A Brief Analysis on the Basic Content，Theoretical Status and Practical Significance of Mao Zedong’s Mass Mobilization-and-Organization Theory（4）

Abstract：In the exploration of Chinese revolution in the past hundred years，“the masses”has never been placed in the main body of revolutionary narration，“the theory of mass mobilization and organization”can really“appear”only in the revolutionary movement of Chinese Communists represented by Mao Zedong.The theory of mass mobilization organization is not only the core of Mao Zedong thought，but also the“mystery”that the Chinese Communists have been able to unite with the people throughout the 100 year historical journey.In the historical logic of Mao Zedong’s theory of mass mobilization and organization，“diagnosing”the“maladies”of all kinds of Chinese bourgeois revolution in order to point to the new road of Chinese revolution is not only a denial of the“prescription”of the road of feudalism and capitalism，but also a“new way”of the road of Chinese revolution.Mao Zedong’s theory of mass mobilization organization has historical and dialectical political design and practice，which finds the real revolutionary subject，road and direction，and promotes the real“landing”of Marxism in China.Reviewing the historical attribute and original intention of Mao Zedong’s theory of mass mobilization and organization is not only the theoretical restoration of an important part of Mao Zedong thought，but also the interpretation of the important methodology of scientific socialism in China’s new journey of“the second century”.

The Exploration about Xi Jinping’s Quality Education：Its Origin，System and Pedagogical Significance（13）

Abstract：Xi Jinping’s important exposition on quality education is the core content of the socialist educational theory system with Chinese characteristics in the new era，and is also the consistent theoretical theme of China’s education reform and development.It has gone through the stages of thinking about the practice of“new quality”，the formation of the concept of quality education and the systematization of the exposition of quality education.From practice to theory，from the side to the system，the main elements of quality education，such as the basic connotation，development task and core position，are formed，which are creatively integrated with teaching and educating people，and moral education.They profoundly answer the fundamental question of“what kind of people to cultivate and how to cultivate people”，so as to form a new concept and viewpoint of quality education with distinctive Chinese characteristics，which provides a theoretical basis and action guide for the development of socialist education and pedagogy with Chinese characteristics in the new era.

Fiscal Multiplier Measurement and Fiscal Policy Effect Testing from the Perspective of Cycle Phase Transformation（24）

Abstract：Based on the STVAR model，this paper calculates the fiscal multiplier at different stages of business cycle，and uses impulse response function to measure the mechanism of policy action and welfareloss.The results show that：firstly，the fiscal multiplier is larger in the contraction stage than in the expansion stage，which shows significant difference，asymmetry and counter-cyclical，and has the strongest driving effect on investment.The effect of fiscal policy is obviously weakened in the stage of economic expansion，which reflects the counter-cyclical characteristics of the current fiscal policy operation.Secondly，in the contraction stage，the effect of fiscal policy is long-term and sustainable，and the duration of the continuous effective period can reach 5 years，but the corresponding welfare loss is large，which can reach 3 times of the welfare loss in the expansion stage.However，the effect of fiscal policies during the expansion period can be maintained for about 2 years，but the welfare loss is small，which indicates that the effect of policies during the economic expansion period is weak，and it is suitable to be used as a fine-tuning tool to maintain economic growth in a reasonable range.At present our country gradually by squeeze into expansion period，active fiscal policy has not yet to the exit point，requires full consideration in the process of policy formulation and implementation effect of different stages of policy differences，tight and expansion of the welfare loss into the analysis framework for a long time，in order to realize the policy continuity，stability and sustainability.

Land Finance，Infrastructure Construction and Industrial Diversification（33）

Abstract：The development of industrial diversity has an important role in improving employment，promoting industrial innovation.In the context of China’s financial decentralization system，land fiscal can have an impact on the industrial development of cities in terms of industrial structural rigidity and inhibiting the development of industrial diversification.By compiling panel data of Chinese cities and using an econometric analysis method based on the spatial Durbin model，this paper focuses on the mechanism of the role of land finance，urban infrastructure construction and industrial diversification as well as the spatial spillover effects of industrial diversification.The findings show that，based on the institutional context of fiscal decentralization，the impulse to invest in urban infrastructure leads to land finance that inhibits urban industries from diversifying；at the same time，industrial diversification in the region has a positive impact on promoting industrial diversification in neighboring regions.The research in his paper has an implications for the government to address the phenomena of employment rate and alleviate social involution.

