國家基本公共衛(wèi)生服務(wù)項目鄉(xiāng)村協(xié)作機制研究

[摘要] 農(nóng)村是我國公共衛(wèi)生服務(wù)的重點對象，由于鎮(zhèn)級衛(wèi)生所與村衛(wèi)生室的關(guān)系比較特殊，所以應(yīng)結(jié)合實際情況建立國家基本公共衛(wèi)生服務(wù)項目鄉(xiāng)村協(xié)作機制，以確保鄉(xiāng)鎮(zhèn)衛(wèi)生院、村衛(wèi)生室等基層醫(yī)療機構(gòu)能夠分工明確、協(xié)作運行，進而有效提升基本公共衛(wèi)生服務(wù)質(zhì)量與水平，而在這一過程中，做好對于基本公共衛(wèi)生服務(wù)項目的考核工作更為重要。目前在構(gòu)建相應(yīng)的基層公共衛(wèi)生服務(wù)項目鄉(xiāng)村協(xié)作機制中，相應(yīng)的考核技術(shù)和水平還有待提升。該文主要就如何構(gòu)建有效的基層公共衛(wèi)生服務(wù)項目鄉(xiāng)村協(xié)作機制監(jiān)管考核平臺進行探索，為國家做好基本公共衛(wèi)生服務(wù)項目鄉(xiāng)村協(xié)作工作提供一些指導(dǎo)和參考。

[Abstract] Rural areas are the key targets of public health services in China. Because the relationship between town-level health clinics and village clinics is special， a rural coordination mechanism for the national basic public health service project should be established in accordance with actual conditions to ensure township health centers and village health. Grass-roots medical institutions such as laboratories can have a clear division of labor and cooperative operation， which can effectively improve the quality and level of basic public health services. In this process， it is more important to do a good job of evaluating basic public health services. At present， in the construction of corresponding rural coordination mechanisms for basic public health service projects， the corresponding assessment technology and level need to be improved. This article mainly explores how to build an effective supervision and evaluation platform for rural cooperation mechanisms for basic public health service projects， which is good for the country rural public work of the basic public health service project， which provides some guidance and reference.

2009年以來，我國大力推行基本公共衛(wèi)生服務(wù)項目，并出臺《國家基本公共衛(wèi)生服務(wù)規(guī)范》政策文件，明確了基本公共衛(wèi)生服務(wù)項目的服務(wù)內(nèi)容、對象、要求、具體流程及考核指標(biāo)。在一定程度上加快了實現(xiàn)基本公共衛(wèi)生服務(wù)均等化目標(biāo)的步伐，有利于加強控制疾病流行傳播、提升公共衛(wèi)生服務(wù)質(zhì)量與水平，進而加快構(gòu)建社會主義和諧社會。該文主要對國家基本公共衛(wèi)生服務(wù)項目鄉(xiāng)村協(xié)作機制提出了幾點思考。

1? 國家基本公共衛(wèi)生服務(wù)項目鄉(xiāng)村協(xié)作機制中構(gòu)建有效監(jiān)管考核平臺的重要性

在科學(xué)監(jiān)管考核平臺構(gòu)建后，相關(guān)的國家基層衛(wèi)生行政部門能夠?qū)τ诨鶎余l(xiāng)村地區(qū)的公共衛(wèi)生服務(wù)現(xiàn)狀進行掌握，方便他們采用多樣化的方式方法來對于基層醫(yī)療機構(gòu)實施考核和監(jiān)督管理工作[1]。……
