執法辦案中心提質增效

“市局執法辦案中心啟用后,實現了從信息采集到嫌疑人看管送押的一站式辦理,案件在區辦理時間平均縮短10小時,在減輕民警工作負擔的同時,提高了執法效能。”銀川市公安局刑偵支隊辦案民警楊曉軍說。

銀川市公安局積極探索“一站式辦案、合成化作戰、智能化管理、全流程監督”執法辦案管理中心建設新模式,著力打造“一站式”執法辦案管理中心,依托中心強大引擎,不斷延伸服務保障鏈條,織密監督管理網絡,努力提升執法辦案質效。

銀川市公安局執法辦案管理中心按照全要素監督、全業務閉環、全流程管控、集約化管理、智能化應用、規范化運行思路,采取“化零為整、集約管理”形式,組建35人專職運行管理隊伍,按照“辦案+管理+服務”模式,每班配備專職管理人員7人,能夠容納80名違法嫌疑人同時在區管理。中心科學設置執法辦案、執法監督管理、涉案財物管理、執法辦案輔助四大功能區,配備鑒定、郵政、翻譯、律師、未成年人教育席位,集約情報、刑偵、網偵、交巡、圖偵等警種部門力量協同作戰辦公室,全方位協助執法辦案。執法辦案管理中心從受立案、偵查取證、行政處罰到案件速裁等執法辦案全環節實現“一站式”辦理。這種模式通過建設上統籌規劃、管理上統一調配和使用上分級分類,充分整合中心城區硬件和軟件資源,避免重復建設和資源浪費,走出了中心提質增效的新路子。

執法辦案管理中心牽頭制定完善全市執法辦案管理中心工作機制,進一步規范權責運行,啟用重大疑難敏感案件集體審議和雙簽字審批制度,創新探索“速裁直辦”制度,按照“簡繁分流、簡案快辦”原則,推動危險駕駛案件48小時速裁程序一站式辦理,并實現對案件辦理全環節管理、全過程留痕、全流程監督。同時,執法辦案管理中心立足實際,打破執法壁壘,實現警種融合辦案、政法融合會商、警醫融合防控的“三融合”警務新模式。銀川市公安局執法辦案管理中心自2021年底建成運行至今,累計辦理刑事案件4869起,涉及嫌疑人6078名,集中體檢送押5439名,會商研究疑難案件125起,智能提醒執法安全隱患620余起,執法安全事故零發生,實現執法效率和執法質量雙提升。

2024年5月29日,銀川市金鳳區溫某在外留學期間,被人以名下銀行卡涉嫌洗錢需交納保證金為幌子騙走860萬元。溫某家人向銀川市金鳳區公安分局報案后,因涉案金額較大、案情較復雜,且存在受案地管轄權爭議,于是銀川市執法辦案管理中心同步介入,第一時間開展案件會商,明確管轄權為金鳳分局,并啟動專業警種前置同步上案、指導、審核機制,并根據案件特點,主動靠前指導基層辦案,為其提供“管家式”服務,經過市、區兩級公安機關一體化作戰,僅用7天時間就將兩名犯罪嫌疑人成功抓獲,最終被告人被判處五至六個月的有期徒刑,并處罰金。

“沒想到這么快就幫忙追回了被盜的建筑材料,有了你們的守護,我們的項目推進工作就省心多了。”寧夏銀川市寧東一企業員工欣喜地說。近日,銀川市公安局寧東分局接轄區多家企業報警稱建筑材料被盜。經工作很快確定一名嫌疑人并將其抓獲,按照“應進必進、能進則經”原則,寧東分局迅速將嫌疑人帶至執法辦案管理中心,中心立即啟動合作辦案機制,經過各警種通力合作,僅用4小時就成功將另外兩名嫌疑人成功抓獲。作為護航企業發展的“排頭兵”,寧東分局以“高質高效、追贓挽損”為目標,近年來破獲涉企傳統侵財案件30余起,挽回經濟損失近300萬元,抓獲犯罪嫌疑人40余人。

原來,2023年10月29日,銀川市金鳳區經偵大隊先后接到三起租車詐騙案件,報案人稱其車輛被人租走后,GPS定位消失,租車人也相繼失聯,其意識到被騙,遂到公安機關報案。經偵大隊積極回應群眾期待,通過縝密偵查,成功破獲3起租車詐騙案件,抓獲犯罪嫌疑人3名,經過循線追蹤,追繳涉案車輛3臺,價值150余萬元,及時為受害群眾挽回經濟損失。