An Organizational Sociological Analysis of China’s Current Judicial Power Operation（42）

Abstract：The research on the complex interaction between organization and environment in organizational sociology offers us important theoretical resources to explain the complex structure of current judicial power operation in China.As a formal organization，the judicial institution needs to embed itself in a specific institutional environment and social structure，so as to realize the dual evolution of environment and organization through resource exchange and continuous interaction with the external environment.The process of exercising judicial power is a highly organized process and the judiciary need to make judgments and decisions within the framework of the organization.The special institutional environment of the political and legal system emphasizes that the courts，procuratorates，public security organs and other departments have similar nature status，high relevance of business and the joint of social reputation.This organizational legalization mechanism promotes the convergence of the organizational behavior and organizational forms of the court，the procuratorate and the public security organs.It should be a focus of the next judicial reform to construct an environmental legalization mechanism that conforms to the judicial power operation.

The Polyphony Model of Judicial Power Discourse（50）

Abstract：To understand the nature of judicial power，new approaches can be obtained through dis-course analysis.Bourdieu’s theory of judicial field reveals the logic of struggle in judicial power discourse practice，and shows the dynamic generation of judicial power discourse based on multiple subjects.According to theoretical observations based on real examples，political shaping，theoretical structure and popular evolvement are the key links in the generation of judicial power discourse.In the judicial field of contemporary China，the tone setting of politicians，the construction of music scores of jurists，and the cultural response of the public are intertwined.These all point to a polyphonic narrative model of judicial power discourse，which includes the characteristics of the division of the main body of the narrative，the unity of the motif and the balance of the verbal dialogue，and the interpretive framework of the judicial authority，power and capability discourse，which have different logical starting points，expressions and emotional appeals.They are independent and separated from each other，but they are unified in the motif of the nature of judicial power.They are mixed discourses of multiple expressions，carrying out an overall dialogue of exchanges of opinions，and can form a picture of the relationship between the authority discourse and the capability discourse as the basis for each other，the authority discourse and the power discourse are interlocked，and the power discourse and the capability discourse are in sequence.The polyphony model of judicial power discourse is essentially a cognitive schema about the nature of judicial power.

Abstract：Judicial power is the foundation of judicial activities，but its function should not be regarded as judicial function.The systematic exposition of judicial function in academic circles cannot replace the theoretical expression of judicial power function.The conceptually mixed use of justice and judicial power，the intersection of argumentation，and the indiscriminate integration of the function of judicial power with its effects，values，and goals，have weaken or even eliminated the research value of discussing the functions of judicial power.To overcome the discourse restraint and conceptual prejudice on the function of judicial power，we can try to position the primary function of judicial power as“ concretizing behavioral frame of reference”，and regard the existing multiple interpretations based on judicial function as secondary functions of primary function.

Authority Shaping of Judicial Power in the Context of Judicial Reform（67）

Abstract：“Authority”is not only an important feature of the Chinese socialist judicial system，but also the goal of judicial reform.The formation of the concept of authority is the result of the rational choice of human life.The judicial power is the authority to judge based on the needs of human beings to resolve conflicts and disputes.Judicial authority is mainly divided into two types：“compulsory authority”and“technical authority”.The former is mainly characterized by judicial compel force，and the latter takes reasoning and adjudication as the main form.In addition to logical argumentation，the process of reasoning and judgment also includes“legal interpretation”and“legal renewal”.“The substantive trial”and“judgment must be finalized”are important ways to construct an authoritative judicial power.Via the method of economic analysis，it is believed that the construction of a scientific and reasonable adjudication system is not only a necessary condition for the finality of judicial power，but also an important way to protect human rights in judicature.According to the analysis of probability theory，it has been proved that a scientific and reasonable trial system is an effective way to end conflicts and disputes in order to establish judicial authority.

