皋蘭縣龍頭企業和農民專業合作社發展現狀及對策

摘要 ? ?龍頭企業和農民專業合作社在農業升級、轉型、發展，農民增收、農業一二三產業的有機融合方面發揮著不可替代的作用。本文總結了國外和皋蘭縣龍頭企業和農民專業合作社發展現狀，分析了存在的問題，提出了對策，以期發揮龍頭企業和農民專業合作社引導帶頭作用，帶動農業農村經濟持續穩定健康發展。

Abstract ? ?Leading enterprises and farmers′ professional cooperatives play an irreplaceable role in agricultural upgrading，transformation and development，farmers′ income increase，and the organic integration of agricultural industry.The article summarized the development status of leading enterprises and farmers′ professional cooperatives in Gaolan County，analyzed the existing problems，and put forward countermeasure，in order to give play to leading enterprises and farmers′ professional cooperatives to take the lead，and promote the sustainable，stable and healthy development of the agricultural and rural economy.

1 ? ?龍頭企業和農民專業合作社發展情況

1.1 ? ?國外農業合作社發展現狀

農業合作社對于當地農業的發展至關重要。美國擁有先進的現代化農業，美國的農業合作社主要包括營銷型、供給型和服務型。近幾年合作社數量逐漸減少，但業務量卻逐年增加，主要是與合作社的合并收購有關，大型合作社數量雖僅占總數的1.4%，但營業額卻占總數的67%，形成了體系完整的集團產業，有利于農業的產業化發展[1]。在資金方面，美國政府提供了部分資金支持并建立了農場信貸系統，為合作社和農戶提供了資金保障。在技術方面，美國政府為農業合作成立了專門的農業合作社發展中心為農業合作社提供各類免費咨詢服務，包括農業合作社運營狀況分析、解讀國家法律條款與政策、技術指導、管理人員素質培訓等[2]。德國合作社成立于1864年，由萊芙艾森創建。德國在1867年制定了第一部《合作社法》[3]。德國農業合作社發展至今，擁有完善的信貸服務體系和高效的運作模式，建有專門的信貸合作社。德國農業合作社既是企業又是聯合體，合作社與農戶利益息息相關，社員自愿幫助，自負盈虧，合作社每年要經過專業的審計公司審計檢查，保證資金的合理流動[4]。德國政府每年也會投入大量資金用于農業技術指導、配套設備的購買及合作社的運營[5]。國外成熟的發展模式和運作方式值得我國借鑒和學習。
