繪就海上“綠水青山”

灣長制作為構(gòu)建海洋生態(tài)文明體系的制度創(chuàng)新，是建設(shè)綠色可持續(xù)海洋生態(tài)環(huán)境的重要手段。“要創(chuàng)新機制，探索建立‘一灣一策、生態(tài)補償和陸海統(tǒng)籌監(jiān)管等機制，把灣長制與河長制、湖長制銜接起來，切實加強陸海統(tǒng)籌、海河聯(lián)動。”這是 2020年山東省總灣長會議提出的明確要求。

青島作為全國首批灣長制試點城市之一，多年來深入落實灣長制要求，全市近岸海域水質(zhì)持續(xù)優(yōu)良，膠州灣水質(zhì)穩(wěn)中向好。廣袤的膠州灣孕育了青島，是青島形成和發(fā)展的搖籃，被譽為“母親灣”。青島市始終堅持把加強膠州灣環(huán)境保護作為重中之重來抓，水陸統(tǒng)籌、河海兼顧，持續(xù)推進膠州灣污染治理。

“從膠州灣保護委員會的成立到《青島市膠州灣保護條例》等多部地方法規(guī)規(guī)章的出臺，從在全國較早實施‘灣長制到《青島市海岸帶保護與利用管理條例》實施，法律對海洋保護起到了重要的支撐作用。”青島市生態(tài)環(huán)境局相關(guān)負(fù)責(zé)人表示。

為更好地貫徹落實相關(guān)工作部署，青島市先后印發(fā)實施《青島市灣長制市級會議制度》《青島市灣長制工作市級督察督辦制度》等一系列工作制度，并將推行灣長制工作納入全市綜合考核。青島市49個海灣均已實行“灣長制”，建立起市、區(qū)（市）、鎮(zhèn)（街道）三級灣長體系，形成了以黨政領(lǐng)導(dǎo)負(fù)責(zé)制為核心的完整責(zé)任鏈條。

同時，青島市還組織開展了膠州灣海洋生物多樣性普查和信息庫構(gòu)建工作，開展了濕地資源清查和監(jiān)測，完成了濕地勘界劃線外業(yè)工作，啟動了全市海洋資源環(huán)境承載力和國土空間開發(fā)適宜性評價等先行先試工作。“膠州灣生物多樣性監(jiān)測結(jié)果顯示，膠州灣內(nèi)底棲生物種類豐富，分布均勻，底棲生物群落結(jié)構(gòu)穩(wěn)定，生境質(zhì)量等級為優(yōu)良。”青島市生態(tài)環(huán)境局監(jiān)測中心海洋與生態(tài)監(jiān)測科工程師劉旭東介紹。

海灣生態(tài)環(huán)境的改善也極大提高了周邊居民的幸福感，家住青島市薛家島辦事處南營社區(qū)的居民崔燕笑著說：“我們社區(qū)出門就是海。原來海邊臟亂差不說，連著社區(qū)周邊環(huán)境也很亂。現(xiàn)在，木棧道、廣場都有了，晚上社區(qū)的鄰居們都愿意去海邊轉(zhuǎn)轉(zhuǎn)，住在這兒越來越舒心了。”

同樣發(fā)生轉(zhuǎn)變的還有煙臺長島。在煙臺長島大欽島鄉(xiāng)南村海域，漁民發(fā)現(xiàn)了一只野生白江豚在海面上嬉戲，并用手機拍下了它戲水的畫面。“白江豚為什么在長島安家？這里生態(tài)環(huán)境越來越好，食物越來越多，這是最主要的原因。”長島海洋專家趙傳海說。

