“中歐班列”及其“集結中心”英譯名芻議

摘要：“中歐班列”及其“集結中心”是“一帶一路”倡議的重要組成部分和互聯互通的重要載體，因而在各地舉行的相關主題會議和各媒體發布的相關內容中被頻繁提及，但外宣媒體雙語文本中時有誤譯、譯名不一致等問題，特別是在2016年中國鐵路正式啟用“中歐班列”統一品牌名稱及其英文名稱China Railway Express且中歐班列列車集裝箱噴涂也使用了China Railway Express的情況下，仍有“一帶一路”國際合作高峰論壇發言及相關白皮書將“中歐班列”譯為China-Europe Railway Express。此外，不少外宣報道將中歐班列“集結中心”按字面譯為assembly center，產生嚴重歧義。探析“集結中心”的內涵以及英語語境中assembly center的含義得出，“中歐班列”及其“集結中心”的規范譯法應為：中歐班列（品牌名稱）——China Railway Express（CRE）；中歐班列列車——China Railway Express trains（CRE trains）；中歐班列某市集結中心——China Railway Express（City Name） Hub。

Problems with and Solutions to Translating “China Railway Express”and Its “Assembly Center” as Terms and Brand Names

Abstract： "China Railway Express and its hubs are important components of the Belt and Road Initiative and vital carriers of connectivity projects. The two terms are therefore frequently mentioned in related thematic meetings held in various regions and in content released by various media. However， mistakes and inconsistencies in their English translations are frequently found in conference speeches and China’s English-language news stories. In particular， after China Railway officially adopted the brand name “China Railway Express” in 2016， there were still conference speeches at the Belt and Road Forum for International Cooperation and related white papers that translated it as “China-Europe Railway Express”. Moreover， for the train hubs， there are English-language news stories that adopted the literal English translation as “assembly center”， which is ambiguous. After delving into the connotations of the two terms and their English translations， this paper examines the problems and causes of such translation inconsistencies and is expected to shed light on the specific translations of the Belt and Road cooperation and connectivity.

“中歐班列”及其“集結中心”是“一帶一路”倡議的重要組成部分和互聯互通的重要載體，在各地舉行的相關主題會議和各媒體發布的相關內容中被頻繁提及，但雙語文本中時有誤譯、譯名不一致等問題。本文將探討該組名稱的英譯，以期為共建“一帶一路”及互聯互通相關主題翻譯實踐提供參考。

一、“中歐班列”是否應譯為China-Europe Railway Express

很多譯者看到“中歐班列”，便容易按字面將“中歐”譯為China-Europe，但“中歐班列”官方品牌名稱中卻不包含“歐”字對應的Europe一詞。2011年3月，自重慶出發的首趟中歐班列從新疆阿拉山口口岸出境。2015年3月，中國發改委、外交部、商務部聯合發布的《推動共建絲綢之路經濟帶和21世紀海上絲綢之路愿景與行動》明確提出要“打造‘中歐班列’品牌”，該文件官方英文版將該計劃表述為“cultivate the brand of‘China-Europe freight trains’”，彼時尚未有正式的品牌名稱。2016年6月8日起，中國鐵路正式啟用“中歐班列”統一品牌，英文名稱為China Railway Express，中歐班列列車集裝箱噴涂也使用了China Railway Express這一名稱。中國國家鐵路集團有限公司官網2020年6月30日發布的雙語介紹文字如下［1］。

中歐班列是指按照固定車次、線路、班期和全程運行時刻開行，往來于中國與歐洲以及“一帶一路”沿線各國的集裝箱等國際鐵路聯運班列。

China Railway Express （CR Express） represents internationally joint railway transport services including container transport based on fixed train numbers and lines， schedules and whole-course operation hours between China and Europe and other BRI countries.

