深化中國—東盟金融合作 共創(chuàng)互聯(lián)互通新格局 2021中新金融峰會在重慶舉行

2021中新（重慶）戰(zhàn)略性互聯(lián)互通示范項目金融峰會（簡稱：2021中新金融峰會）11月23日至24日在重慶舉行。本屆峰會以“深化中國—東盟金融合作·共創(chuàng)互聯(lián)互通新格局”為主題，采取線上線下相結(jié)合的方式，在重慶悅來國際會議中心和新加坡會場同步舉辦。

市委副書記、市長唐良智，新加坡通訊及新聞部部長、內(nèi)政部第二部長楊莉明等在開幕式上致辭。

唐良智代表市委、市政府，代表陳敏爾書記，向參加2021中新金融峰會的各位嘉賓表示歡迎，感謝大家長期以來對重慶發(fā)展的關(guān)心支持。他說，昨天，習(xí)近平主席出席并主持中國—東盟建立對話關(guān)系30周年紀(jì)念峰會，正式宣布建立中國東盟全面戰(zhàn)略伙伴關(guān)系，就未來的中國東盟關(guān)系提出5點建議，為我們深化中新金融合作、推動中國西部地區(qū)與東盟國家互聯(lián)互通指明了前進(jìn)方向、注入了強(qiáng)大動力。近年來，重慶深入貫徹落實習(xí)近平主席重要指示要求，依托中新互聯(lián)互通項目，堅持高起點、高水平、創(chuàng)新型方向，深入推進(jìn)中新金融合作，中新金融互動頻度、輻射廣度、帶動力度不斷增強(qiáng)。中新金融峰會作為中新互聯(lián)互通項目的標(biāo)志性項目，已成為重慶金融開放發(fā)展的重要名片，成為中國西部地區(qū)與東盟各國金融行業(yè)交流合作的重要平臺。我們愿以中新金融峰會為契機(jī)，深入學(xué)習(xí)貫徹中國共產(chǎn)黨十九屆六中全會精神，認(rèn)真落實中國—東盟建立對話關(guān)系30周年紀(jì)念峰會精神，搶抓RCEP機(jī)遇，深入推進(jìn)金融政策創(chuàng)新互動、金融市場互聯(lián)互通、金融資本對接融通，以更大力度推動重慶與新加坡“點對點”金融合作，輻射帶動中國西部地區(qū)與東盟國家“面對面”互聯(lián)互通。我們衷心期盼海內(nèi)外金融界朋友與我們一道，搶抓機(jī)遇，深化合作，共同推進(jìn)西部金融中心建設(shè)，攜手推動中國西部與東盟國家合作走深走實，為構(gòu)建更為緊密的中國—東盟命運(yùn)共同體作出新的更大貢獻(xiàn)。

楊莉明在線上致辭中感謝重慶為舉辦2021中新金融峰會作出的努力。她說，隨著中國東盟全面戰(zhàn)略伙伴關(guān)系的建立和RCEP生效實施，中國和東盟國家合作將迎來重大機(jī)遇。我深信，這些舉措必將提升雙向貿(mào)易和投資自由化便利化水平，助力經(jīng)濟(jì)增長，金融賦能產(chǎn)業(yè)轉(zhuǎn)型升級、服務(wù)實體經(jīng)濟(jì)發(fā)展的支撐作用將得到更好發(fā)揮。在中新互聯(lián)互通項目框架下，新加坡正加強(qiáng)與重慶在跨境投融資、綠色金融、貿(mào)易金融等領(lǐng)域合作。隨著區(qū)域間互聯(lián)互通水平不斷提高，陸海新通道已成為連接中國西部和東盟國家的卓有成效的貿(mào)易新通道，重慶與新加坡的金融合作在陸海新通道建設(shè)中大有可為。未來，金融服務(wù)將在改善通道沿線交通基礎(chǔ)設(shè)施、提升貿(mào)易數(shù)字化水平等方面提供助力。30年來，中國與東盟的合作充滿活力，希望以本屆峰會為契機(jī)，推進(jìn)各方在金融互聯(lián)互通領(lǐng)域深化合作，進(jìn)一步釋放區(qū)域經(jīng)濟(jì)增長的潛力。

商務(wù)部副部長任鴻斌、新加坡金融管理局行長孟文能、中國人民銀行副行長陳雨露、中國銀保監(jiān)會副主席周亮、中國證監(jiān)會副主席方星海、國家外匯管理局副局長王春英、國際貨幣基金組織副總裁李波先后致辭。

當(dāng)天，文萊中央銀行副行長諾拉菲達(dá)、柬埔寨國家銀行副行長妮占塔娜、中國農(nóng)業(yè)銀行董事長谷澍、中國建設(shè)銀行董事長田國立、中國農(nóng)業(yè)發(fā)展銀行行長湛東升、中國銀行行長劉金先后作了主題演講。

