在這如詩如畫的風景背后，“警察藍”始終與山水同框一晨霧中廬山民警的無人機劃破云海，油菜花田里駐村輔警”調解糾紛的鄉音，萬壽宮街區特警值守時卷起的衣角，一幅幅警旅融合、平安相伴的新時代“富春山居圖”，正在贛鄱大地徐徐展開。

當“特種兵式旅游”“網紅打卡”成為新時尚，江西公安機關推行主動警務、智慧警務，推動多元共治，用“最高標準”守護“最美風景”，以“景中有警”的生動實踐，為贛鄱文旅熱注入最厚重的平安底色。

智慧警務賦能，織密景區安全網

“相機失而復得，太感謝民警了！”7月22日，游客小劉不慎將價值5000元的相機遺落在上饒市三清山景區。民警通過智慧旅游警務平臺快速找到拾獲者，當天完成歸還。

這是江西公安智慧警務守護景區安全的一個生動縮影。近年來，隨著文旅產業蓬勃發展，江西公安機關構建“科技 + 機制 + 人力”三位一體的智慧警務新模式，為全省景區織就了一張立體化安全防護網。

在南昌萬壽宮歷史文化街區，南昌市公安局西湖分局依托“潮汐勤務”模式，運用感知數據、互聯網數據和公安業務數據，實時監測人流密度，精準預判客流高峰，科學動態調整巡邏警力，確保24小時警力跟著游客走。

在贛州市章貢區的江南宋城景區，贛州市公安局章貢分局解放派出所充分運用治安“三張圖”平臺賦能景區治理。治安動態感知圖像就像一張洞察靈敏的“晴雨表”，清晰呈現出各類案件數據；可用資源圖像則為民警偵查破案、服務群眾提供了有力支撐；風險隱患圖像如同感知敏銳的“警報器”，在冬季火災高發期，派出所民警依據其標注的消防安全重點場所，聯合消防部門開展檢查和宣傳，防患于未然。

在吉安縣吉州窯景區，吉安縣公安局構建“智慧大腦 + 警民觸角”防控模式，60個監控探頭與81個智能巡檢設備形成全覆蓋電子勤務沙盤，自動識別交通擁堵、游客異常聚集等情況，實現“一屏觀全域、一鍵調警力”。游客遇險時，只需按下景區內的“一鍵報警柱”，警務室即可精準定位，5G移動警務終端確保民警3分鐘內抵達現場。

面對“文旅熱”帶來的安全管理挑戰，江西公安機關以“智慧警務”為核心，推動“旅游警務”向科技化、精細化、聯動化升級，加強與文旅部門聯動，在節假日等人流聚集期，提前研判各大景區周邊的擁堵路段，及時開展巡邏執勤、交通疏導。

據統計，2025年春節、清明、五一、端午假期期間，全省出動安保警力2.6萬余人次，調處涉旅矛盾糾紛369起，服務救助游客5000余人次，確保230余家重點旅游景區1240萬余人次有序游覽。通過真正構建起“全域感知、快速響應、協同共治”的景區安全防護體系，讓游客的“詩和遠方”始終與平安同行。

多元共治模式，構建平安和諧景色

“各位游客，在景區游玩時要注意保管好隨身物品，特別是接到所謂‘快遞理賠’電話時，一定要提高警惕。在帶領游客前往廬山如琴湖的途中，導游龔女士不忘穿插反詐宣傳。這樣的場景，在廬山景區已成常態。

廬山市公安局云中派出所精心打造的“云中楓警”共治警務品牌，已吸納了像龔女士這樣的導游、商戶、環衛工等社會力量800余人，形成了“民警專業指導 + 群眾廣泛參與”的基層治理新模式，成立了“云中楓警”牯牛巡防隊等志愿隊伍，協助民警開展巡邏防控、場所檢查等工作。

在全省文旅蓬勃發展的大背景下，江西各地公安機關積極響應。

在黎川縣，護航“古城經濟”不再是民警一家之事，由退役軍人、民兵組成的“老班長警務隊”等力量源源不斷地補充到街頭巷尾，利用對本地情況比較熟悉的優勢，分批參與日常清查整治、巡邏防控、矛盾調解、安全防范提醒，共同維護景區景點治安秩序，最大限度地提高見警率、服務率、管事率，實現了聯防預警、聯動出警、快速處置，形成各有側重、互相聯動、整體防控的群防群治工作模式。

坐落于上饒市廣信區最北部的望仙谷，地處靈山北麓。近年來，隨著旅游產業不斷興起，全區新增開業民宿達720余家。上饒市廣信區公安局立足實際，指導民宿創新建立“十戶聯防”機制，常態化組織民宿業主聯合巡邏，切實提升民宿業主和游客的安全感。

華東地區著名的戶外天堂武功山，每年吸引數百萬游客前來打卡。在武功山之巔，海拔1918.3米的主峰金頂上，萍鄉市公安局武功山分局金頂警務室設立“高山調解角”，聯合志愿者、景區工作人員化解游客糾紛，按照《萍鄉市矛盾糾紛排查化解“五步工作法”機制》，落實分類分級處置措施。2024年以來，全年核心景區涉旅警情下降80% ，涉旅糾紛化解率 100% 。

警力有限，民力無窮。多元共治的種子，已經在江西景德鎮市公安局珠山分局民警與“洋景漂”一同撰寫春聯這片紅色土地上生根發芽。

溫情服務舉措，提升游客滿意度

今年以來，江西省景德鎮市公安局珠山分局出入境管理科科長胡文慧和同事們有一項重要工作 一給“洋景漂”介紹并落實好240小時過境免簽政策。

“洋景漂”是指來到景德鎮從事陶瓷相關工作或藝術創作的外國人士，每年有5000余名“洋景漂”匯聚在景德鎮，融入當地生活，為景德鎮的陶瓷文化注人了新的活力和國際元素，成為景德鎮一道獨特的風景線，也促進了中外陶瓷文化的交流與融合。

