Evaluation of healthy development of regional inland waterway based on variable fuzzy sets/WU Fengping, WU Zheng, ZHOU Jinmei (Business School, Hohai University, Nanjing 211000, China)

Abstract: Considering the operation effect, safety, support security and environmental friendliness of waterways as the main evaluation factors, an evaluation index system for healthy development of regional inland waterway including 14 evaluation indices is established. Based on the statistical data of inland waterways in Suqian City in 2014, the healthy development degree of the inland waterways is computed by using the method of variable fuzzy sets. The results show the healthy development level of the inland waterways in Suqian City is the same under different parameter combinations. The 14 evaluation indices can be divided into three types. The evaluated results basically reflect the actual situations of the inland waterways in Suqian City. It is indicated that the proposed evaluation system and the theory of variable fuzzy sets can be employed to evaluate the healthy development level of regional inland waterways.

Effectiveness analysis of risk assessment of social stability of large-scale water conservancy projects based on system dynamics/HUA Jian1, 2, LI Jingjing1(1. Abstract: The synergic driving model for effectiveness of risk assessment of social stability of decision-making of large-scale water conservancy projects is established from three aspects of government support, public participation and third-party participation. The causality diagram including the sub-modules of government support, public participation and third-party participation is formulated based on the system dynamics. The synergistic effects between the external factors of the government, the public, the third party and the internal factors of assessment extent, assessment depth, assessment validity are stated, and their influences on the effectiveness of risk assessment of social stability of decision-making of large-scale water conservancy projects are illustrated. Finally, some suggestions about how to improve the effectiveness of evaluation are proposed, that is, strengthening of policy security support, implementation of pubic participation, ensuring of third-party participation, improvement of its dependent, scientific and professional characteristics.

Comparison of water footprints in Jiangsu Province and other provinces in China from production perspective/WU Zhaodan1, 2,ZHAO Min3, SHI Changfeng1, MA Chao4(1. Abstract: From the production perspective the water footprints in Jiangsu Province and other provinces in China are compared in the analysis frame of “total amount-industrial structure-demand structure-relative index”, and the causes for the differences are analyzed. It is found that (1) for the comparison of the total amount, Jiangsu Province ranks No. 11 in the domestic water footprint from the highest to the lowest in 30 provinces, with the amount of 15.70 billion m3. (2) For the comparison of the industry structure, the reasons why the domestic water footprint in Jiangsu Province is larger than that in other 11 provinces are resulted from the larger household direct water use, final demand and direct water consumption coefficient of the agriculture, forestry, animal husbandry and fishery, direct water consumption coefficient of textile industry, and final demand of the communications equipment, computers and other electronic equipment manufacturing industries. (3) For the comparison of the demand structure, the domestic water footprint in Jiangsu Province highly larger than that in other 19 provinces. The larger amount of domestic water footprint in Jiangsu Province relates to the larger virtual water export, household direct water use and the final demand of urban residents. (4) For the comparison of the relative index, the water pressure index value in Jiangsu Province is larger than that in other 15 provinces, which is mainly due to its less water resources. The strength of domestic water footprint in Jiangsu Province is only higher than that in Tianjin City, primarily because of their domestic water footprint differences. The waste rate of industrial domestic water footprint in Jiangsu Province (71.51%) is higher than that in other 27 provinces, which closely relates to more amount of annual industrial waste water.

Re-examination of Kuznets curve of industrial environment in Huaihe River Basin:Panel data of prefectural cities in Anhui Province from 2005 to 2014/WANG Hui1, WANG Shuqiao1, 2, Li Xiaocong3(1. Abstract: Based on the relevant statistical data of industrial environment and economy of eight prefectural cities in Anhui reach of Huaihe River Basin from 2005 to 2014, the non-parametric Kernel function is adopted to describe the dynamic evolution of per capita GDP and industrial pollution emissions, and the environmental Kuznets curve (EKC) model for Huaihe River Basin is established to study the effects of the relationship between its change of ecological environment quality economic growth. The results show that the level of economic development in the region is generally in the rising phase, and the differences between prefectural regions become large with the advance of time. The kernel density distributions of per capita industrial wastewater emissions and per capita industrial emissions have a certain similarity. The per capita industrial emissions have a linear relationship with the per capita GDP. The per capita industrial wastewater emissions and per capita industrial solid waste emissions have a positive U-type quadratic curve relationship with the per capita GDP, which is not fully in accordance with the typical Kuznets characteristic curve. Most areas of Huaihe River Basin in Anhui Province are still at the stage with economic development and ecological environment deterioration.

