“公安楷模”魏和友

“當警察，就是要把老百姓的事當成自己的事。”“穿上這身警服，就是人民的公仆。”“你與群眾有多近，群眾對你就有多親。”這是江西省南昌市公安局東湖分局大院派出所原所長魏和友生前最常說的話。

2023年7月24日，魏和友因連續數日奮戰在夏季治安打擊整治行動一線，突發腦出血，經搶救無效，不幸犧牲，生命永遠定格在51歲。

從警29年，魏和友收獲了很多“標簽”：“群眾身邊的親人”“精明能干的會計”“獨當一面的專家”“百煉成鋼的尖刀”獲得了諸多榮譽：個人三等功5次、嘉獎9次、江西省經偵工作先進個人、南昌市優秀政法干警、南昌市優秀人民警察這些，無不印證著魏和友生前的拼搏與努力，鐫刻著轄區群眾對他的認可與贊許，也讓更多人看到了一名人民警察的付出與犧牲，他用生命踐行了人民公安為人民的初心使命，書寫了一個個忠誠為民的動人故事。

他把百姓的事當成自己的事

精益求精辦好每一起案件，竭盡所能幫受害群眾挽回損失，是魏和友的首要辦案理念。東湖分局刑偵大隊六中隊中隊長劉勇對2013年偵辦的一起珠寶盜竊案仍記憶猶新一那年9月，東湖區發生一起涉案價值百萬元的盜竊保險柜案。魏和友主動請纓，帶領專案民警輾轉浙江嘉興、紹興以及江蘇蘇州、貴州銅仁、陜西西安等地，追捕犯罪嫌疑人。因勞累加上水土不服，魏和友出現了嚴重的頭暈、嘔吐癥狀。同行民警紛紛勸說：“你都成這樣了，先回去吧，案子由我們辦。”

“再苦再難的時候我們都過來了，這點小毛病算什么。”魏和友的刑警本色從未淡過一絲一毫。最終，歷時70余天，專案組將兩名犯罪嫌疑人抓獲，價值百萬元的涉案財物被全部追回。

警徽熠熠，不負榮光。魏和友心中那團偵查破案、追贓挽損的火在熊熊燃燒一在東湖分局刑偵大隊，魏和友直接組織參與偵破各類刑案700余起，抓獲犯罪嫌疑人500余名。擔任經偵大隊大隊長期間，魏和友帶領全隊民警共偵辦案件150余起，抓獲犯罪嫌疑人200余名，為群眾追回損失超1億元。

“涉案財物沒找到，受害人的損失追不回來，案子辦得再漂亮也不算成功。”魏和友用實際行動給年輕民警上了最好的一課。打擊辦案、伸張正義，就是要把群眾的利益放在第一位，把百姓的事當成自己的事。

他說穿上警服就是人民的公仆

從小在南昌縣麻丘鎮的一個農民家庭長大的魏和友，對鄉村有著特殊的感情。每當有困難群眾來尋求幫助，他總是熱心給予幫助。2019年，魏和友任揚子洲派出所所長，他把這份特殊情感帶到了揚子洲。

三聯村村民岳某的兩個孩子在家里接生，沒有辦出生證明，多年來孩子一直沒上戶口，上學成了大問題。魏和友得知情況后多次出面協調區衛健委等職能部門，聯系分局和市公安局戶政部門落實解決途徑。

“當時辦這件事非常煩瑣，但魏所還是一直堅持。”戶籍民警周蘭坦言，當時的她心里多少有點誤解。岳某一家比較困難，做親子鑒定要花費8000多元，魏和友擔心給“公安楷模”發布儀式現場，邱娥國帶領老中青民警代表向魏和友致敬（攝影 張錚）

這個家庭增加負擔，便想著幫他們減免了相關費用。

“你們在城里長大，沒吃過農村的苦。對于有困難的群眾，除了按照流程辦理外，能協調的就盡量協調，能關照的就盡量關照。”魏和友真誠懇切的態度逐漸消除了周蘭的誤解。在他的努力下，岳某成功申請到經濟困難補貼，很快做了親子鑒定，孩子順利落戶。

