淮安市農業科技創新發展現狀與路徑分析

摘要 農業科技創新是促進農業發展、實現農業現代化的不竭動力源泉。分析了淮安市現代農業創新發展成效及其存在的問題，并基于此，提出了淮安市現代農業創新發展路徑選擇與對策，主要包括發展方向、根本保障、先導力量、有效途徑、創新源泉和不竭動力。

Current Development Situation and Path Analysis of Agricultural Science and Technology Innovation in Huai′an City

Abstract The innovation of agricultural science and technology is the inexhaustible power source to promote agricultural development and realize the agricultural modernization. Through the study of the current situation and problems of modern agriculture development in Huai′an City，the guiding ideology of developing modern agriculture and countermeasures were put forward，which included development direction，fundamental guarantee，the leading power，effective way，innovation source and driving force.

農為本邦，農業是國民經濟的基礎，中央一號文件連續12年聚焦“三農”問題，2015年中央一號文件明確指出：“在國民經濟進入新常態的背景下，按照穩糧增收、提質增效、創新驅動的總要求，加快轉變農業發展方式，深入推進新農村建設，加強農村法治建設，推動新型工業化、信息化、城鎮化和農業現代化同步發展，為經濟社會持續健康發展提供有力支撐。”淮安市作為江蘇省農業大市，市委、市政府歷來高度重視工業化、城鎮化深入發展中同步推進農業現代化，以加快發展方式轉變和經濟結構調整為主線，以南北過渡帶區域特色農業為基礎，不斷優化科技工作環境、創新農業科技服務模式、提升產學研結合能力、培育創新人才，先后榮獲“國家科技進步先進市”的稱號，全市的農業科技發展邁出了新步伐，科技對經濟社會發展的支撐及引領作用日益增強[1]。

1 淮安市農業科技創新發展現狀

1.1 農產品生產能力顯著提升

農產品生產能力穩定發展[2]，糧食連續11年豐收，2014年糧食總產量467.19萬t，比2013年增加6.16萬t，增長1.3%。……