峰會期間，圍繞金融穩(wěn)定發(fā)展、擴(kuò)大金融雙向開放、構(gòu)建現(xiàn)代金融體系等，還舉辦了分論壇、專家顧問團(tuán)年會、金融科技節(jié)、成果展等系列活動，來自東盟國家和國內(nèi)金融界的110余位重要嘉賓相聚線上線下，交流思想、分享智慧，共商中新金融合作大計，進(jìn)一步增進(jìn)各方合作共識、拓展中新金融合作的廣度和深度。

成果豐碩 多項合作倡議和研究成果在峰會上首發(fā)

在2021中新金融峰會成果發(fā)布會上，重慶市金融監(jiān)管局副局長、新聞發(fā)言人金勇杰表示，此次峰會凸顯了規(guī)格高端、嘉賓云集;思想前瞻、凝聚共識;平臺開放、成果豐盈，品牌效應(yīng);廣受關(guān)注這四方面特色。

84位重要嘉賓發(fā)表致辭及主旨演講，凝聚各方智慧、共謀發(fā)展良策，提出含金量高的觀點119條、建議131條，為深度對接成渝地區(qū)雙城經(jīng)濟(jì)圈、西部大開發(fā)及陸海新通道建設(shè)等國家戰(zhàn)略，重點圍繞金融穩(wěn)定發(fā)展、擴(kuò)大金融雙向開放、構(gòu)建現(xiàn)代金融體系、金融服務(wù)“一帶一路”等提供新思路、注入新動能。

會上，各主辦方對進(jìn)一步深化中國—東盟金融合作、推進(jìn)重慶金融改革開放等方面提出了若干重大政策支持措施。

簽約方面，本屆峰會充分發(fā)揮中國西部與東盟各國金融開放與合作的平臺作用，共簽約項目85個、合同金額1011億元（含授信650億元）。涵蓋中新金融合作、“十四五”經(jīng)濟(jì)社會戰(zhàn)略合作、金融機(jī)構(gòu)與實體企業(yè)落地、金融業(yè)務(wù)模式創(chuàng)新及跨境金融服務(wù)等領(lǐng)域，覆蓋范圍廣、合作內(nèi)容實、產(chǎn)融結(jié)合緊，將有力推動中國西部地區(qū)與東盟國家經(jīng)濟(jì)金融合作。

與此同時，多項合作倡議和研究成果在峰會上首發(fā)，包括《政銀攜手助力RCEP合作發(fā)展倡議書》和《關(guān)于加強(qiáng)中新金融合作、共建西部金融中心的倡議書》《中國—東盟金融合作：基于結(jié)構(gòu)的切入與體系的對接》研究報告、《中新攜手—全球金融航運(yùn)指數(shù)視角的中國—東盟要素流動潛力觀察與趨勢展望》報告、《2021中國ESG資管產(chǎn)品發(fā)展報告》《2021中國碳中和債發(fā)展報告》《碳中和產(chǎn)業(yè)鏈標(biāo)準(zhǔn)體系》等研究成果。

From November 23 to 24， China-Singapore （Chongqing） Connectivity Initiative Financial Summit 2021 （hereinafter referred to as CCI-FS 2021） was held in Chongqing. With the theme of "Deepening China-ASEAN Financial Cooperation， Creating a New Paradigm of Interconnectivity"， the summit was held simultaneously in Chongqing Yuelai International Convention Center and Singapore by combining online and offline forms.

Tang Liangzhi， deputy secretary of the CPC Chongqing Committee and mayor， and Josephine Teo， second minister for Home Affairs， Singapore， addressed the opening ceremony.

On behalf of CPC Chongqing Committee， Chongqing Municipal Government and secretary Chen Miner， Tang Liangzhi welcomed all the guests attending the CCI-FS 2021 and thanked them for their long-term care and support for the development of Chongqing. He said that yesterday， President? Xi Jinping attended and presided over the Special Summit to Commemorate the 30th Anniversary of ASEAN-China Dialogue Relations， officially announced the establishment of China-ASEAN Comprehensive Strategic Partnership， and put forward five proposals on the future China-ASEAN relations， which pointed out the way forward and injected strong dynamism into deepening China-Singapore financial cooperation and promoting the connectivity between Western China and ASEAN countries. In recent years， Chongqing has thoroughly implemented the important instructions and requirements of President Xi Jinping， relied on the China-Singapore （Chongqing） Demonstration Initiative on Strategic Connectivity （CCI）， adhered to the high starting point， high level and innovative direction， and deeply promoted China-Singapore financial cooperation with enhanced frequency， impact scope and impetus of China-Singapore financial interactions. As a landmark project of CCI， the CCI-FS has become an important business card for Chongqing's financial opening-up and development and a major platform for exchanges and cooperation between Western China and ASEAN countries. We are willing to take the CCI-FS as an opportunity to deeply study and implement the guidelines of the sixth plenary session of the 19th CPC Central Committee， earnestly implement the guidelines of the Special Summit to Commemorate the 30th Anniversary of ASEAN-China Dialogue Relations， seize the opportunity of RCEP， deeply promote the innovation and interaction of financial policies， the connectivity of financial markets and the docking and integration of financial capital， and make greater efforts to promote the "point-to-point" financial cooperation between Chongqing and Singapor， drive the "face-to-face" connectivity between Western China and ASEAN countries. We sincerely hope that friends from financial circles at home and abroad will work with us to seize opportunities， deepen cooperation， jointly promote the construction of Western financial center， jointly promote the deepening and substantiated cooperation between Western China and ASEAN countries， and make new and greater contributions to the building of a closer China-ASEAN community with a shared future.

