摘要:通過對城鄉商貿統籌的內涵及目標取向的分析,認為城鄉商貿統籌發展的目標取向不是消除城鄉市場差異,而是加大城鄉商貿資源的統籌配置,實現城鄉商貿的相互融合與雙向互動。提出城鄉市場網絡化發展模式、小城鎮商業發展模式、供應鏈網絡連接模式、產業聯動模式、龍頭企業(市場)帶動模式等城鄉商貿統籌發展創新模式。結合重慶情況,對推進城鄉商貿統籌發展進行了探討。

Development Model and Practice of Coordination of Urban and Rural Business

Abstract:In this paper, the author analyzes the connotation and goal of coordination of urban and rural business in Chongqing, considering its goal is to realize the interaction of urban and rural business by increasing allocation of resources, and puts forward innovation model of coordination of urban and rural business development: network development model of urban and rural market, business development model of small cities and towns, supply chain network connection model, industry connection model and enterprises driven model. Then in accordance with the reality of Chongqing, the author expounds methods of promoting coordination of urban and rural business.

城鄉商貿統籌發展是城鄉統籌發展的重要內容和組成部分,城鄉統籌的實質是城鄉二元經濟結構轉向現代社會經濟結構,其核心是城鄉資源的統籌配置,其重點是產業發展。只有產業發展才能帶動人口、產品和生產要素在城鄉之間充分流動和有效配置,只有產業發展才能實現工業化、城市化,實現城鄉共同發展進步。
一、 城鄉商貿統籌發展的內涵與目標取向
城鄉商貿統籌是指城鄉商貿發展的統一籌劃、協調運行。作為先導性產業的商貿流通業,必須率先推進城鄉統籌發展,以商貿流通產業的城鄉統籌拉動相關產業的城鄉統籌,拉動經濟社會的城鄉統籌。城鄉商貿統籌的目標取向不是消除城鄉市場差異,實現城鄉市場一致化、一樣化,而是加強城鄉商貿的整合和對接,充分發揮城鄉雙方優勢,實現城鄉商貿的相互融合與雙向互動。城鄉商貿統籌實質……