Fuzzy matter-element analysis of carrying capacity of water resources in Qinghai Province based on combination weighting/YU Qianwen, WU Fengping (Business School, Hohai University, Nanjing 211100, China)

Abstract: Qinghai Province is chosen as the study area, and its eight administrative districts are regarded as the study units. By using the fuzzy matter-element analysis method based on the combination weights, the evaluation index system of “Three Red Lines” for the carrying capacity of water resources in Qinghai Province is established from the dimensions of the total water use, water use efficiency and water quality. The results show that the water resources in Qinghai Province have great potential for development, and their carrying capacity is strong. However, the development conditions and utilization degrees of the water resources in Qinghai Province exhibit regional differences. The carrying capacities of water resources in Xining and Haidong cities have reached their limit values, and those in other regions are relatively stronger. It’s necessary to take appropriate measures in accordance with the local conditions.

Abstract: The concept of the bottom line of control rights is introduced. On this basis, a bargaining distribution model for the control rights of PPP projects is established under the information asymmetry, and the proportional distribution of control rights is given when the investment specificity of both sides is determined so as to effectively avoid the break of cooperation of PPP projects caused by irrational distribution of the control rights. The relationship between the public and private sector investment is analyzed based on the above results, and the effective way to encourage private sector investment is given.

Risk assessment of social stability in construction of hydropower engineering based on fuzzy consistent matrix/LIU Na (School of Public Administration, Hohai University, Nanjing 211100, China)

Abstract: By choosing the mathematical analysis tool, fuzzy consistent matrix, and taking hydropower station B as an example, the social stability risk in the process of land acquisition and resettlement due to construction of hydropower engineering is analyzed, and the importance degrees of various types of risks and the specific risk events in affecting the social stability are measured. The results show that the causes for risks mainly lie in the immigrants and the government administrative departments, the highest type of risks is the compensation benefit risk, and the highest risk factor is the petition channels of immigrants, Therefore, it is suggested that in the period of planning and designing of hydropower engineering, the design institutions should consider the immigrants' vital interests and the potential risks of government management in cooperating with engineering construction so as to make scientific planning and to ensure smooth implementation of the project.

Competitiveness evaluation and policy research of coastal port cities in Jiangsu Province/LI Yi1, WANG Baoqian1, LI Jingjing2(1. Business School, Hohai University, Nanjing 211100, China; 2. Jiangsu Province Rural Credit Union, Nanjing 210000, China)

Abstract: The comprehensive evaluation system for competitiveness of port cities is established from four aspects of economy, society, environment and port resources. The competitive powers of three major coastal port cites in Jiangsu Province, Yancheng, Lianyungang and Nantong, are evaluated by using the principal component analysis, and they are comparatively analyzed with 12 coastal port cities first opened in China at different levels. The results show that the three major cities in Jiangsu Province rank in the middle and lower level of the sample cities, and they have large differences with the leading cities. Finally, some policy recommendations are proposed to improve the competitiveness of coastal port cities based on the construction of “One Belt and One Road”.

Spatial-temporal differentiation of total factor agricultural water utilization efficiency in oasis of arid areas:Case study of Xinjiang/DU Gen, WANG Baoqian (Business School, Hohai University, Nanjing 211100, China)

Abstract: By selecting the panel data of 14 cities in Xinjiang from 2004 to 2014 and using the input-oriented super-efficiency DEA model, the municipal and regional agricultural water utilization efficiencies are calculated, and the spatial-temporal differentiation is analyzed based on the meta frontier method and the total factor water efficiency measure. The results show that the agricultural water utilization efficiency in Xinjiang has an increasing tendency, and the agricultural water utility efficiency in three regions exhibits a subsequent decreasing trend in the northern, eastern and southern regions. The water consumption of agricultural water in the main areas of southern region, Urumqi City and Altay is in an inefficient state, that in Ili prefecture and Bortala Mongol Autonomous Prefecture is in a low-efficient state, and that in Karamay, Changji Hui Autonomous prefecture, Tacheng, Bayangol Mongol Autonomous Prefecture, Hotan and Turpan is in a high-efficiency state.

