數字圖書館社會信息文化事業角色初探

摘 要 數字圖書館是順應時代需求的產物，其基本職能和屬性，即收集、整理、傳播信息的功能并未發生改變，但作為社會公共信息文化基礎設施，數字圖書館充分實現和發展了其社會職能，不但是信息基礎設施的一部分更是社會文化基礎設施不可或缺的組成部分。作為社會文化事業的數字圖書館，對于數字文化的傳播與發展起到了不可替代的作用。

Initial Search on the Role of the Digital Library as a Social Cultural Undertaking

Abstract The digital library is the product to conform to the requirements of the times， and its basic functions and properties， namely to collect， collate and disseminate information， have not changed. But as a social and public cultural infrastructure， digital library fully developed and realized its social function. It works not only as the information infrastructure， but also as an integral part of the social and cultural infrastructure. As a social and cultural undertaking， Digital library plays an irreplaceable role in the spreading and development of the digital culture.

目前，學界普遍認為數字圖書館并非一個或多個實體機構，而是一種采取新型管理模式的基于網絡信息資源的虛擬圖書館，即是一種信息資源環境。同時，數字圖書館更是當前社會信息文化基礎設施建設不可或缺的一個重要組成部分。那么，具體何為“數字圖書館”？數字圖書館是一門全新的科學，亦是一項全新的社會事業。數字圖書館能夠為用戶提供快捷、高效、方便的信息服務，它表現為一種新型信息資源組織和信息傳播服務[1]。

1 數字圖書館是社會進步發展的必然產物

從哲學角度講，新事物是指符合事物發展的客觀規律和前進趨勢、具有強大生命力和遠大前途的事物。任何一種社會變化都是有緣可循的，必然與其當時的社會因素緊密聯系而存在的。數字圖書館即是在科技進步、網絡普及、社會信息化呼喚的大環境下順應時代產生的新生事物。現代圖書館的貧民化和開放運動、美國鋼鐵大王卡內基對公共圖書館的塑造、當前學術領域的開放存取運動[2]、“圖書館權利”運動等各種“斗爭”不斷碰撞，使得圖書館事業不斷得到深入闡釋。……
