摘要? ? 隨著時(shí)代的不斷進(jìn)步,我國對(duì)于灌區(qū)管理工作的開展有新要求。灌區(qū)管理人員是連接政府與農(nóng)民的直接主體,其服務(wù)質(zhì)量和方式直接關(guān)系到相關(guān)政策的實(shí)施和灌區(qū)運(yùn)營管理體系的構(gòu)建。本文以新公共服務(wù)理論為出發(fā)點(diǎn),就新疆農(nóng)田水利管理工作存在的問題進(jìn)行探討和分析,并提出對(duì)策,以期為進(jìn)一步提高灌區(qū)管理水平提供參考。

Abstract? ? With the continuous progress of the times,China has new requirements for the management of irrigation area. Irrigation area managers are the direct subjects connecting the government and farmers,and their service quality and methods are directly related to the implementation of relevant policies and the construction of irrigation area operation management systems.Based on the new public service theory,the paper discussed and analyzed the problems existing in Xinjiang′s farmland water conservancy management,and put forward countermeasures in order to provide references for further improving the management level of irrigation area.

在黨的十九大報(bào)告中,習(xí)近平總書記提出深刻把握黨和國家事業(yè)歷史性變革及其對(duì)組織結(jié)構(gòu)和管理體制的新要求,就深化機(jī)構(gòu)和行政體制改革做出重要決策部署,建設(shè)人民滿意的服務(wù)型政府。人是組織運(yùn)行的重要因素,深化機(jī)構(gòu)和行政體制改革絕對(duì)不能離開人的因素[1]。在中國新疆地區(qū),農(nóng)田水利建設(shè)不斷發(fā)展。“十三五”期間,新疆地區(qū)的農(nóng)田水利工作仍努力餞行以農(nóng)田水利發(fā)展方式為主線,以夯實(shí)農(nóng)田水利基礎(chǔ)為目標(biāo),以強(qiáng)化農(nóng)業(yè)節(jié)約用水、提高用水效益為核心,統(tǒng)籌兼顧、協(xié)調(diào)推進(jìn),共鑄新疆農(nóng)田水利的美好未來。預(yù)計(jì)到2020年年末,286.67萬hm2以上農(nóng)業(yè)高效節(jié)水灌溉面積將被新建和改造完成,農(nóng)田灌溉水有效利用系數(shù)提高到0.57,農(nóng)田水利基礎(chǔ)設(shè)施得以鞏固,農(nóng)田水利發(fā)展良性機(jī)制得以建立,農(nóng)田水利現(xiàn)代化水平得以提高[2]。
雖然新疆農(nóng)田水利工程建設(shè)展現(xiàn)出蓬勃的生機(jī),但目前新疆的農(nóng)田水利基礎(chǔ)管理仍存在許多問題,使農(nóng)田水利基礎(chǔ)設(shè)施管理發(fā)展層層受阻,水資源浪費(fèi)現(xiàn)象時(shí)有發(fā)生,水產(chǎn)權(quán)、灌區(qū)職能管理模糊,嚴(yán)重影響農(nóng)田水利基礎(chǔ)建設(shè)效益的最大化。……
