“十三五”規劃指引下的高校醫德教育研究

摘 要：教育事業與醫療衛生事業是“十三五”規劃的重要內容。文章論述了以“十三五”規劃為指引，堅持創新、協調、綠色、開放、共享的發展理念，全面落實立德樹人根本任務，加強社會主義核心價值觀教育，增強學生社會責任感、創新精神、實踐能力，大力開展和完善醫德教育，增進人民福祉、促進人的全面發展。

Abstract： Education and medical and health service are important content of the 13th Five Year Plan. This paper discusses the development and improvement of medical ethics education under the guidance of the 13th Five Year Plan. We should adhere to the innovative， coordinated， green， open， and shared development concept， fully implement the fundamental task of moral education， strengthen the education of socialist core values， and enhance students' sense of social responsibility， innovative spirit and practical ability to improve people's well-being and promote the all-round development of people.

“十三五”時期是全面建成小康社會決勝階段，要實現人民生活水平和質量普遍提高，教育、醫療等公共服務體系更加健全，國民素質和社會文明程度顯著提高的目標，醫療衛生和教育事業改革面臨新形勢新任務。黨的十八大提出把“立德樹人”作為教育的根本任務，提出了“提高醫療衛生隊伍服務能力，加強醫德醫風建設”的明確要求。在新的歷史時期，必須認識新常態、適應新常態、引領新常態，秉承新理念、新思路，做出新舉措，黨的十八屆五中全會通過的《中共中央關于制定國民經濟和社會發展第十三個五年規劃的建議》為新形勢下的高校醫德教育指明了前進方向。

一、加強醫德教育是全面落實立德樹人根本任務的重要內容

黨的十八大指出，堅持教育為社會主義現代化建設服務、為人民服務，把立德樹人作為教育的根本任務，培養德智體美全面發展的社會主義建設者和接班人。“十三五”規劃明確提出：“全面貫徹黨的教育方針，落實立德樹人根本任務，加強社會主義核心價值觀教育，培養德智體美全面發展的社會主義建設者和接班人。……
