地方高校環(huán)境類實(shí)驗(yàn)室大型儀器共享平臺(tái)建設(shè)探索與實(shí)踐

摘? 要 針對(duì)地方高校環(huán)境類實(shí)驗(yàn)室大型儀器共享平臺(tái)運(yùn)行的難題，分析蘇州科技大學(xué)環(huán)境科學(xué)與工程學(xué)院在建設(shè)“雙一流”大學(xué)契機(jī)下對(duì)大型儀器共享平臺(tái)的管理體制創(chuàng)新，探討構(gòu)建“大平臺(tái)，多資源，共運(yùn)作”的共享平臺(tái)運(yùn)作模式，建立科學(xué)的人才、設(shè)備、安全、制度等管理體系，科學(xué)統(tǒng)籌、鼓勵(lì)共享、特色創(chuàng)新，以提高共享平臺(tái)大型儀器的使用效益，促進(jìn)其可持續(xù)發(fā)展。

Abstract In view of the difficulties in the operation of large-scale

instruments sharing platform of environmental laboratories in local

universities， this paper analyzes the management system innovation of large-scale instruments sharing platform under the opportunity of

building “double first-class” universities in our college， and discusses

the construction sharing platform operation mode of “l(fā)arge platform， multi-resource， co-operation”， to establish the scientific personnel， instrument， safety， system and other management systems， scientific coordination， encouragement sharing， characteristic innovation， to improve the use efficiency of large instruments sharing platform to promote its sustainable development.

1 前言

地方高校大型儀器共享平臺(tái)建設(shè)和教育部直屬高校相比存在一定的差距，原因在于：

1）地方高校的優(yōu)勢(shì)學(xué)科在區(qū)域環(huán)境中不夠突出，競爭力有限，獲得的政府支持和經(jīng)費(fèi)資助相對(duì)較少，經(jīng)費(fèi)來源有限，建設(shè)投入較少;

2）地方高校開放共享平臺(tái)建設(shè)的系統(tǒng)性和前瞻性較弱，限制了平臺(tái)的資源利用效率，難以支撐和推動(dòng)科學(xué)研究的持續(xù)性發(fā)展[1]。

國務(wù)院于2015年10月頒布《統(tǒng)籌推進(jìn)世界一流大學(xué)和一流學(xué)科建設(shè)總體方案》，總體目標(biāo)是若干所大學(xué)和一批學(xué)科到2020年進(jìn)入世界一流行列，若干學(xué)科進(jìn)入世界一流學(xué)科前列[2]。高校實(shí)現(xiàn)“雙一流”目標(biāo)的重要載體是實(shí)驗(yàn)室。加強(qiáng)地方高校實(shí)驗(yàn)室大型儀器共享平臺(tái)建設(shè)，對(duì)推進(jìn)地方高校發(fā)展，實(shí)現(xiàn)“雙一流”大學(xué)的目標(biāo)意義深遠(yuǎn)。

近年來，我國對(duì)環(huán)境保護(hù)領(lǐng)域的舉措逐步完善和加強(qiáng)，習(xí)近平總書記提出：“綠水青山就是金山銀山?！?br>