江西公安機關完善人境服務措施，拓寬外國人來華來贛渠道，推動將南昌昌北國際機場新增為外國人240小時過境免簽政策適用口岸，將南昌、景德鎮兩市新增為停留活動區域，實現湘鄂贛三省口岸簽證通辦。

“我們在滕王閣、南昌漢代海昏侯國遺址國家考古遺址公園、八大山人紀念館等熱門景區，均設立了南昌市公安局外國游客服務站，確保能夠在第一時間做好服務保障。”南昌市公安局出入境管理支隊人境管理科的譚茜介紹說，南昌市公安局出人境管理支隊配合江西省公安廳會同中國人民銀行江西省分行，在南昌昌北機場口岸探索建立外國人支付服務站，逐步增加提供景點預約、手機卡辦理、移動支付等服務事項，不斷提升外籍人員在昌便利度、體驗感。

不僅要服務好外國游客，更要讓國內游客們在欣賞江西美景的同時，感受到滿滿的安全感和幸福感。

陽春三月，婺源縣13萬畝油菜花進入賞花期，金色花海吸引八方游客前來踏青賞花。面對游客量驟增、人流車流交織疊加的情況，婺源縣公安局在全縣657家民宿設立“護花義警”前哨站，聯合轄區義警、村居干部、商戶共同構建“1分鐘響應、3分鐘處置、5分鐘聯動”快反機制的基礎上，沿景區東、西、北三條熱門旅游路線，設立了多個臨時警務站，為游客提供法律咨詢、緊急救助等服務。

位于鷹潭市西南的龍虎山景區是中國丹霞地貌的典型代表，它擁有世界自然遺產、世界地質公園、國家自然文化雙遺產地、國家5A級旅游景區、國家森林公園、全國重點文物保護單位等多重桂冠。鷹潭市公安局龍虎分局龍虎警務站以“山水警務”為核心理念，著力構建與景區和諧相融的特色治理體系，針對龍虎山景區淡旺季分明、游客流量波動極大的特征，創新推行“潮汐式護游警務”機制。在“五一”“十一”等節假日高峰時段，根據景區實時的人流、車流數據以及天氣狀況，警務站精準研判警力需求，智能調度摩托化機動隊、步巡小組組成“潮汐突擊隊”，構建起“1分鐘處置圈”。在游客中心、竹筏碼頭、觀光車站等關鍵點位設置固定或臨時警務陣地，實現核心區域警力3分鐘到位。此模式使高峰期接處警效率提升40% ，游客滿意度高達 98.7% 。“五一”舉家來龍虎山游玩的肖先生在乘坐竹筏時身份證丟失，抱著試試看的心態撥打了報警電話，沒想到民警很快就幫他找到了身份證，并送到了離出口最近的警務室，讓游客感受到了實實在在的安全感。

位于江西省廬山西海風景名勝區柘林大壩腳下的柘林老鎮非遺美食文創園，一到夜幕降臨，游人涌動、人氣爆棚。九江市公安局廬山西海分局結合景區實際，創新推出的“單車警務”模式，借助警用自行車騎巡“小、快、靈”的優勢，在人、車流量較大時，可以大幅度提升執勤民警到達事故、糾紛地點的速度，實現快速反應、快速處置。

游客在哪里，警務服務就延伸到哪里。江西省公安機關堅持以游客需求為導向，進一步提升“旅游警務”效能，全力以赴讓廣大游客吃得放心、玩得舒心、住得安心、行得順心。

護航紅色文旅，助力產業新發展

在中國革命的搖籃、國家5A級景區的井岡山，每天撥撥來自五湖四海的游客，踏訪革命先輩的足跡，重溫中國革命斗爭的歷史。

井岡山市公安局就坐落在井岡山風景名勝區內，近年來，該局立足旅游警務這一主線，針對轄區獨特的地理位置和治安特點，精準把脈、靶向施策，緊扣游客的吃、住、行、游，全力夯實社會治安管理基礎，用心用情服務游客，全力守護平安景區。

“我們巡邏的每一步，都在丈量著先輩們用草鞋踏出的革命道路。”中央紅軍長征集結出發地紀念園內，于都縣公安局創新“紅警驛站”服務模式，特巡警隊員牽著警犬巡邏的身影與紀念碑交相輝映。

為了更好地保障游客人身及財產安全、景區安全穩定，江西各地公安機關治安部門在強化巡邏防控的基礎上，對景點、旅館、民宿、KTV、足浴場所等重點部位開展拉網式清查，切實消除各類安全隱患。

與此同時，針對旅游景區“黃牛”倒票行為和涉旅投訴，江西公安機關治安部門主動摸排違法犯罪線索，依法從嚴從快查處景區及周邊各類違法犯罪活動，共立刑事案件1起（詐騙案）、行政案件11起，行政拘留16人，追繳違法所得36萬余元，下架違規門票網店1個。全省交警定期組織集中整治統一行動，加大路檢路查力度，嚴查旅游包車超員、超速、疲勞駕駛、違法超車等交通違法行為，共查處旅游客運車輛各類違法行為6546起。

2025年6月1日早6時30分，南昌市公安局70名警旗隊隊員身著警禮服邁著整齊堅定的步伐，護送國旗進場。現場群眾肅然仁立，靜靜等待國旗升起的莊嚴時刻。

紅色江山，熱血鑄就；紅色血脈，代代相傳。每月1日清晨的八一廣場升旗儀式系南昌市的一大人文景觀，南昌公安警旗隊已成為這座英雄城的亮麗名片。
