Abstract：The Sixth Plenary Session of the 19th Central Committee of the Communist Party of China will “adhere to the people’s supremacy” as one of the “ten” historical experiences of the Communist Party of China for a century of struggle. This sums up the historical， turning， and overall changes in the process of socialist ecological environment governance and green development with Chinese characteristics in the new era. The two high-frequency keywords of “people” and “green” form the people-centered green development concept as the core of Xi Jinping’s thoughts on ecological civilization， insisting on the Marxist historical materialism， respecting the people’s position， and advancing the relationship between people and people. In-depth integration of green development with harmonious symbiosis of nature. This lays a solid foundation for marching into a new era of socialist ecological civilization， points to the realization of the value goal of “dual liberation” of mankind and the free and comprehensive development of mankind， and reflects the practical orientation of green of the people， by the people， and for the people. It contains far-reaching implication of the “red and green” and reforms has important guiding significance for bringing together the people across the country to promote green development and jointly build a majestic force for a beautiful China.

China in Marx and Engels Theory： A New Interpretation Framework of

“Road Confidence”

Abstract：Road issues are related to the foundation of the country. Marx and Engels’ research and judgment on China’s development provides a dialectical theoretical framework of “orthodoxy-anti-combination” for road self-confidence. Ancient China has cultivated the cultural foundation of road self-confidence with a civilization that spans time and space. This is the “orthodoxy ”stage; modern China has been reduced to a semi-colonial and semi-feudal society under the aggression of Western powers. The evolution of history has promoted the awakening of the Chinese nation， and China has begun to explore its own path. This is the “anti” stage. The rise of contemporary China has verified Marx and Engels’ predictions about China’s development， and it is a stage of “combination”. “combination ”is not a restoration of the old， but a critical inheritance of both the “orthodoxy” and the “anti”. In the new stage of development， the spiritual intent of “Marx and Engels on China” continued. Reviewing this process of gradual improvement and endogenous evolution， insisting on the guidance of system concepts， actively advancing the development of Chinese-style modernization， and continuing to draw a blueprint of “combination” are the right move to strengthen road self-confidence and realize the great rejuvenation of the Chinese nation.

A New Exploration of Marxist “True Individual” and Creative Labor Ideas

Abstract：The concept of creative labor and the concept of “real individual” are mutually external and core positions in the Marxist theoretical system. Creative work is a free and conscious activity， and a “real individual” is an individual who achieves all-round development through creative work. Human beings transform nature and their own production practices by manufacturing and using tools， making themselves a beast different from nature， but this does not make people break away from the two physical servitudes dominated by things—natural servitude dominated by things in nature and economic servitude tied by economic society. In this situation， humans are different from natural beasts， but it is still the “beast of labor.” The reason is that the labor dominated by material slavery is a kind of hard labor that violates the free nature of people and has to be engaged in. Because of its lack of pure creativity， it cannot make people work. Become a “real person.” In short， re-organizing the Marxist creative labor concept from the perspective of distinguishing between the beast of nature， the beast of labor， and the “real individual” can be regarded as theoretical response to his initiative eof the right to “hard work， honest work， and creative work”

On the Path to Realize the Carbon Sink Function of China’s Natural Reserves

and the Perfection of the Legal System

Abstract：The nature reserve is an important carrier for achieving the goal of carbon neutrality. This has extremely high carbon sequestration value and potential. The organic combination of the construction of a national park-based nature reserve system and a nature reserve carbon sink system is an important way to promote the achievement of the dual-carbon goal and achieve high-quality economic and social development. At the existing institutional level， there are still shortcomings such as the need for further integration and optimization of nature reserves， lack of carbon sink monitoring and accounting standards， imperfect market mechanisms， and lagging related legislation， which restrict the full use of the carbon sink function of nature reserves. At the level of system realization path， under the guidance of the concept of green development， based on the integration and optimization of nature reserves， through the improvement of nature protection area legislation， optimization of the ecological compensation system， introduction of financial measures such as carbon sink funds and insurance， the establishment of nature protection areas can be achieved. The carbon sink trading platform coordinates green carbon and blue carbon trading and other legal systems to build a carbon sink system for nature reserves in line with my country’s national conditions and help our country achieve its dual carbon goals as soon as possible.

Cultivating Recognition and Trust： The Best Plan to

Enhance China’s Judicial Trust

Abstract：In the process of modernization of China’s national governance system and governance capabilities， judicial organs should play an important role. One of the prerequisites for judicial organs to function is the public’s trust in justice. There are three ways to establish judicial trust： deterrence trust， system trust， and identity trust. The identity trust is the judicial trust generated by citizens based on the approval of the core rule of law value culture embodied in the judicial activities of the judicial organs. The recognition and trust in China are currently the best solution to enhance the judicial trust in China. China’s judicial organs should gain public recognition in four aspects： condensing value recognition through the implementation of the constitution， improving the operating mechanism of judicial power to ensure the independent exercise of judicial power in accordance with the law， further exerting the judicial supervision function over administrative power， and guiding the public to establish correct judicial cognition. By fostering recognition and trust， and thus establishing the people’s legal trust， the judicial organs can play their due role more effectively in the modernization process of the national governance system and governance capabilities， so that the judiciary can better become the guardian of the rule of law in the national governance system.