沒有豪言壯語，只有默默奉獻；不計個人得失，只為萬家燈火。為民服務，魏和友就像一個永不停歇的陀螺。

2022年，魏和友赴任大院派出所。一到任，他立即深人轄區走訪，逐一調度各項業務工作，組建了權責清晰、運轉高效的“兩隊一室”勤務模式，派出所各項工作成效陡然提升，僅用一個季度，考核成績就躍升至分局第三。

2023年開始，大院派出所轄區內的八一廣場每逢重大時間節點都會舉辦大型升旗儀式，吸引了數萬名游客觀看。每次魏和友都會把人流量最為密集、安保任務最重的區域留給自己。

2023年4月底，江西一家商業綜合體開業，一時間人潮涌動，安保壓力較大。又是魏和友帶頭站出來：從4月28日至“五一”假期結束，他連續6天在商場安保指揮部值守。

“在商場日均客流量超12萬人次的情況下，未發生一起刑事、治安案件，大院派出所安保工作得到商場業主高度稱贊。”南昌市公安局副局長、東湖分局局長洪龍說。

用真心對待群眾，把溫暖留給群眾，魏和友以實際行動踐行著全心全意為人民服務的錚錚誓言。

他是大伙兒的領路人

所有接觸過魏和友的年輕民警都感慨：要向魏所學習，專業上要學具體的知識，精神上尤其要學他的境界。魏和友從小就喜歡讀書，書柜里擺滿了各種書籍，他還經常推薦、贈送好書給同事，鼓勵年輕民警多學習、多看書。在他的帶動下，單位形成了濃厚的學習氛圍。

魏和友對自己要求嚴格，工作帶頭、吃苦在先，但對民輔警卻非常關愛，經常找他們談心。“魏所剛到派出所的時候，每天晨會和下班前，都會對我們辦公室反復叮囑，一定要態度好，不要為難老百姓。聽多了，我心里就有點不高興，又不是工作沒做好，為啥總是說。”戶籍民警周蘭坦言，起初對魏和友的印象并不好，但是一個星期后，她就顛覆了自己的看法。

“那天，魏所到辦公室找我說，你在工作中如果受了什么委屈一定要跟我說，千萬不要憋著，憋久了情緒容易出問題。我當時差點哭出來。說實話，窗口民警有很多情緒要自己消解。這么多年，從來沒有人在精神上、情緒上關心過我，他是唯一一個…”說到這里，周蘭泣不成聲。

魏和友就是這樣，無論是在經偵、刑偵，或是派出所崗位，他都扮演著團結奮進領路人的角色，帶著大家心往一處想、勁往一處使，各項公安業務節節攀升。

薪火相傳，精神豐碑勵后人

生來平凡而人格生輝，樸素踏實而盡顯崇高。2023年11月，魏和友被追授全國公安系統二級英雄模范。2024年5月，他被追授全國“公安楷模”。榜樣如炬、向光而行，揚子洲派出所所長曹紅杰接過“接力棒”，誓言將魏和友精神轉化為“向新發力、向質躍升”的實踐；社區民警許海峰創新“三餐四季”走訪法一晨耕前、午休時、晚飯后錯峰入戶，春講農資防騙、夏做反詐宣傳、秋調土地糾紛、冬查消防隱患，讓警務工作帶著泥土溫度。

在贛鄱大地的阡陌間，魏和友的精神正化為具體行動。許海峰帶領團隊2024年人戶1800余家，采集信息5000余人次，化解糾紛110起，整改安全隱患60處，更創下轄區連續4年電詐“零發案”紀錄。2025年春節前夕，他帶著糧油走進古稀老人家中，與返鄉務工人員圍爐夜話，用鄉音講政策、以鄉情化矛盾。這種“俯身為泥”的堅守，讓“邱娥國式優秀干警”的稱號越發閃亮。

當大院派出所民警付星佩戴的二等功勛章照亮巡邏路線，當八一廣場晨曦映過英雄紀念碑，民警們深知：魏和友托起的不只是平安基座，更是警魂傳承的火種。正如贛江潮涌生生不息，“你與群眾有多近，群眾對你就有多親”的初心，正化作新時代守護萬家燈火的永恒力量。■

An Officer's Mission in Life

WeiHeyou，thelatedirectoroftheDayuanpolice stationundertheDonghubranchoftheNanchangPublic Security Bureau in Jiangxi province， often recited these words.

