“一帶一路”倡議視野下推動以黑龍江省為中心的泛東北亞經濟區建設研究

[摘 要] 從國全戰略角度推動以黑龍江省為中心的泛東北亞經濟區建設具有重要的意義。當前泛東北亞地區的安全態勢呈現出合作與沖突并存、緩和與對抗同在的總體特征。黑龍江省地處東北亞經濟圈的中心區位，且幅員遼闊、資源豐富、重工業發達，具備承擔中國與東北亞各國共同發展的核心承載區的綜合有利因素和區域優勢。構建以黑龍江省為中心的泛東北亞經濟區應發揮政府推動和市場規律的共同作用，從泛東北亞地區政治、經濟、文化的現實出發，通過緊密聯系，實現經濟互惠，資源共享，政策趨同。

Abstract： It is of great significance to promote the construction of Pan-Northeast Asia Economic Zone centered on Heilongjiang province from the perspective of national security strategy. At present， the security situation in Pan-Northeast Asia is characterized by co-existence of cooperation and conflict， mitigation and confrontation. Heilongjiang province is located in the center of the Northeast Asian economic circle， and has a vast territory， rich resources and developed heavy industry. It has comprehensive favorable factors and regional advantages to undertake the core bearing area of common development between China and other countries in Northeast Asia. To construct Pan-Northeast Asia Economic Zone centered on Heilongjiang province， we should give full play to the joint role of government promotion and market rules. Starting from the reality of politics， economy and culture in Pan-Northeast Asia， economic reciprocity， resource sharing and policy convergence could be realized through close links.

縱觀21世紀的國際安全形勢復雜多變，國家之間的相互依存程度不斷加深，國內、國際和全球安全日益一體化。在安全上謀求地區的長期穩定與和平，在經濟上推動區域合作發展，已經成為各國實施國家安全戰略的主流。東北亞特殊的地緣戰略形勢決定其是影響我國安全的重要戰略區域。為此，筆者認為，從國家安全戰略角度研究推動以黑龍江省為中心的泛東北亞經濟區建設具有重要的意義。

一、泛東北亞地區范圍的界定

多數觀點認為，東北亞地區應涵蓋中國東北部、俄羅斯聯邦西伯利亞和遠東地區、日本、韓國、朝鮮、蒙古。但在世界日益多變的時代，應在更廣闊的視野中界定東北亞區域。如，在地理概念上，美國雖不屬于東北亞地區，但從地緣政治角度，它是影響和決定東北亞地緣政治的重要角色。……
