九江：打造旅游警務(wù)新范式

快警護(hù)衛(wèi)廬山

在云霧繚繞的廬山之巔，廬山市公安局將旅游警務(wù)深度融入5A級(jí)景區(qū)管理與世界遺產(chǎn)保護(hù)。

20年前，廬山牯嶺鎮(zhèn)百戶居民敲鑼打鼓為云中派出所送來(lái)的“警察楷模”牌匾現(xiàn)在依然掛在廬山市公安局云中派出所的二樓，這不僅是對(duì)當(dāng)時(shí)民警工作的認(rèn)可，更成為一代代廬山公安人的精神傳承。

“旅游安全就是我們廬山公安的晴雨表。”廬山市公安局云中派出所所長(zhǎng)陳椿胺說(shuō)，這句話道出了全體民警的堅(jiān)守。2025年1月10日，作為九江公安第一批城市快警試點(diǎn)之一，廬山快警中隊(duì)正式成立。這支高效響應(yīng)的隊(duì)伍，是社會(huì)面巡邏防控的中堅(jiān)，是應(yīng)急處突的尖刀，更是快速反應(yīng)的先鋒。

2025年2月22日，一名外籍游客誤訂了不能接待外賓的民宿，因語(yǔ)言不通和登記困難陷入困境。接到求助后，快警隊(duì)員迅速趕到，用流利英語(yǔ)溝通，聯(lián)動(dòng)出入境管理部門，高效解決了住宿難題。“Thankyouverymuch！Chinesepolicemenareall very good！（非常感謝！中國(guó)警察真棒！）”，外籍游客發(fā)出了由衷的贊嘆。

快速到達(dá)現(xiàn)場(chǎng)只是第一步，妥善處置才是關(guān)鍵。為化解群眾間的“小摩擦”“小糾紛”“小矛盾”，云中派出所構(gòu)建起多元調(diào)解機(jī)制。以“庭所銜接”“民調(diào)入所”“律師進(jìn)所”為基礎(chǔ)，劃分13個(gè)“警格”，與“網(wǎng)格”雙頻互動(dòng)，探索出“云閃調(diào)”工作法。2024年10月6日，兩個(gè)香港旅游團(tuán)因排隊(duì)乘車發(fā)生糾紛，情緒激動(dòng)。民警啟動(dòng)“云閃調(diào)”，通過(guò)“筆 + 手勢(shì)”交流，歷時(shí)3小時(shí)、3頁(yè)紙的說(shuō)理，成功化解矛盾，保障了游客后續(xù)行程的順利。

“要讓游客高高興興上山，不留遺憾回家。”陳椿胺說(shuō)。為此，云中派出所建立“公安 + 職能部門 + 旅游仲裁”大聯(lián)動(dòng)機(jī)制，推行“調(diào)解 + 仲裁”同步、“預(yù)賠制”先行的模式。當(dāng)?shù)卣磕?0萬(wàn)元專項(xiàng)資金保障，配合跟蹤回訪，確保矛盾糾紛及時(shí)化解。年均300余起糾紛調(diào)處，超 98% 的成功率與滿意率，正是廬山公安守護(hù)游客平安的有力證明。

2025年，廬山景區(qū)成立了廬山移民事務(wù)服務(wù)中心，在廬山交通索道下站售票大廳旁，裝飾新穎的廬山移民事務(wù)服務(wù)中心大廳成為了人境游客們眼中便捷、高效的旅游服務(wù)新坐標(biāo)。美國(guó)游客喬納森·莫瑞森暑假隨親屬來(lái)廬山旅游，他說(shuō)：“我在辦理境外人員臨時(shí)人住登記手續(xù)時(shí)，廬山移民事務(wù)服務(wù)中心的民警非常地樂(lè)于助人，他們指引我在指定地點(diǎn)辦理注冊(cè)手續(xù)，并且詳細(xì)講解了需要完成的步驟，他們很熱心，給我提供了便捷的服務(wù)，這樣的旅游體驗(yàn)太好了。”

在廬山移民事務(wù)服務(wù)中心，前臺(tái)陳列了英語(yǔ)等多種語(yǔ)言版本的入境旅游指南，詳細(xì)地展示了人境游政策、廬山旅游路線推薦等服務(wù)信息，每位人境游客都能便捷地獲取出行所需資訊；布設(shè)了中英雙語(yǔ)ATM機(jī)、支付咨詢服務(wù)平臺(tái)及配有多種語(yǔ)言的境外游客售取票機(jī)等現(xiàn)代化旅游服務(wù)設(shè)施，多次為人境游客提供了居留旅行服務(wù)、手機(jī)支付、文旅導(dǎo)覽、手機(jī)通訊等“一站式”便捷服務(wù)，持續(xù)優(yōu)化了人境游客在廬山的旅游體驗(yàn)，向入境游的賓客們呈現(xiàn)了充滿煙火氣、人情味、文化韻、科技感和國(guó)際范兒的廬山。

單車巡邏西海

廬山西海，位于中國(guó)長(zhǎng)江中下游九江市境內(nèi)，是一處集國(guó)家5A級(jí)景區(qū)、國(guó)家水利風(fēng)景區(qū)、國(guó)家森林公園、亞洲最大土壩水庫(kù)、全國(guó)佛教樣板叢林于一體的山岳湖泊型特大景區(qū)。它由亞洲第一大土壩柘林大壩截江西五大水系之一的修河而成，水域面積308平方公里，8000多個(gè)島嶼，星羅棋布。

