我國地理信息定密脫密政策存在的問題與對策

摘 要：隨著計算機和互聯網技術的不斷發展，地理信息的傳播范圍和速度明顯提升，使得地理信息的保密和脫密措施面臨更大的挑戰。目前已有的地理信息保密和脫密政策存在一些不足之處，與快速發展的經濟和科技存在矛盾。本文分析中國地理信息定密脫密政策存在的問題，對目前地理信息保密與脫密狀況、定密和脫密政策的現狀以及地理信息保密和脫密政策的改進措施進行了分析和闡述。

[Abstract] ?With the continuous development of computer and Internet technologies， the scope and speed of geographic information transmission have been significantly improved， and confidentiality and densification measures of geographic information face greater challenges. At present， there are some shortcomings in the existing confidentiality and densification policies for geographic information， which are in contradiction with the rapid development of economy and technology. This paper analyzes the problems of China's geographic information confidentiality and confidentiality policy， and analyzes and expounds the current status of geographic information confidentiality and densification， the status of confidentiality and densification policies， and the improvement measures of geographic information confidentiality and densification policies.

地理信息是地理數據所蘊含和表達的地理含義，是與地理環境要素有關的物質的數量、質量、性質、分布特征、聯系和規律的數字、文字、圖像和圖形等的總稱。從廣義上來說，地理信息是指一切與空間地理分布有關的信息的統稱。狹義上來說，地理信息主要指的是對地理要素、人工設施的外觀及形狀進行描述，可以將效益的地理信息表達為測繪學意義上的地形及地貌分布特征。地理信息包含了我國國土上的地物信息，是我國測繪地理安全的保密對象。

隨著科學技術的不斷進步，測繪設備不斷更新，測繪成果更加多種多樣，測繪結果所包含的內容也隨著社會發展不斷改變。隨著交流與通信技術的不斷進步，地理信息的附屬產品層出不窮，人們對地理信息的需求越來越大，對地理信息的要求的提高，需要地理信息技術的支持。測繪地理信息長期以來，一直是地理信息系統的戰略項目，我國為此投入了大量的人力、物理和財力來獲取地理信息，滿足社會經濟的發展和國防建設對地理信息的需求。……