In her online speech， Josephine Teo thanked Chongqing for its efforts to host the CCI-FS 2021. She said that with the establishment of China-ASEAN Comprehensive Strategic Partnership and the effective implementation of RCEP， China ASEAN cooperation will usher in major opportunities. "I am convinced that these measures will enhance the level of two-way trade and investment liberalization and facilitation， boost economic growth， and give better play to the supporting role of finance in enabling industry transformation and upgrading and serving the development of the real economy. Under the framework of CCI， Singapore is strengthening cooperation with Chongqing in cross-border investment and financing， green finance， trade finance and other fields. With the continuous improvement of interregional connectivity， the New International Land-Sea Trade Corridor has become an effective new trade channel connecting Western China and ASEAN countries. The financial cooperation between Chongqing and Singapore thus embraces great potential in the construction of the corridor. In the future， financial services will provide assistance in improving the transportation infrastructure along the corridor and improving the digital level of trade. In 30 years， China-ASEAN cooperation has been full of vitality. We hope to take this summit as an opportunity to promote all parties to deepen cooperation in the field of financial connectivity and further release the potential of regional economic growth.

Ren Hongbin， vice minister of commerce， Ravi Menon， managing director of MAS， Singapore， Chen Yulu， vice president of the People's Bank of China， Zhou Liang， vice chairman of the China Banking and Insurance Regulatory Commission， Fang Xinghai， vice chairman of the China Securities Regulatory Commission， Wang Chunying， deputy head of the State Administration of Foreign Exchange， and Li Bo， deputy managing director of the International Monetary Fund， delivered speeches successively.

On the same day， Noorrafidah Sulaiman， deputy managing director of Brunei Darussalam Central Bank， Neav Chanthana， deputy governor of the National Bank of Cambodia， Gu Shu， chairman of the Agricultural Bank of China， Tian Guoli， chairman of China Construction Bank， Zhan Dongsheng， president of? Agricultural Development Bank of China， and Liu Jin， president of Bank of China made keynote speeches.

During the summit， focusing on financial stability and development， expanding two-way financial opening-up and building a modern financial system， a series of events such as sub-forums， annual meeting of expert advisory group， financial science and technology festival and achievement exhibition were also held. Over 110 VIPs from ASEAN countries and domestic financial circles gathered online and offline to exchange ideas， share wisdom and discuss the grand plan of China-Singapore financial cooperation， further enhance the cooperation consensus of all parties and expand the breadth and depth of China-Singapore financial cooperation.

At the results release conference held on November 24， Jin Yongjie， deputy head and spokesman of Chongqing Local Financial Supervision and Administration Bureau， said that the summit has manifested four characteristics of high profile and privileged guests; forward thinking and consensus; an open platform， fruitful results and brand effect; and wide attentions.

84 VIPs delivered addresses and keynote speeches， pooled together the wisdom of all parties， sought good development advices， and put forward 119 golden views and 131 suggestions， offering new ideas and injecting new impetus on deeply docking with national strategies such as Chengdu-Chongqing economic circle， West China development and the construction of New International Land-Sea Trade Corridor with a focus on financial stability and development， expanding two-way financial opening-up， building a modern financial system and serving "Belt and Road" with finance.

At the meeting， organizers put forward several major policy support measures for further deepening China-ASEAN financial cooperation and promoting Chongqing's financial reform and opening-up.

In terms of signing， the summit gave full play to the platform role of financial opening-up and cooperation between Western China and ASEAN countries， signed 85 projects with a contractual amount of 101.1 billion yuan （including 65 billion yuan of credit）， covering China-Singapore financial cooperation， economic and social strategic cooperation in the 14th Five-Year Plan， the landing of financial institutions and entity enterprises， financial business model innovation and cross-border financial services with a wide range， practical cooperation contents and tight integration between industry and finance， which will effectively promote the economic and financial cooperation between Western China and ASEAN countries.

At the same time， a number of cooperation initiatives and research results were launched at the summit， including research achievements such as the Proposal on Propelling RCEP Cooperation and Development with the Joint Efforts of Government and Banks， the Proposal on Strengthening China-Singapore Financial Cooperation and Jointly Building Western Financial Center， the research report on China-ASEAN Financial Cooperation： Structure-Based Entry and System Docking， report on China-Singapore Partnership -China-ASEAN Element Flow Potential Observation and Trend Prospect from the Perspective of Global Financial Shipping Index， 2021 China ESG Asset Management Product Development Report， 2021 China Carbon Neutrality Debt Development Report， Carbon Neutrality Industrial Chain Standard System， etc.