夢(mèng)生山碼頭堤岸上，兩名騎著單車的民警迎面而來(lái)民警李云峰介紹說(shuō)，他們使用的是配有滅火器、車載儲(chǔ)物箱等裝備的新式警用自行車，每天要沿著湖區(qū)開展巡邏。各類宣傳資料、便民聯(lián)系卡、派出所問(wèn)卷調(diào)查、人員信息采集表、戶籍辦理材料表、矛盾糾紛排查表這些都是廬山西海分局“單車警務(wù)”車載儲(chǔ)物箱里的“家當(dāng)”，民警隨車帶著這些“家當(dāng)”，為景區(qū)附近的居民送去了暖心便民服務(wù)，也可以隨時(shí)停車，接受游客的詢問(wèn)和求助。

單車巡邏是九江市公安局廬山西海公安局立足景區(qū)特色，積極探索創(chuàng)新，推出一系列行之有效的旅游警務(wù)措施，湖光山色之間，騎行巡邏成為了一道獨(dú)特的風(fēng)景線。

夜色下的柘林老鎮(zhèn)傳來(lái)了一陣清脆的車鈴聲，石板路上民警余少東和同事一起開始了單車夜間巡邏。“見警察、見警車、見警燈”，絢爛的霓虹與閃爍的警燈交相輝映。“每逢節(jié)假日，柘林老鎮(zhèn)人流量劇增，特別是在夜間，我們不間斷巡邏，就能夠第一時(shí)間發(fā)現(xiàn)問(wèn)題、解決問(wèn)題。”柘林老鎮(zhèn)巡邏民警、柘林派出所副所長(zhǎng)余少東介紹說(shuō)。

沒(méi)有警車的呼嘯而過(guò)，取而代之的是清脆的“丁零”聲。湖光山色與騎行民警，繪就和諧的美感。這是西海分局創(chuàng)新推出的“單車警務(wù)”模式，借用自行車“小巧靈活、機(jī)動(dòng)性強(qiáng)”的優(yōu)勢(shì)，在人、車流量較大時(shí)，可以大幅度提升執(zhí)勤民警到達(dá)事故、糾紛地點(diǎn)的速度，實(shí)現(xiàn)快速反快速處置，從而進(jìn)一步提高對(duì)景區(qū)的動(dòng)態(tài)管控能力，拉近警民之間的距離，實(shí)現(xiàn)警務(wù)工作的延伸和高效覆蓋。

在碧波蕩漾的廬山西海水面上，一支專業(yè)的水警隊(duì)伍正守護(hù)著這片珍貴的水域。廬山西海的一級(jí)水質(zhì)不僅是生態(tài)保護(hù)的成果，更是吸引游客的核心資源。水警大隊(duì)民警劉定欣和輔警王星星穿戴好警用救生衣，拿著宣傳單，走向警用巡邏快艇。船艇解纜，馬達(dá)聲響起快艇從湖面疾馳而去，在船后掀起一朵朵浪花，船尾的五星紅旗迎風(fēng)招展。水警巡邏艇每日穿梭于各島嶼之間，執(zhí)行著水質(zhì)監(jiān)測(cè)、非法捕撈巡查、水上交通安全監(jiān)管等多項(xiàng)任務(wù)。在旅游旺季，水警工作更加繁忙。他們需對(duì)近120艘游船進(jìn)行安全檢查，確保救生設(shè)備齊全、船員持證上崗。同時(shí)，還承擔(dān)著水上救援的重任。

太感謝你們了，要不是你們爭(zhēng)分奪秒，我這條命都懸乎了！”2023年4月30日，一名武漢籍游客陳先生在廬山西海風(fēng)景區(qū)西海漁村游玩過(guò)程中突感心臟不適，情況危急，水警大隊(duì)民警立即駕駛警用快艇護(hù)送返程，伴隨護(hù)航快艇閃爍的警燈與馬達(dá)發(fā)出的陣陣轟鳴聲，僅6分鐘后，快艇便抵達(dá)了夢(mèng)生山碼頭。隨后，民警將游客送往了最近的醫(yī)院，全程用時(shí)不到15分鐘，為游客的緊急救援爭(zhēng)取了寶貴時(shí)間。

在廬山西海湖面上空，一架印有“公安”標(biāo)識(shí)的無(wú)人機(jī)正穿梭于千島之間，實(shí)時(shí)回傳的4K畫面清晰顯示著湖面游船軌跡與島嶼植被動(dòng)態(tài)。這是西海公安新組建的“空警小隊(duì)”，2架搭載熱成像儀、喊話器和應(yīng)急物資投送裝置的警用無(wú)人機(jī)，每日分時(shí)段對(duì)1667個(gè)3畝以上的島嶼及核心水域開展立體巡查。

“無(wú)人機(jī)視角能快速鎖定湖面非法捕撈船只，10分鐘內(nèi)就能抵達(dá)現(xiàn)場(chǎng)。”空警小隊(duì)隊(duì)員韓子鈺演示著操控屏向記者說(shuō)道。據(jù)統(tǒng)計(jì)，無(wú)人機(jī)投入使用后，水域違法案件發(fā)現(xiàn)時(shí)效提升 80% ，曾在今年五一假期成功協(xié)助救援兩名被困孤島的徒步游客一通過(guò)熱成像定位后，無(wú)人機(jī)僅用3分鐘就將救生衣和通信設(shè)備精準(zhǔn)投送到事發(fā)區(qū)域。