Abstract: Owing to that the price of water right trading cannot well reflect the value of water resources in China, the value forming mechanism of water right trading is analyzed by combining the value flow theory with the water right trading. On this basis, the pricing method for water right trading is discussed according to the value of water resources of the seller as the highest price of water right trading or that of the buyer as the lowest price of water right trading. It may provide new ideas for calculating the price of water right trading reasonably.

Water price for urban domestic water based on ELES model:Case study of Chongqing City/MA Lihua1, SU Xiaoling2, HU Xiao1(1. Abstract: Taking Chongqing City as an example, the current situation of domestic water consumption and the pricing of water resources are studied. The ability to pay the price of domestic water in Chongqing is analyzed by using the ELES model. The results show that the burden of water expenditure decreases with the increase in the urban households’ disposable incomes. At the same time, the income elasticity of water demands for urban households will improve with the increase in disposable incomes. For the low-incomes urban households, the fundamental domestic water demands cannot be fulfilled. In 2016, the multistep water price was implemented in Chongqing City. The pricing of urban domestic water is basically rational, however, it has some space to be improved.

Abstract: The water shortage is one of the most important reasons to restrict the development of Hulun Buir City. The problems of water conservation, water conservancy facilities, residents’ drinking water safety and management system in the development of water resources in Hulun Buir City are analyzed. The mode of sustainable development and utilization of water resources and measures are put forward from four aspects, investment and finance of water conservancy, construction of water conservancy projects, water ecological protection and management and reform of water conservancy system. On the basis of rational development and utilization of water resources, the water demand is achieved and the water security is ensured so as to realize the healthy and sustainable development of economy and society in Hulun Buir City.

Evaluation of management modernization of large and medium-sized sluices based on cloud theory/GAO Yuqin, CHEN Hongyu, XIAO Xuan, XU Jin (College of Water Conservancy and Hydropower Engineering, Hohai University, Nanjing 210098, China)

Abstract: An integrated evaluation index system for the management modernization of large and medium-sized sluices is established, which will improve the objectivity and comprehensiveness of evaluation. An evaluation method for management states of sluices is proposed based on the cloud theory, which reflects the randomness, fuzziness of knowledge representation and their correlation, and it is applied to a large sluice. The target values of management modernization of sluices are evaluated and determined through the questionnaire survey and field survey among 23 large and 87 medium-sized sluices in a province. By comparing the actual situations of a sluice case with the target values, the level of modernization realization of the sluice is determined. The case study shows that the proposed method is applicable, effective and efficient in sluice management, and the evaluated results will be in favor of managing further work and improving modernization objective.

Cooperation game analysis of conflicts of hydropower resettlement in Wujiang River Basin/HAN Zhenyan, FEI Chang(School of Public Administration, Hohai University, Nanjing 210000, China)

Abstract: The conflict of hydropower resettlement in Wujiang River Basin is an important problem that cannot be neglected since the construction of hydropower station. The hawk-dove game model is introduced to study the conflicts between the government and the immigrants and to analyze the interest relationship and strategy choice behavior between them. The equilibrium solution of the model is analyzed, and a conclusion is drawn that the cooperation between the government and the immigrants is mainly influenced by the benefits per unit cost and the degree of asymmetry. Based on the actual situations of hydropower resettlement in Wujiang River Basin, some suggestions are proposed as follows: strengthening of education of immigrants, improvement of laws and regulations, diversified resettlement modes and promotion of public communication and participation.

Financing problem of small and medium-sized shipping companies in China under strategic background of “One Belt and One Road”/YANG Yi, ZHOU Wenwen (Wuhan Huaxia University of Technology, Wuhan 430000, China)

Based on the risk and opportunity of the shipping industry under the new situation, the financing problems of small and medium-sized shipping companies in China are analyzed. Firstly the current financing situations and characteristics of the small and medium-sized shipping companies are reviewed. And then the basic financing ways of shipping enterprises are summarized, and the opportunities and challenges of small and medium-sized shipping companies under the strategic background of "One Belt and One Road" are further analyzed. Finally some policy suggestions are put forward to improve the financing environment for small and medium-sized shipping companies from three aspects of the government, financial institutions and enterprises.