The Function and Mechanism of the Third Distribution to Promote Common Prosperity（76）

Abstract：The third distribution refers to resource allocation activities dominated by social mechanisms.The third distribution is a useful supplement to the first allocation and the second allocation.Moreover，the third distribution can stimulate the endogenous motivation of common prosperity.Besides，the third distribution can relieve social individual anxiety and promote the development of social spiritual civilization.The development of charitable donations，social enterprises，voluntary services，and culture and art are main paths for the third distribution to promote common prosperity.In order to realize the third distribution to motivate common prosperity，we need to cultivate social charity organizations to expand the size and scope of the third distribution，give full play to the role of social organizations in providing quality public services，guide social entities to play a supplementary role in providing public services and to establish and improve the incentive mechanism for the third distribution to repay the society.

Deep Integration of Labor Spirit into Entrepreneurship Education：Concept Construction and Implementation Path（84）

Abstract：Entrepreneurial activity is a complex form of labor.In recent years，the opinion that excellent entrepreneurs also act as excellent workers has been paid more and more attention，however the labor spirit in entrepreneurship education has not been received enough attention.The deep integration of labor spirit into the concept construction of entrepreneurship education is conducive to the wider social support of entrepreneurship education.Currently，the key points of the concept construction effort are continuously cultivating the hard-working spirit under the background of physical labor reducing，advocating a culture combing labor and leisure in the context of material conditions improving，constantly strengthening the elements that help innovate the forms of labor in the new circumstances of digital economy development，sticking to the humanistic mission of labor more firmly under the tendency of rapid development of sci-tech.As to the implementation path aspect，it is suggested to strengthen practical guidance during educating process through the combination of“promoting via competitions”and“demonstrating model workers”，pay attention to the expansion of surrounded projects by linking the“value guidance”and“small & micro practice”，improve educational efficiency gradually through the combination of“social entrepreneurship”and“digital innovation”.

Neighborhood Effects on Migrants’ Health: Comparative Analysis Based on the Perspective of the Differences of Household Registration（91）

Abstract：Neighborhood context is one of the important social determinants of health.Using data collected by the authors from the 2017 Wenzhou Sample Survey, this paper examines neighborhood effects on migrants’ health by Hierarchical Linear Model.The variables of neighborhood which show strong association with migrants’ health include neighborhood safety，amenities and social disorder.Neighborhood environment shows strong association with the subjective physical health perception, but weak with the objective physical health status.By contrast, among local residents, neighborhood environment is more strongly associated to mental health than other two health outcomes.There exists neighborhood effect on health with a wide range of heterogeneity among two groups.Although migrants’ housing condition are significantly poorer than local residents, these associations with health tend to be weaker for migrants than for local residents, while neighborhood environment significantly exhibits stronger association with migrants’ health compared to local residents.This conclusion is important to administrative departments for making relevant policies on improving migrants’ neighborhood environment and health outcomes.

Abstract：“Individualization”is the basic feature and trend of modern society.In the“individualized”modern society, how“social solidarity”becomes possible has become a major theoretical and practical challenge.“Individualization”，on the one hand，frees individuals from their dependence on people and gives them unprecedented autonomy and independence，which is a major achievement of modern society.On the other hand, it also makes social solidarity to be a major challenge.In order to promote the reconstruction of“social solidarity”, an important theoretical premise is to transcend the polar opposite position represented by the abstract liberalism and communitarianism, to explore the realization of unity in the difference.Among them，the formation of“interdependent social relations”beyond the ideology of“individualism”has special and important practical significance for the reconstruction of“social solidarity”.