2023年以來,銀川市公安局著力打造“親清愛民、護企安商”公安政務服務品牌,圍繞涉企警情、案件類型和企業周邊多發性問題,強化企業周邊亂點整治,常態重點企業、項目周邊治安秩序專項清查,重點打擊阻撓工程施工、干擾征地拆遷、尋釁滋事、擾亂企業生產經營秩序等違法犯罪活動,不斷提升見警率、管事率。同時,出臺服務保障高質量發展12項措施,深化落實重大項目警長制和包聯企業警管家,研發“銀企安”服務平臺,深入企業常態化開展“掃樓清街”專項行動,依法嚴厲打擊金融領域違法犯罪,凈化市場環境、維護金融秩序。截至目前,全市破獲涉企類經濟犯罪案件219起,抓獲犯罪嫌疑人215人,為企業挽回經濟損失1.3億元,有效地維護了企業的合法權益。■

"Professional, Caring, and Efficient" —This heartfelt message appeared on a banner as a token of gratitude to the officers of the Xingqing Police Station of the Yinchuan Public Security Bureau, who had successfully recovered 30,000 yuan for a fraud victim.

Similarly, "Helpful, Compassionate and Dedicated" were the words on a banner by a newly married couple in Jinfeng district, Yinchuan city. The couple's frequent squabble had brought their marriage to the brink of collapse, the police officers' multiple visits, however, had untangled their thorny problems.

"Your high-quality and efficient service is greatly appreciated!" This was the sincere gratitude expressed by a company staff member to the Yinchuan city police through the city's 12345 hotline.

"Law enforcement is a key part of everything we do in public security. Every officer should remember how much our service affects people's lives. By putting ourselves in the shoes of the people we serve and thinking, ‘If I were the responding officer,' we can provide better service. We also need to keep working on our capacities to ensure people's safety and well-being, and to make sure the public feels secure and happy," said Wu Qidong, deputy director of the Ningxia Hui Autonomous Region Public Security Department, vice mayor of Yinchuan city, and director of the Yinchuan Public Security Bureau, during the first inaugural meeting of the city's law enforcement quality improvement campaign on March 8.

In recent years, the Yinchuan Public Security Bureau has consistently prioritized the standardization of law enforcement as a key element of police force development and comprehensive police reform. Enhancement in Efficiency

This has cut down the average case processing time by 10 hours, easing the workload for officers and making law enforcement more efficient," said Yang Xiaojun, an officer from the Criminal Investigation Division of the Yinchuan Public Security Bureau.

The Yinchuan Public Security Bureau is exploring a new model for the law enforcement center that offers one-stop processing, integrated handling, intelligent management and comprehensive oversight. By combining these functions into one powerful engine, the center aims to extend the service chain and strengthen oversight network, ultimately improving law enforcement efficiency.

The center operates under the principles of comprehensive oversight, complete operational cycles, end-to-end process control, and centralized, intelligent management with standardized procedures. Following this holistic and intensive management approach, the center has established a dedicated 35-person management team, with each shift staffed by 7 specialized personnel capable of simultaneously managing up to 80 suspects. The center has been thoughtfully organized into four major functions areas: case handling, oversight management, case-related property storage, and technical support. It includes an integrated operation office that offers on-site services such as verification, postal services, translation, legal counsel, and education for minors. Additionally, the center collaborates closely with departments of intelligence, criminal and cyber investigation, traffic patrol, and forensic analysis to provide comprehensive support.

This one-stop processing mechanism covers all essential procedures, such as case filing, evidence collection, administrative penalties, and expedited adjudication. By adopting a comprehensive planning approach, unified management, and scientific classification, this model efficiently integrates available hardware and software resources, minimizing redundancy and resource waste. This paves the way for enhanced efficiency in public services at the center.

To this end, the bureau's law enforcement center has further standardized accountability procedures by introducing a collective review and dual-signature approval system for major cases. It has also innovatively developed an "expedited adjudication" system, based on the principle of "classifying cases into two categories –simple ones and complex ones – and quick handling of the simple ones," allowing dangerous driving cases to be processed within 48 hours. The entire procedure for each case is fully recorded and subject to oversight.

Additionally, the center adopts a practical approach by breaking down law enforcement barriers and implementing a new "Three-Pronged" policing model centered on three collaborations: across different police departments, between political and legal sectors, and between police and medical services. Since its establishment at the end of 2021, the Yinchuan Public Security Bureau's Law Enforcement Center has handled a total of 4,869 criminal cases involving 6,078 suspects, detained 5,439 individuals, conducted joint consultations on 125 complex cases, issued over 620 AI-generated alerts on safety issues, and recorded zero safety incidents in policing activities. This demonstrates an enhancement in both law enforcement efficiency and service quality.