由此可見，盡管外宣媒體翻譯和發布的領導人講話、政府白皮書等文件將“中歐班列”譯為China-Europe Railway Express，但在外宣媒體自身的英文報道中，又出現China Railway Express和China-Europe Railway Express混用的情況；那些沒有使用China Railway Express的情況均與國家鐵路部門的官方譯名和班列實體的噴涂文字不一致。

二、中歐班列“集結中心”是否應譯為assembly center

（一）“集結中心”的內涵

2020年7月，國家發改委發布消息稱，擬建設5個中歐班列集結中心示范基地。

中歐班列是共建“一帶一路”的旗艦項目和明星品牌，是亞歐各國深化務實合作的重要載體。為推動中歐班列高質量發展，國家發展改革委在2020年中央預算內投資中安排專項資金，支持區位條件優越、設施基礎良好、運營規范有潛力的中歐班列樞紐節點城市開展中歐班列集結中心示范工程建設，促進中歐班列開行由“點對點”向“樞紐對樞紐”轉變，加快形成“干支結合、樞紐集散”的高效集疏運體系。［6］

從以上建設目標內容可見“集結中心”的核心屬性是“樞紐”。該消息發布后4天，《中國日報》于2020年7月8日發表題為Five cities to build distribution hubs for China-Europe railways的報道［7］，用hub一詞準確表述了集結中心的樞紐屬性。

然而，在《中國日報》推送的2023年5月19日習近平在中國—中亞峰會上的主旨講話英文版中［8］，“加強中歐班列集結中心建設”被譯為China will also step up the development of China-Europe Railway Express assembly centers，并沒有沿用其之前的hub或distribution hub的譯法，而是譯為assembly center。

目前，從公開的新聞圖片搜索中可見，已建成并投入使用的集結中心有烏魯木齊、沈陽兩個。2016年5月，烏魯木齊中歐（中亞）班列集結中心建成投入運營，其官方譯名為Urumqi China-Europe Railway Express Hub，其實體建筑入口處的標識文字即使用了這一版本［9］。2021年3月，中歐班列（沈陽）集結中心建成投入運營，其官方譯名為China Railway Express （Shenyang） Hub，其實體建筑入口處的標識文字也使用了這一譯法［10］。

盡管兩個集結中心的英文名稱有差異，但都將關鍵詞“集結中心”譯為了hub，準確表述了其樞紐性質。但領導人在中國—中亞峰會上的講話英文版和西安集結中心的宣傳材料英譯版卻沒有與此保持一致，而是“望文生譯”，將“集結中心”譯為assembly center。然而，assembly center一詞在英語語境中有多重含義。

（二）英語語境中assembly center的含義

查閱英文搜索引擎和百科全書可知，assembly center有多個義項，依語境而異，或為“臨時集中營”，或為“裝配中心”，或為“體育場館”。

義項1：臨時集中營

Densho Encyclopedia百科全書中的assembly center意為二戰期間的“臨時集中營”。“Assembly centers” were makeshift concentration camps providing temporary housing for about 92，000 people of Japanese ancestry uprooted under Executive Order 9066. Altogether fifteen of these emergency camps were set up by the army pending the construction of more permanent inland concentration camps. Those incarcerated in “assembly centers” spent an average of about three months there before being transferred to a permanent concentration camp. The principal reason for the temporary “assembly centers，” according to the army， was the need for immediate incarceration of Japanese Americans living on the West Coast［11］.

（“集結中心”即臨時集中營，為根據第9066號行政命令被迫遷離的約92 000名日裔人士提供臨時住所。在建造更長期的內陸集中營之前，軍隊共設立了15個這樣的應急集中營。被關押在“集結中心”的人在被轉移到長期集中營之前，平均要在那里度過三個月左右的時間。據軍方稱，設立臨時“集結中心”的主要原因是需要立即監禁居住在美國西海岸的日裔美國人。——筆者譯注）

另有一個詞條是Sacramento Assembly Center：

Open for just fifty-two days—but with most inmates spending only around a month there—the Sacramento Assembly Center had the shortest lifespan of any “assembly center” other than Mayer， Arizona. The inmate population that peaked at 4，739 came almost entirely from the Sacramento area［11］.