Abstract：In the mode of capitalism production，capital and power are one.Marx’s criticism of capital power is unique，because he not only uses the historical materialism as the methodology principle to explain the problem of capital power in a macro way，but also uses the criticism of political economy to complete the micro presentation of the problem of capital power.In his essay，Marx launched into a comprehensive critique of the power of capital.Through the analysis of the problem of labor force，Marx had completed the questioning and answering of the premise of capital power，and through the analysis of the essence of capital，he had confirmed the dimensions of“real right”and“relational right”contained in capital power，Through the analysis of the private ownership system，he had directly revealed the essence of the“private right”of the capital power；and he had confirmed the characters of the non-violence，subjectivity，expansionism and calculation rationality in the capital power.On this basis，Marx dialectically analyzes the social and historical effects of capital power.While fully displaying the power of capital，Marx also explored the way of positive sublation of the power of capital，which is namely the need to rely on the power of capital，the proletariat as the main body and formulate a scientific plan in order to complete this task.

A Metapragmatic Account of Explicit Irony Markers（115）

Abstract：There is a significant difference in the distribution of explicit irony markers between verbal irony and situational irony，which can be explained in depth and in a coherent way under the framework of metapragmatic theory：as metapragmatic indicators，explicit irony markers are the realization of users’metapragmatic awareness at the linguistic level，and the conceptual distance between users’ concept of irony markers and their concept about the language action of irony makes it impossible for the use of explicit irony markers in verbal irony，while in situational irony，there is no such conceptual distance.The use of irony markers in situational irony reflects the users’ manipulation of ironic language.Irony markers help users construct ironic situations，express their stance，and provide schema for interpretation.

Abstract：Bakhtin’s“dialogism”has been appropriated boundlessly.Dialogism’s connotation is often simplified and its extension generalized.This phenomenon calls on the in-depth exploration of“dialogism”by Bakhtin’s scholars，in the Bakhtin’s theoretical field，to understand“polyphony”and“dialogue”in the sense of“dialogic relation”and in the aspect of“trans-linguistics”.The“dialogue”is virtually the combination of the intersubjective counterpoints corresponding to each other while preserving the difference without assimilation.Bakhtin’s“dialogism”has the taste for the cultural philosophy with ethic orientation and is im-bued with the interpretation force freely traversing between literary texts and cultural reality.Recently，the new interpretation of“polyphonic dialogism”popular among the Russian，American，British and Polish experts reveals the roadmap for the deep ploughing of the key concept of Bakhtin’s“dialogue”in international Slavic circle.

Abstract：Culture study is based on interdisciplinary methodology and has achieved three turns in the research direction，respectively the turns of cultural industry，cultural sociology，and cultural politics.The turns finally formed the primary features of culture study，but it also made cultural study far away from literary texts and brought a crisis to the current literary theory.Under the theoretical background of culture study，we need to focus on close reading of literary texts，restore the poetic nature of literary texts，return to the poetic construction of literary texts，find the gap between the intersection of culture study and textual study，and rebuild textual poetics.It has important theoretical significance for correcting the various literary theory crises brought by the culture study.

Qingkou，Gaojiayan and the Qing Dynasty’s Control over the Water Environment of the Huang-Huai Rivers（1755-1855）（137）

Abstract：Qingkou was the intersection area of Huanghe and Huaihe River in the Qing Dynasty.In the middle and early Qing Dynasty，the government followed the long-term strategy of clearing and brushing the Yellow River，making Qingkou the center of water flow control.The advantage of clear water in Qingkou in the early stage was obvious，not only because of the deep water，but also because of the heightening of the Gaojiayan during the period of Yongzhang，which artificially promoted the clear water advantage.Qingkou water control project has played an effective role，with seven parts of the Huaihe River flowing into the Yellow River and three parts flowing into the canal river.With the yellow water flowing back in the Qingkou area and various kinds of yellow water flowing into the lake from the South Bank of the upper reaches，the Yellow River channel and the bottom of the lake in the north part of Hongze have increased，and the advantages of yellow water was also increasing.The government constantly raised Gaojiayan and strengthened water storage，which has led to the continuous crisis of Gaojiayan.After the Fifty years of Qianlong，water diversion from the Yellow River to the canal was often used as a means of transportation，and the canal was silted up.The Qingkou is no longer the center of flow control，but the discharge dam on the Gaojiayan became the control center.Each period of the hydrological changes，there is a corresponding interaction between the Yellow River and Huaihe River，and the official measures are also based on the interaction of Qingkou，Gaojiayan and Hongze Lake.