Innovative Law Enforcement Measures

"Recently, rookie officers in Shaanxi and Shanxi provinces got into some serious accidents while doing their jobs. These incidents remind us just how important it is to stay safe during our daily work. When you get to the scene, the first thing you need to do is quickly get a handle on what's going on. Now, I'll show you the right way to use restrictive police equipment. First..." Ha Lingtong, head of the legal affairs team at the Xixia sub-bureau, told the trainee officers during a training session.

This year, the Yinchuan Public Security Bureau launched the "Law Enforcement Quality and Efficiency Enhancement Campaign," aiming to elevate the credibility of the police force and take their rule-of-law practices to a higher level.

"We need to ask ourselves if we're truly putting ourselves in the public's shoes during our daily work and whether we're effectively resolving issues for them," said Yang Peiliang, head of the Desheng police station in Helan County, during his opening remarks. His direct and pointed questions prompted the attending officers to reflect deeply. A complaint received on March 25 about a police response led to an internal case study titled "If I Were the Responding Officer," aimed at improving law enforcement capabilities and ensuring efficiency at local police stations.

"The officer's body camera footage indicates that our officers failed to inform the victim of how to exercise his legal rights, which led to unnecessary repeat visits from the police," said Guo Jiancai, head of the Mancang North Street police station in Jinfeng district, during his review of previous non-standard policing practices at the weekly meeting. Nowadays, it's common for local police stations to use methods like case-based training and case reviews to help more officers better understand standardized law enforcement practices.

Since 2023, Yinchuan Public Security has used an innovative awareness campaign titled "If I Were the Responding Officer." This initiative aims to train officers to approach their work with empathy and a focus on public needs through classroom instruction and practical exercises in compassionate response. Over 80 training sessions have been conducted with more than 1,500 participants, leading to a steady improvement in law enforcement efficiency. The rate of guilty pleas in criminal cases increased by 1.71 percentage points compared to the previous year.

Concurrently, the bureau is actively advancing the practice of safeguarding the rule of law by leveraging insights from current high-profile cases. To address existing issues in frontline law enforcement, it has developed the "Guides on Yinchuan Public Security Bureau Law Enforcement Duty Standards," which includes 110 enforcement guidelines across 8 chapters, covering on-site law enforcement and emergency response. Case studies, including those on typical cases, are distributed to each officer online and offline to help them build a strong understanding of general legal principles, the principle of legal authority, procedural justice, and equality before the law, thereby effectively improving the quality of law enforcement services.

Support for High-Quality Economic Development

On May 29, 2024, a student surnamed Wen from Yinchuan city's Jinfeng district was defrauded of 8.6 million yuan under the pretense that a bank card registered in his name was involved in money laundering and required an immediate security deposit. After the family reported the case to the Jinfeng district sub-bureau, the Yinchuan Law Enforcement Center promptly intervened due to the case's complexity, the large amount of money involved, and potential jurisdictional disputes. The center swiftly organized a case consultation and determined that the case fell under the jurisdiction of the Jinfeng sub-bureau.

At the same time, the center initiated the full participation of a specialized police force, providing guidance, review opinions, and comprehensive support to frontline officers. Through integrated police operations at both the city and district levels, two suspects were successfully apprehended within just 7 days. They were eventually sentenced to five to six months in prison and received fines.

"Wow, you recovered the stolen construction materials for us so quickly! Thanks to your efforts, our project can now keep moving ahead. What a relief!" said anemployee from a company in Ningdong town, Yinchuan city. Recently, the Ningdong sub-bureau received several reports of stolen construction materials from local businesses. The police swiftly arrested one suspect and brought him to the Law Enforcement Center. There, with the help of the center's coordinated operation mechanism, two more suspects were successfully apprehended in just 4 hours.

As a key supporter of local businesses, the Ningdong Sub-bureau has prioritized delivering high-quality service in their daily work. In recent years, they've solved over 30 cases of business property theft, recovered nearly 3 million yuan in economic losses, and apprehended more than 40 criminal suspects.

"Thank you so much for helping us retrive the stolen vehicle," said Mr. Wang, the owner of a car rental company. Along with two others, he presented three banners to the police officers of the Economic Crime Investigation Division in Jinfeng district, on April 22, to express their heartfelt gratitude.

It transpired that on October 29, 2023, the Economic Crime Investigation Division of Jinfeng district received three reports of car rental fraud. The vehicle owners reported that the GPS signals of their rented cars had been lost and that the renters had gone out of contact. Additionally, they have introduced 12 new measures to support high-quality development and further implement the police chief oversight system. They have developed the "Yinqi-An" app service platform and collaborated with businesses to conduct regular specialized crime crackdown operations. They also enforce stringent measures against financial crimes to maintain financial order and foster a healthy market environment. To date, the bureau has resolved 219 business-related economic crime cases, apprehended 215 suspects, and recovered 130 million yuan for businesses.
