〔Abstract〕The common values of peace， development， fairness， justice， democracy， and freedom for all humankind are the crystallization of thoughts formed during the transformation of human history from the history of nations to the history of the world and constitute a consensus of values for building a community of health for humankind. The human health community is a detailed and vivid practice of the human community with a shared future in the field of health and a realistic carrier of the shared values of humankind. From the perspective of Marxism， the common value of mankind and the human health community have the inevitability to move towards “common，” and the common problem orientation， the common value pursuit， and the common construction picture are the concrete expressions of the common. Building a community of health for mankind based on the common values of mankind will help define the new concept of security that lays the foundation for human security through the life-ecological integration of security， promote the deep integration of practical human activities of multilateral cooperation and shared governance， and build a fair international environment under the global development community of shared future.

〔Abstract〕Algorithms are not single， static but dynamic and optimized applications; as a combination of big data and cloud computing， it belongs to the personalized and intelligent product of the era of artificial intelligence. On the one hand， the “comfort zone” generated by the algorithmic recommendation system shows the potential inertia and human nature of the audience at the public social level; on the other hand， it also conforms to the trend of the times and provides an alternative approach for the technological transformation of economic development. Algorithm technology further integrates and communicates with human life and work with the help of data information trusted by humans， embeds algorithm recommendation information into human choice preferences in a conscious or unconscious state， and constructs a “comfort zone” that can bind the audiences thinking by catering to the audiences preferences， which has an impact on the audiences social consensus， value choice， and cognitive construction. Algorithmic technology is an ever-evolving applied science， such as the advent of ChatGTP. Therefore， only by creating an open and transparent algorithm system， following objective and concise recommendation criteria， creating a relaxed and harmonious algorithm platform， and shaping the audiences rational and independent judgment thinking can the negative impact of the algorithms “comfort zone” on the audience be weakened， so that the algorithm tool becomes the material medium of the audiences self-development and cognitive world.

Trends of Political Communication in the Age of Generative Artificial Intelligence——Based on A Discussion of ChatGPTSU YinWANG Yan-Ni34

〔Abstract〕As a future-oriented emerging medium， the generative AI technology represented by ChatGPT is likely to bring political communication into the “fifth age.” The “fifth age of political communication” continues the character of the “fourth age of political communication” and takes the audience orientation， which is increasingly intensified since we entered the democratic society as the main direction. The “fifth age of political communication” also has a new feature that the “fourth age” does not have. It is highlighted as a machine joining public conversation among humans and its possible consequences. In an information environment jointly constructed by “human + machine，” the essential nature that distinguishes human from the machine： subjectivity， becomes more meaningful. On the one hand， we need fully “use” generative AI technologies and make them a part of the emerging toolbox of political communication. On the other hand， faced with the negative impact that productive AI technology may bring to the democratic society， we have to construct political communication norms in the new world with an introspection ability based on transcending the machines.

The report also proposes specific measures on how to “solve the unique problems of a large party” soberly and firmly， which contains the unique logic of strengthening the party of the Marxist party. It is a logical necessity for the creative development and application of the Marxist theory of party building and the summary and application of the historical experience of the partys 100-year struggle; it is a real need to build a modern socialist country in an all-round way in the new era and to promote Chinese Dream in an all-round way. 〔Abstract〕The CPC has led the people to create a miracle of rapid economic development. Party organizations at all levels are an important force in promoting economic growth. In long-term practice， a series of systems and mechanisms for the CPC to lead financial work is essential to promote economic development. The tool for local Party committees to show economic position is a vital link and critical factor， playing a pivotal role in the transmission and horizontal coordination. Under the premise of upholding the Central Committees authority and its centralized， local Party committees have comprehensively utilized multiple mechanisms such as strategic planning mechanism， institutional setting and functional allocation mechanism， economical operation promotion mechanism， economic talent selection mechanism， and the guarantee mechanism of economic environment optimization， which have promoted the joint efforts of various entities such as the government， market entities， and society to achieve long-term stable and healthy economic development.

The Model of “Light Communication” Model for Official New Media and Its Characteristics： A Case Study of 1100 Reports of Peoples Dailys Wechat Official AccountTONG De-ZhiWANG Xu73

〔Abstract〕The official new media faces changes in the Internet era， and the overall trend is reflected in a communication model characterized by “lightness.” The “light” communication model is characterized by a preference for short pieces in terms of information type， genre in terms of news reporting， neutrality， and positivity in terms of sentiment， moderation in terms of the number of tweets， speed in terms of timeliness and diversity in terms of sources. In this paper， we propose and verify the pattern and characteristics of “light communication” by coding and analyzing 1，100 reports from the WeChat public website of Peoples Daily. We found that a pattern of “light communication” emerged on the WeChat public website of Peoples Daily， with a bias towards information in terms of report type， with a length of 500 words or less， news reports in terms of genre， graphics， and text in terms of medium， and news of the day in terms of timeliness. However， at the same time， the WeChat public website of the Peoples Daily also shows characteristics such as a large number of tweets and a single source.