如他所言，近年來，煙臺市將長島海洋生態(tài)文明綜合試驗區(qū)建設(shè)列入全市“三重”工作的重中之重，成立工作專班，持續(xù)發(fā)力長島生態(tài)保護修復(fù)和可持續(xù)發(fā)展，努力把長島建設(shè)成為生態(tài)環(huán)保宜居的海島。一場全方位、立體化的生態(tài)保育修復(fù)工程在長島全面展開：大力實施海岸帶整治修復(fù)工程，拆除海岸線育保苗場和破舊建筑，加速近岸養(yǎng)殖和生產(chǎn)生活設(shè)施“騰遷退出”，實施海域生態(tài)修復(fù)和生物種群恢復(fù)工程，開發(fā)生態(tài)海洋牧場，加快營造海底森林……2019年11月16日，長島入選全國第三批“綠水青山就是金山銀山”實踐創(chuàng)新基地。這也意味著，長島海洋生態(tài)文明綜合試驗區(qū)建設(shè)取得顯著成績，走在全國全省前列。

經(jīng)過不間斷修復(fù)治理，長島海域生態(tài)環(huán)境顯著改善。多年不見的大葉藻、海蘿等藻類重現(xiàn)長島，白江豚、鯨魚頻頻現(xiàn)身，對生態(tài)質(zhì)量要求極高的東方白鸛、斑海豹等種群數(shù)量明顯增多，鼠尾藻等原生藻類、鮑魚等野生海珍品、渤海刀魚等傳統(tǒng)經(jīng)濟魚類資源不同程度得到恢復(fù)。

這份守護并非長島特有，為加快建設(shè)綠色可持續(xù)的海洋生態(tài)環(huán)境，煙臺市啟動三級灣長守護藍色港灣：在7個重點海灣實施“灣長制”，全市共設(shè)置市、縣、鄉(xiāng)（鎮(zhèn)）三級灣長157名，實現(xiàn)市、縣、鄉(xiāng)（鎮(zhèn)）三級灣長全覆蓋；招遠、長島、萊山、海陽還設(shè)置了村級灣長共113名。煙臺開展了灣長巡查，配合省灣長辦開展了丁字灣省級灣長巡查，6個市級灣長帶頭對萊州灣、廟島灣、套子灣、芝罘灣、四十里灣、丁字灣開展巡查。同時，煙臺還組織開展了市級海灣“一灣一策”污染防治方案編制，完成了萊州灣（煙臺）環(huán)境綜合治理實施方案，各項工作任務(wù)有序開展，人與自然和諧共生的生態(tài)畫卷在這里徐徐展開。

Draw “Green Hills and Clear Waters” on the Sea

In recent years， the bay chief s y s t e m i s i m p l e m e n t e d i n a l l aspects in Shandong Province to p r o m o t e “s e a p r o t e c t i o n b a s e d on ecology to realize a beautiful m a r i n e e n v i r o n m e n t” w h i l e“strengthening the sea based on industry to realize a strong marine e c o n o m y” s o a s t o b u i l d “g r e e n hills and clear waters” on the sea.

At the end of October 2020， i n o r d e r t o c o o r d i n a t e a n d solve the problem of ecological e n v i r o n m e n t a l p r o t e c t i o n i n provincial bays， the performance of relevant departments and bay chiefs subordinate to the regions a r o u n d b a y s w a s s u r v e y e d a n d supervised， and three provincial b a y c h i e f s “p a t r o l l e d t h e b a y s”intensively. This is the true picture of the “bay chief system” strictly implemented in Shandong Province t o p r o m o t e t h e c o n t i n u o u s improvement of marine ecological environment quality and further reinforce the pattern of the overall planning of land and sea and cogovernance of river and sea.

Over the years， the requirements of the bay chief system have been deeply implemented in Qingdao. The water quality in offshore areas is excellent continuously all over the city， and the water quality in Jiaozhou Bay seeks progress while maintaining stability. The threelevel bay chief system has been launched in Yantai to safeguard t h e B l u e B a y ： t h e “b a y c h i e f s y s t e m” h a s b e e n i m p l e m e n t e d in seven key bays， and a total of 157 three-level bay chiefs of city， c o u n t y ， a n d v i l l a g e （ t o w n ） a r e set all over the city to realize the full coverage of three-level bay chief of city， county， and village（town）.