（薩克拉門托集中營的開放時間僅為52天，是除亞利桑那州梅爾集中營之外壽命最短的集中營。大多數囚犯在那里的時間僅約一個月。最高峰時有4 739名囚犯，他們幾乎全部來自薩克拉門托地區。——筆者譯注）

義項2：裝配中心

貝爾飛行器公司官網新聞報道了其位于阿馬里洛的裝配中心，即 Amarillo Assembly Center。

All variants of the V-22 model are assembled at Bell’s Amarillo Assembly Center.Bell’s Amarillo Assembly Center is the final assembly and delivery hub for Bell’s military products， including the Bell AH-1Z and Bell UH-1Y， as well as the future assembly hub for the Bell 525， the Bell V-280， and the Bell 360［12］.

義項3：體育場館

另一個高頻出現的assembly center場所是位于美國洛杉磯的一個體育場館。

The Pete Maravich Assembly Center is a multi-purpose arena in Baton Rouge， LA. It opened in 1972 and has a capacity of 13，215. It serves as home to the Louisiana State University Tigers and Lady Tigers basketball teams， the LSU Tigers women’s gymnastics team and the LSU Tigers women’s volleyball team. In addition to sporting events， the arena has also hosted concerts， comedy， graduations， convocations， lectures and more［13］.

（皮特·馬拉維奇集會中心是位于路易斯安那州巴吞魯日的一座多功能體育館。它于1972年啟用，可容納13 215人。這里是路易斯安那州立大學“老虎隊”男子籃球隊、女子籃球隊、女子體操隊、女子排球隊的主場。除體育賽事外，該體育館還承辦過音樂會、喜劇、畢業典禮、集會、講座等活動。——筆者譯注）

該場館是以知名運動員皮特·馬拉維奇命名的。《大不列顛百科全書》對他的介紹如下。

Pete Maravich， in full Peter Press Maravich， also known as Pistol Pete， （born June 22， 1947， Aliquippa， Pa.， U.S.—died Jan 5， 1988， Pasadena， Calif.）， American basketball player who was the most prolific scorer in the history of Division I men’s college basketball and who helped transform the game in the 1960s and ’70s with his ballhandling and passing wizardry［14］.

（皮特·馬拉維奇，全名彼得·普雷斯·馬拉維奇，綽號“手槍皮特”，1947年6月22日出生于美國賓夕法尼亞州阿里基帕，1988年1月5日在加利福尼亞州帕薩迪納去世，美國籃球運動員，美國男子大學籃球甲級聯賽歷史上得分最多的選手，以其精湛的控球和傳球技術在20世紀60年代和70年代推動了籃球運動的發展。——筆者譯注）

以上義項及其相關背景知識無一與鐵路運輸相關，可見assembly center在英文中并不用于鐵路或貨運樞紐相關語境，用以翻譯“班列集結中心”不妥。

三、結束語

綜上，“中歐班列”及其“集結中心”的規范譯法應為：

中歐班列（品牌名稱）——China Railway Express（CRE）；

中歐班列列車——China Railway Express trains（CRE trains）；

中歐班列某市集結中心——China Railway Express（City Name） Hub。

外宣媒體對構建中國特色話語體系具有舉足輕重的作用，其受眾除了海外讀者，還有國內雙語讀者以及廣大翻譯工作者。特別是后者，在從事地方文件或講話翻譯的過程中，常將外宣媒體的譯文表述作為參照，甚至將“與官方譯法保持一致”作為日常翻譯工作規范。因此，外宣媒體在各類譯文中對同一術語或專名的譯法保持一致至關重要。翻譯工作者在實際工作中，盡管應時刻有與外宣媒體譯文版本保持一致的意識，但也不應將其奉為圭臬，不假思索地原樣照搬，而要多方查證，即看同一外宣媒體對同一術語是否有不止一個譯文版本，看不同外宣媒體對同一術語是否有不同譯法，看術語相關領域的實體部門及實物是否提供了可信的譯法，以及各個譯法是否符合實體實際意義。同時，更要考慮海外讀者、英語母語人士受眾的閱讀和接受需求（如assembly center和hub），以清晰曉暢的語言翻譯中國品牌、中國術語，講好中國故事、傳播好中國聲音。