〔Abstract〕The internal relations between the path of Chinese modernization and the new form of human civilization are neither indistinctive nor independent. These two are not one pair of parallel lines but interwoven with each other. First of all， both of them are derived from the same era. The path of Chinese modernization is the carrier of the new form of human civilization， and the new form of human civilization is the result of the path of Chinese modernization. Second， both of them are completing each other. The path of Chinese modernization has laid a solid foundation for the new form of human civilization， and the new form of human civilization has provided a driving force for the path of Chinese modernization. Finally， both are interconnected and unified， focusing on the historical dream of the great rejuvenation of the Chinese nation， unified by CPCs subjective consciousness， and showing the great practice of socialism with Chinese characteristics.

〔Abstract〕The report of the 20th National Congress of the Communist Party of China pointed out the great rejuvenation of the Chinese nation. It proposed promoting national rejuvenation through a Chinese path to modernization. Modernization of social governance is an inherent part of the Chinese path to modernization， which is the essence of building a modern socialist country in all respects. The logical foundation， value pursuit， and practical path of the modernization of social governance with Chinese characteristics have distinctive features. Its fundamental characteristic is to adhere to the leadership of the Party， its essential attribute is to adhere to a people-centered philosophy of development， and its basic form is a social governance pattern of collaboration， participation， and shared benefits. At the value level， pursuing harmonious coexistence， common prosperity， and achieving social fairness and justice will become the core issue of Chinas social construction and governance. Practically， the modernization of Chinese style social governance will form a modern social governance system led by the CPC， a scientific and efficient hierarchical governance model of contemporary society， and a diversified and coordinated modern social governance mechanism.

From Dual-tracks to Three-governance： Modern Changes of Rural Governance in ChinaLIU Jin-HaiTAN Xiao-Hua102

〔Abstract〕Fei Xiao-tongs “Double-track Politics” is the most representative in the study of rural governance in China. Through analysis， it finds that Fei Xiao-tong used it from four perspectives， and “Double-track Power” and “Double-track Governance” are the realistic expressions of traditional Chinese villages. After political power construction， land revolution， and system reform， “Dual-track Power” and “Dual-track Governance” have always existed and are “entangled” in the process of rural development. After the formation of the “Township Politics-Village Governance” pattern in the 1980s， “Dual-track Politics” gained renewed attention. However， since the reform and opening up， Chinas rural development has gone beyond the “Dual-track” summary. Since the new century， Chinas rural areas have been experiencing historical changes and changes of the times. Rural society has formed a more complex but orderly power structure and governance system. The proposal and further development of the “Combination of Three-governance” ended the historical tradition of “Dual-track Politics” and promoted the modern change of rural governance in China.

Agile Governance： An Effective Path to Strengthen and Innovate Grassroots Social Governance——A Case Study of Shaanxi Province as an exampleHE De-GuiWANG Wei-Tao111

〔Abstract〕Based on the increasing social mobility and the need to overcome the limits of conventional governance models， agile governance is increasingly becoming an essential orientation for grassroots governance innovation in the new era. It aims to achieve rapid response and positive adjustment to the complex and dynamic environment by reshaping the governance structure and optimizing the governance process， which to a certain extent， forms “agile governance.” This paper constructs an analytical framework for agile governance to drive good governance at the grassroots level from four dimensions： foundation， process， structure， and outcome. The study finds that agile governance is multidimensional， interactive， and flexible in how it is governed. In the foundation dimension， agile governance emphasizes the leadership of party building， which focuses on the precise identification of governance issues; in the process dimension， it focuses on technology empowerment， which promotes the rapid response of governance rhythm; in the structure dimension， it emphasizes carrier innovation， which strengthens the synergy of governance behavior; in the result dimension， it emphasizes governance change， which promotes governance adaptation and goal achievement. The above dimensions synergistically drive agile governance and act on governance scenarios. Strengthening and innovating grassroots social governance should be oriented to enhance the ability of good governance at the grassroots level and focus on the drive and application of agile governance paradigm. Its main practical mechanisms include recreating public governance space， building practical and effective governance mechanisms， and actively shaping the governance process. This three support each other and interact positively， thus promoting effective grassroots social governance.
