獲取更為詳實的臺風實時風場資料對合理有效地確定船舶避臺方案、提高處理避臺航行突發(fā)狀況的能力及確保航運企業(yè)經(jīng)濟效益而言具有重要的理論意義和實際應用價值。對此,通過分析目前常用的臺風風場資料來源，指出目前常用臺風風場資料存在精細化程度不夠高、不能滿足合理有效地繞避臺風和處理突發(fā)狀況需求等問題。在對美國NOAA網(wǎng)站提供的MTCSWA風場產(chǎn)品的種類、來源及其應用等進行詳細分析、介紹的基礎上，以臺風“范斯高”為例對不同來源的臺風風場信息進行實例應用對比分析。結果表明:MTCSWA風場產(chǎn)品可更為直觀、有效地給出臺風實時風場資料，可更為行之有效地供航運安全管理部門避臺決策使用。

Abstract: Real-time typhoon wind field data is of great importance to shipping safety managers and captains, who have the responsibility to determine TC avoidance routes for ships and to handle unexpected TC situations. This paper analyzes the typhoon wind field data from commonly used sources and points out that they are not appropriately accurate and in detail for effectively deciding TC avoidance routes and handling unexpected situations. The MTCSWA wind product provided by American NOAA website is introduced in detail, covering its types, sources and applications. The wind field information of TC Francisco from different sources is analyzed, and the results show that MTCSWA wind products can provide more straightforward and effective real-time wind field data of the typhoon, which can better help shipping safety managers with TC avoidance.

鑒于臺風(以下簡稱TC)伴隨的狂風惡浪會對船舶構成嚴重威脅，各航運企業(yè)對船舶防抗TC給予高度重視。在防抗TC時，準確掌握TC的移動路徑、強度和大風浪范圍以選擇安全、合理的繞避航線是航運企業(yè)安全監(jiān)管人員和船舶駕駛員最重要的任務之一。以中國遠洋運輸集團公司為例，其安監(jiān)部一般通過綜合分析中、日、美等國家氣象部門發(fā)布的TC預報確定TC的移動路徑和8級風圈分布[1]，指導船舶合理避開8級風圈，保證其安全航行。……