On July 24，2023，after days of round-the-clock operations on the frontlines of a summer public security campaign， Wei collapsed from a sudden brain hemorrhage.Despite emergency efforts， the dedicated officer tragicallypassed awayat the age of just 51.

Wei's29-yearcareerin law enforcementearned him such monikers as \"a relative close to the mass，\" \"a competent accountant，\" \"the go-to expert，\" and \"a hardened dagger\"aswellashonors，including five thirdclassmerits，nine commendations，and titles such as Outstanding Economic Crime Investigator of Jiangxi OutstandingJudicial OfficerofNanchang，and Excellent

People's Police Officer ofNanchang.These honors standasatestamenttohisdedicationandhardwork， etchedwiththetrustand praiseofthoseheserved.More importantly，theyreflecttheunwaveringdevotionand sacrificeofanofficerwhoremainedtruetohismission inlife：serving the public.His is a moving story of loyalty to the people.

\"Treating the people's concerns as your own.\"

Handling every case with precision and doing everythingpossibletorecoverlosses for victimswere Wei's guiding principlesin hisinvestigative work. Liu Yong，captain of the sixth squad of the criminal investigation division at Donghu branch， still recalls amajor jewelrytheftcase theyworkedontogether in 2013.

ThatSeptember，asafecontainingover1-million yuanworth of jewelrywasstoleninDonghu district.Wei stepped forward to lead the investigationand pursued the suspectsacrossseveral provinceswithhisteam.

The grueling pace soon took a toll on him， and he began experiencing severe dizziness and vomiting.

Concernedcolleaguesurged himtoreturn homeand rest. \"You're inno shape to go on. Just letushandle the rest，\" theypleaded.

\"We've made itthrough toughertimes.Thisis nothing，\"Wei replied，never once wavering in his commitmentasa policeofficer.Aftermorethan70 daysofrelentlesspursuit， the task forcesuccessfully apprehendedbothsuspectsandrecoveredallstolen property.

ThepolicebadgethatWeiworegleamedwith honor， symbolizing hisunwaveringdedication tosolving casesforthegoodof thepublic.AttheDonghucriminal investigationdivision，heplayedakeyroleincracking over 700 casesand arresting more than 500 suspects.As captainofthe economic crime investigationbrigade，he ledhisteaminsolvingover150 cases，detainingmore than200offenders，and recoveringover100million yuanforthevictims.

Growingupina farmingfamilyin Maqiu town， Nanchangcounty，Weidevelopedadeepbondwithrural life.Whenevervillagersinneedsoughthelp，hewould offerhisassistancewholeheartedly.In2019，whenhe becamedirectorofthe Yangzizhoupolicestation，he translatedthedeep bond intohisnewpost.

InSanlian village，a villager surnamed Yue had twochildrenbornathomewhoneverreceivedofficial birth certificates.Without proper documentation， the childrencouldn't be registered in the household system， makingschoolenrollmentimpossible.Atthis，Weiacted bycoordinatingseveraltimeswiththedistricthealth commissionand household registration office to help resolve the matter.

\"Itwasareallycomplicatedcaseatthetime，butWei nevergaveup，\" recalledhousehold registrationofficer Zhou Lan. Yue's family was struggling financially，and therequired paternity testalone wouldcost over 8，000 yuan.ToalleviateYue'sfinancialburden，Weitookit uponhimselfto findwaystoexempt someofthe fees.

\"You guys grew up in the city and have no taste of thehardshipsinthecountryside，\"Weisaid.\"Forthose facingdifficulties，whilewemustfollowtherulesand procedures，weshouldalsodoourbesttoaccommodate andgrant as manyconcessionsas possible.\"Wei's sinceritygraduallydispelledZhouLan'sinitial doubts. Thankstohisefforts，Yuewasabletosecurefinancial assistance，complete the paternity test，and get his childrenregisteredinthehouseholdsystem.

Weididn'tmakegrandspeeches-hisdedication spoke for itself. He cared not for personal gain，only for the well-being of countless families. His unwavering commitmenttoservingthepeoplemadehimatireless force，alwaysinmotion，never resting.

