、中心衛生室6334家，改造提升村衛生室1萬余個；基層普通門診報銷比例提高到65%，異地就醫直接結算率達到90%以上；生態環境質量持續改善，齊魯大地天更藍、山更綠、水更清、環境更優美，人民群眾生活更加殷實。

惟其磨礪，始得玉成。回首過去一年，每一點進步，都飽含著拼搏與艱辛；每一份收獲，都浸潤著心血和汗水。成績得來殊為不易，根本在于習近平總書記掌舵領航，在于習近平新時代中國特色社會主義思想科學指引，是黨中央、國務院科學決策、正確領導的結果，是省委團結帶領全省人民苦干實干的結果，也離不開海內外朋友和社會各界人士的關心支持。在此，謹向大家表示衷心感謝！
