摘要:中國成品油流通企業組織結構模式研究目的在于:研究和探索出一種符合中國國情的成品油流通企業組織結構模式。文章在分析國內外成品油流通企業的組織結構現狀的基礎上,運用流程再造理論,對成品油流通企業的流程進行了分析,發現混合型組織結構模式符合業務流程的管理需要,也能夠適應成品油流通市場對外開放后的市場環境,有利于國有成品油流通企業市場競爭力的提高。

Abstract: The purpose of the research on organizational structure pattern of finished oil circulating enterprises in China is to find a new organizational structure pattern. Based on reviewing the organizational structure theory and process reengineering theory of relevant enterprise, this paper analyzed the current status of organizational structure for domestic state-owned finished oil circulating enterprises, and raised the direction of organizational structure pattern to be selected for finished oil circulating enterprises in China. This paper analyzed the work flow of finished oil circulating enterprises by applying the process reengineering theory and found that the mixed organizational structure pattern is in conformity with the managerial demand of work flow. It is adaptable to the market environment after opening of finished oil circulating market to the outside and beneficial to the improvement of market competitiveness for domestic circulating oil circulating enterprises.

目前,國內成品油流通企業的組織結構模式主要以中國石化集團和中國石油集團的兩大石油集團(以下簡稱“兩大集團”)的模式為主,是直線職能式的組織設計模式。即“兩大集團”分別設立銷售事業部,再按照行政區劃設置分支公司、建設經營設施,實行總分公司與母子公司混合的三級管理組織結構,形成了大而全、小而全和大量的重復投資和重復建設局面,這種組織結構帶有較重的計劃經濟色彩。
隨著中國加入WTO,成品油流通行業的完全放開,這一體制的弊端暴露得越來越明顯。主要體現在省地縣三級公司各自為戰,相互間爭資源,爭市場的情況時有發生,形成成品油市場多環節、多渠道、多主體的無序競爭局面,造成國家資源的巨大浪費。究其原因,是由于各級公司名義上雖屬于一個系統,但實際上各自卻是獨立的利益主體,決策和管理過度分散,難以達到整體最優的集團化經營目的。……
