強化衛生系統財務管理創新的意義

[摘要] 衛生部門通過創新現有的財務管理模式，應當能確保在根源上杜絕財務管理領域的潛在漏洞與風險，對于節約衛生系統資源以及提升系統運行效益都具有不可忽視的必要性。因此針對現階段的衛生系統來講，關鍵在于明確創新財務管理的重要意義，并且結合衛生系統現有的財務運行狀態，確保體現最大化的財務管理創新效果。該文基于衛生系統財務管理現存的缺陷，提出健全衛生系統現有的財務管理體系，全面防控衛生系統的財務風險，培育專業化的衛生系統財務管理人才，引進全新的財務內控手段等創新管理的策略。

[Abstract] If the health system is to run smoothly， it must not lack systematic financial management as the necessary support. By innovating the existing financial management model， the health department should be able to ensure that the underlying loopholes and risks in the financial management field are eliminated at the root. It is necessary to save health system resources and improve system operation efficiency. Therefore， for the current health system， the key lies in clarifying the significance of innovative financial management， and combining the existing financial operating status of the health system to ensure that the maximum financial management innovation effect is reflected.Based on the existing deficiencies in the financial management of the health system， this article proposes to improve the existing financial management system of the health system， comprehensively prevent and control the financial risks of the health system， cultivate professional financial system financial management talents， and introduce innovative management such as new financial internal control methods.

近些年以來，衛生事業呈現迅速轉型的現狀。為了應對現階段的激烈行業競爭，作為衛生部門目前亟待轉變現有的內部管理思路，確保將財務管理置于首要的系統管理地位。同時，衛生系統目前也要著眼于財務管理領域的新型人才培育，結合現有的財務管理基本思路與要求來實現財務管理創新[1]。作為衛生部門內部的財務管理人員而言，此類人員必須具備較強的財務管理認識，不斷致力于自身專業素養的提升，嘗試引進全新的財務管理機制與管理模式[2]。

1 ?衛生系統全面強化財務管理創新的重要意義

作為衛生事業單位本身而言，各地的衛生事業單位目前都需要應對日益強烈的衛生系統競爭。為了保證達到最佳的衛生服務質量，那么基層衛生部門亟待運用全新的內部管理措施，確保在最大限度內規范衛生系統現有的日常管理秩序。……
