These are the overall objectives of the Implementation Plan on Accelerating the Development of New Forms and Models of Foreign Trade in Chongqing， issued by the Chongqing Municipal Peoples Government. It has made clear that by 2025， Chongqing will see improved institutions， mechanisms and policy systems for the development of new forms and models of foreign trade. The imports and exports through this new forms and business models will exceed RMB100 billion， of which over RMB70 billion will be generated by cross-border e-commerce.

重慶市人民政府辦公廳印發《重慶市加快發展外貿新業態新模式實施方案》明確，到2025年，全市外貿新業態新模式發展的體制機制和政策體系更為完善，全市外貿新業態新模式進出口規模突破1000億元。其中，跨境電商進出口規模達到700億元以上。

Banks will be encouraged to explore and optimize methods of authenticity verification; the trade settlement will be better facilitated; and credit support for offshore trade enterprises will be strengthened.

Facilitating the Innovation-Driven Development of Cross-Border E-Commerce

When developing the cross-border e-commerce， the priority will be the consumer goods industry. The model of “Industrial Belts + Cross-Border E-Commerce” will be promoted by leveraging key industrial clusters and featured industrial belts in Districts/Counties. A number of brick-and-mortar cross-border e-commerce industrial parks will be established， which will be encouraged to attract well-known cross-border e-commerce players engaged in platform development， sales， overseas warehousing and supporting services. Innovations will be stimulated in government regulations， financial services and talent training. Cross-border e-commerce incubation platforms will be established such as mass innovation centers， localization service centers and training and practice centers to cluster players along the cross-border e-commerce industrial chain.

Question： What measures has Chongqing taken specifically to develop brick-and-mortar cross-border e-commerce industrial parks？

Answer： In 2021， three areas were recognized by the Chongqing Municipal Commission of Commerce as Cross-Border E-Commerce Demonstration Zones， namely Jiulongpo District， Shapingba District， and Xiyong Comprehensive Bonded Zone. The Demonstration Zone mainly develops offline cross-border e-commerce industrial parks. Commercial authorities of Districts/Counties （Autonomous Counties） or Administrations of comprehensive bonded zones can apply to be the Demonstration Zone. Recognized Demonstration Zones will each receive a financial reward of RMB1 million per year from the Chongqing Municipal Commission of Commerce for no more than three consecutive years.

推進跨境電商創新發展

聚焦消費品工業，依托區縣重點工業聚集區和特色產業帶，推廣“產業帶+跨境電商”模式，培育建設一批線下跨境電商產業園，支持園區加大跨境電商平臺、賣家、海外倉和配套服務等跨境電商知名企業招商，強化政府監管、金融服務和人才培養創新，建立“眾創中心”“本地化服務中心”“實訓基地”等跨境電子商務孵化平臺，加快跨境電商產業鏈集聚發展。

問題：重慶對培育建設線下跨境電商產業園有哪些具體舉措？

解讀：2021年，市商務委認定了九龍坡區、沙坪壩區、西永綜合保稅區3個跨境電子商務示范區。跨境電子商務示范區建設以線下跨境電商產業園建設為載體，申報主體是區縣（自治縣）商務主管部門或綜合保稅區管理部門，對符合條件且經評審認定的跨境電子商務示范區，市商務委給予100萬元/年的資金獎勵，連續支持不超過3年。

優化跨境電商監管方式

支持在海關特殊監管區域內開展“跨境電子商務零售進口退貨中心倉模式”，允許符合條件的退貨中心倉企業（失信企業除外）在海關特殊監管區域內設置跨境電商零售進口商品退貨專用存儲地點，將退貨商品的接收、分揀等流程在原海關特殊監管區域內開展，便捷跨境電子商務網購保稅零售進口商品退貨。
