[摘要] 衛生監督網絡輿情引導是衛生監督網絡輿情應對工作中的重要環節,其重點和難點就是影響民眾態度朝特定的方向轉變。目前,衛生監督網絡輿情引導尚未形成完善的工作機制,引導策略缺乏系統性、針對性和科學性。該文在闡述了輿情引導與態度改變關系的基礎上,介紹了霍夫蘭德的態度改變-說服模型,并依此模型針對衛生監督網絡輿情引導工作中存在的問題提出了一些建議。

[Abstract] Guidance of public opinion on health surveillance network is an important part of the response to public opinion on health surveillance network. The focus and difficulty is to influence the public's attitude to change in a specific direction. At present, the public opinion guidance of the health supervision network has not yet formed a perfect working mechanism, and the guidance strategy lacks systematic, targeted, and scientific characteristics. On the basis of explaining the relationship between public opinion guidance and attitude change, this paper introduces Hovland's attitude change-persuasion model, and based on this model, puts forward some suggestions for the problems existing in the health supervision network public opinion guidance work.

衛生監督網絡輿情是通過互聯網傳播的公眾對現實生活中某些和衛生監督工作職責相關的熱點、焦點問題所持的有著較強影響力和傾向性的言論觀點[1]。衛生監督主要涉及對醫療衛生、公共衛生、環境衛生、傳染病與學校衛生的預防性、經常性監督。這些方面與公眾的健康和生命安全息息相關,一旦出現問題便迅速成為全民關注的焦點、輿論討論的熱點,這類輿情通常具有以下一些特點:負面傾向性高、傳播范圍廣、影響延續性長[2]。如果應對不力,則可能滋生不穩定社會因素,損害政府公信力,引發群體恐慌行為。
隨著微博、微信等各種自媒體的飛速發展,網絡媒體的參與性和互動性顯著增強,網絡輿情形勢更加復雜多變,每個人都可能成為信息傳播源,普通大眾可以隨時、隨地、隨意地發布各式各樣的信息,使得輿情波及范圍飛速擴張。……