In2022，Wei took up hispostasthe director of theDayuan police station.Immediately，he immersed himself in the community， conducting in-depth visits andoverseeing everyaspectofthestation'swork.He establishedaclearand efficientdutymodel，streamlining responsibilitiesandoperations.Underhisleadership，the station'sperformance improved dramatically-within justone quarter，it had jumped to third place in the branch'sperformance rankings.

Since 2023，Bayi square in the Dayuan police station's jurisdiction has hosted large-scale flag raising ceremonies during major holidays， drawing tensofthousandsofvisitors.Eachtime，Weiwould takeresponsibilityforthemostcrowdedandsecurityintensiveareas.

AttheendofApril2023，acommercialcomplex opened in Jiangxi， drawing massive crowds and puting immense pressure onsecurity. Once again，Wei led from the front. From April 28 through the end of the May Dayholiday，heremainedondutyatthemall'ssecurity command post for six consecutive days.

\"Despite anaverage daily foot traffic of over120，000 people at the mall， not a single criminal or public security incident occurred. The mall's management spoke highly ofDayuan police station's security work，\" said HongLong， deputy director of the Nanchang Public SecurityBureauand directorof the Donghu branch

With quiet warmth and sincerity，Wei fulfilled his solemn vow toserve the people through everychoice he madeandeverystephetook.

AMotivatingLeader

EveryyoungofficerwhoworkedwithWeicame awaywiththesame feeling：\"We should learn from directorWei;not just hisprofessional skills，butalso his mindset.\"Weihadbeenanavidreadersincechildhood. Hisbookshelfwaspackedwithbooksofall kinds， andheoftenrecommended or gifted good booksto his colleagues，encouraging younger officers to keep learning. Thanks to his influence，a strong culture of learningtookrootatthestation.

Strictwithhimselfindailywork，Weiwasattentive tohisteam，regularlycheckinginandhavingheart-tohearttalkswiththeofficersandauxiliarypolice.

\"When director Wei assumed the post， he frequently reminded us to be kind to the public.At first，I grumbled why he emphasized this so much now thatwe were already doingour jobswell，\" recalled Zhou Lan， the household registrationofficer.Shewascandidthathis behavior was uncannily off-putting. However， a week's workwithhimupended her initial impressionofWei.

\"One day， directorWei came tomyoffice and said， 'If you ever feel any emotional difficultyat work，make sure you tell me，' \"Zhou recalled.\" 'Don't bottle it up， because holdingit in for too long can cause problems.' I almostcried right then. To be honest，as front-line officers，weoftenhaveto dealwithourownemotions. Over the years，no one had ever shown care for my mental and emotional well-being. He was the only

one...\" Zhoubroke down.

That's Wei'snature.Whetherin criminal investigations，economic crimeinvestigations，oras apolicestation director，healwaysplaystheroleofa motivatingleader.With everyone pulling together under hisdirection， the station's performance consistently reachednewheights.

An EnduringSpirit

Humbleier，tlotyinirit，Weiodied thehighestidealsof public service.In November2023， Weiwasposthumouslyhonoredasasecond-class hero model of the national public security system. In May 2024，he was named a national Model of Public Security.

Inspired byhis legacy，hiscolleaguescontinue to walk in hislight. Cao Hongjie，now director of the Yangzizhou police station，has taken up the baton， vowingtocarryforwardWei'sspiritthroughconcrete actionand higher-quality policing

Community officer Xu Haifeng hasalso pioneered anew visitationmethodtailoredto farmers'seasonal needs： promoting anti-fraud awareness in spring， conducting public safetycampaigns in summer， mediatinglanddisputesinautumn，andinspectingfire hazards in winter. His approach closely aligns with the realitiesofrurallife.

AcrossJiangxiprovince，Wei'slegacy liveson throughaction.In2024，Xu'steamvisitedover1，800 households， gathered registration data from more than 5，000residents，resolved110disputes，andaddressed60 safetyhazards-maintainingtheirjurisdiction'sfour-year streakofzerotelecomfraudcases.OnLunarNewYear's Eve2025，Xu delivered riceandcookingoilto elderly residents，chatted withmigrantworkersaroundstoves in localdialectto discusspolicies，andmediatedconflicts throughsharedhometownties.
