Abstract The paper introduces the legal and regulatory systems of the quality management in government procurement, analyzes the quality problems that might arise in centralized procurement in the education department, and explores from the perspective of practice the possible measures to control and prevent the quality problems in centralized procurement in the education department.

教育部門集中采購的產品經常不盡如人意,好的產品、想要的產品不一定能采購到,相反,不想要的、質次的產品卻往往能中標。本文試圖通過對教育部門集中采購的質量問題進行梳理和分析,以期為教育部門集中采購質量問題的解決提供一些參考。

1 教育部門集中采購的質量問題

1.1 產品質量問題教育部門集中采購,驗貨是個難點。采購機構和用戶不是同一單位,如省級工程,采購機構一般是省教育廳,而用戶是廣大中小學,這些學校又分布全省各地,之間往往造成脫節,一般學校都不清楚到貨產品具體情況,更不清楚規格型號及產品的技術規范要求等。所以,這些學校只能清點一下數量,至于規格型號、技術標準、性能要求等都沒有辦法去作出正確判斷,必須要由采購機構去驗貨。面廣量大,采購機構又沒這么多技術人員,難以各個環節都到位。由于缺乏相應的檢測設備和條件,一般也就看看外觀,最多打開機器試試性能。至于內部結構、元器件等就很難檢驗。有的時候,就算發現一些問題,與樣品不符,真正要拿數據卻不是那么容易,所以退貨或索賠困難重重。……
