摘? 要：大數(shù)據(jù)時代是公安機關履職面臨的新常態(tài)，各地公安機關應堅決貫徹大數(shù)據(jù)戰(zhàn)略，充分認識到面臨的機遇和挑戰(zhàn)，抓住數(shù)據(jù)、人才、算法三大核心要素，加強政策機制保障，轉(zhuǎn)變社會公共安全治理模式、提升治理水平。

Big Data Strategy Transformation and Public Safety Governance Research

Abstract：The era of big data is a new normal for public security organs to perform their duties. Public security organs around the country should resolutely implement the strategy of big data，fully understand the opportunities and challenges they are facing，seize the three core elements of data，talent and algorithm，strengthen the guarantee of policy and mechanism，change the mode of public security governance and improve the level of governance.

2017年12月8日，習近平總書記在中央政治局第二次集體學習時強調(diào)“要實施國家大數(shù)據(jù)戰(zhàn)略、加快建設數(shù)字中國”。大數(shù)據(jù)作為信息時代的基礎資源，能有效集成國家經(jīng)濟、政治、文化、社會、生態(tài)等方面的信息資源，為國家治理現(xiàn)代化提供基礎數(shù)據(jù)和決策支撐[1]。國務院印發(fā)的《促進大數(shù)據(jù)發(fā)展行動綱要》中明確指出：要建立“用數(shù)據(jù)說話、用數(shù)據(jù)決策、用數(shù)據(jù)管理、用數(shù)據(jù)創(chuàng)新”的管理機制，實現(xiàn)基于數(shù)據(jù)的科學決策。

1? 新時期公安大數(shù)據(jù)戰(zhàn)略的內(nèi)涵要求

國務委員、公安部長趙克志在今年全國公安廳局長會議上指出，要大力實施公安大數(shù)據(jù)戰(zhàn)略，著力打造數(shù)據(jù)警務、建設智慧公安，全面推動公安工作質(zhì)量變革、效率變革、動力變革;要把實施公安大數(shù)據(jù)戰(zhàn)略作為一項“龍頭工程”來抓，加強組織領導，堅持統(tǒng)籌推進。浙江省公安廳以“云上公安、智能防控”大數(shù)據(jù)戰(zhàn)略為藍圖，強化全省公安信息化發(fā)展頂層設計，實施數(shù)據(jù)治理工程，統(tǒng)籌開展信息化、智能化應用開發(fā)，強力推動浙江警務工作向更可知、更可測、更可控方向發(fā)展。副省長、公安廳長王雙全強調(diào)，要堅定不移推進“云上公安、智能防控”戰(zhàn)略，加快轉(zhuǎn)換發(fā)展動能。……
