“互聯(lián)網(wǎng)+”視域下湖南智慧城市建設(shè)探析

摘 要：本文闡述了“互聯(lián)網(wǎng)+”的作用及本質(zhì)，分析了湖南智慧城市建設(shè)的現(xiàn)狀和主要瓶頸。并從多個(gè)層面探討了“互聯(lián)網(wǎng)+”視域下湖南智慧城市的發(fā)展對(duì)策，包括加大扶持力度，形成發(fā)展合力；夯實(shí)支撐能力，促進(jìn)互聯(lián)互通；完善功能架構(gòu)，構(gòu)建評(píng)價(jià)體系等。

An Analysis of the Development of Smart City in HuNan from the Perspective of“Internet Plus”

Abstract：This paper elucidates the nature and role of the internet plus and analyzes the current developments and major bottlenecks of smart cities in Hunan. And from several aspects discusses the development countermeasures of Hunan smart city “internet plus”perspective，including increased support and development efforts；Consolidate supporting capabilities，promote interoperability，improve functional structure，and build evaluation system.

0 引 言

黨的十九大提出要推動(dòng)互聯(lián)網(wǎng)、大數(shù)據(jù)、人工智能與實(shí)體經(jīng)濟(jì)融合，推進(jìn)治理體系和治理能力現(xiàn)代化，建設(shè)網(wǎng)絡(luò)強(qiáng)國(guó)。湖南制定了《湖南省加快推進(jìn)“互聯(lián)網(wǎng)+政務(wù)服務(wù)”工作實(shí)施方案》，智慧城市建設(shè)迎來(lái)了新的發(fā)展階段。

1 “互聯(lián)網(wǎng)+”重構(gòu)智慧城市的發(fā)展邏輯

1.1 “互聯(lián)網(wǎng)+”重構(gòu)供需關(guān)系

“互聯(lián)網(wǎng)+”把定位于需求端的消費(fèi)互聯(lián)網(wǎng)和定位于供給端的產(chǎn)業(yè)互聯(lián)網(wǎng)融合起來(lái)，這標(biāo)志著以互聯(lián)網(wǎng)技術(shù)、理念和平臺(tái)為依托，實(shí)現(xiàn)供需關(guān)系的優(yōu)化和重構(gòu)。因此，“互聯(lián)網(wǎng)+”的本質(zhì)是DT時(shí)代供需關(guān)系的重構(gòu)，糾正了消費(fèi)互聯(lián)網(wǎng)長(zhǎng)期以來(lái)供需關(guān)系失衡和脫節(jié)的弊端，其核心是消費(fèi)互聯(lián)網(wǎng)和產(chǎn)業(yè)互聯(lián)網(wǎng)的融合。

1.2 “互聯(lián)網(wǎng)+”拓展智慧城市的發(fā)展模式和空間

智慧城市因其特殊的定位和功能被深深打上政府驅(qū)動(dòng)的烙印。政務(wù)信息資源的開(kāi)放共享、市政管理平臺(tái)的搭建、跨部門(mén)的聯(lián)動(dòng)等都需要政府相關(guān)部門(mén)的介入乃至許可，資金主要靠財(cái)政專項(xiàng)投入，這不利于智慧城市的深入發(fā)展?！盎ヂ?lián)網(wǎng)+”戰(zhàn)略將消費(fèi)互聯(lián)網(wǎng)的模式和產(chǎn)業(yè)互聯(lián)網(wǎng)的打法融合起來(lái)，將從……
