〔摘要〕電子政務(wù)服務(wù)(E-Government Service,EGS)是政府和公共部門(mén)運(yùn)用信息通信技術(shù)向公眾、企業(yè)和其他利益相關(guān)者提供公共服務(wù)的過(guò)程,也是社會(huì)公眾參與資源整合、實(shí)現(xiàn)價(jià)值共創(chuàng)的重要途徑。在信息技術(shù)推動(dòng)和用戶需求拉動(dòng)的雙重力量作用下,電子政務(wù)服務(wù)遵循的邏輯前提已經(jīng)改變,導(dǎo)致電子政務(wù)服務(wù)的內(nèi)涵隨之變化,有必要對(duì)其進(jìn)行重新梳理。從公共服務(wù)主導(dǎo)邏輯的演變?nèi)胧郑瑢?duì)基于服務(wù)主導(dǎo)邏輯的電子政務(wù)服務(wù)的概念進(jìn)行界定;結(jié)合政治—行政系統(tǒng)理論和活動(dòng)理論,構(gòu)建反映電子政務(wù)服務(wù)內(nèi)涵的框架體系,包含輸入、內(nèi)輸入、輸出和反饋等關(guān)鍵要素,并對(duì)關(guān)鍵要素和基本特征進(jìn)行分析。指出未來(lái)電子政務(wù)服務(wù)研究可能的研究方向,以期為電子政務(wù)服務(wù)的理論研究和政府實(shí)踐提供啟示。

〔Abstract〕E-Government Service(EGS)is an innovative application of information communication technology on public service provided by the authorities to the citizen,enterprices and other stakeholders,and also an important approach for the public to participate in resource integration and realize value co-creation.Driven by the dual forces of information technology and citizens demand,the logical premise and further,the meaning of EGS has changed.Therefore,it is necessary to renew the concept.Taking the matter from the evolution of dominant logic on public service,this study proposed the EGS concept based on the service dominant logic.Combining with political-administrative system and activity theory,this study built a conceptual model of EGS,including the key elements:input,inner input,output and feedback.These key elements and EGS basic features were analyzed.The possible future research direction was pointed out,hoping to offer inspirations and references for theoretical study and social practice.

《2016年聯(lián)合國(guó)電子政務(wù)調(diào)查報(bào)告》指出,電子政務(wù)已經(jīng)成為衡量國(guó)家和地區(qū)可持續(xù)發(fā)展的關(guān)鍵指標(biāo),電子政務(wù)水平的提升能夠有效推動(dòng)公共服務(wù)的發(fā)展[1]。根據(jù)《政府電子服務(wù)能力指數(shù)報(bào)告》,目前我國(guó)各級(jí)政府各部委都在不同程度地推行“互聯(lián)網(wǎng)+政務(wù)服務(wù)”,政務(wù)服務(wù)的信息化水平是判斷地區(qū)綜合競(jìng)爭(zhēng)力的重要指標(biāo)之一[2]。截至2017年8月底,全國(guó)已有29個(gè)?。▍^(qū)、市)建成一體化互聯(lián)網(wǎng)政務(wù)服務(wù)平臺(tái),其中16個(gè)平臺(tái)實(shí)現(xiàn)了省、市、縣三級(jí)全覆蓋[3]。“互聯(lián)網(wǎng)+政務(wù)服務(wù)”,是政府……
