

在贛東北大地,上饒宛如一顆璀璨的明珠,鑲嵌于山水之間。在這里,自然風光旖旎,三清山的奇峰怪石在云霧中若隱若現,仿若仙境;鄱陽湖的浩渺煙波,水天相接,盡顯壯闊之美;望仙谷的懸崖民宿,錯落有致,宛如隱居桃源上饒正以其深厚的人文底蘊和獨特的魅力,吸引著五湖四海的游客紛至沓來,成為人們心馳神往的旅游勝地。
隨著文旅產業的興起和游客數量與日俱增,如何保障游客安全和旅游體驗,成為擺在上饒公安面前的重要課題。為此,上饒市公安局積極探索、勇于創新,推出了一系列旅游警務工作舉措,為這片美麗的山水注入了堅實的安全保障,繪就了一幅平安與美景相互交融的動人畫卷,守護著每一位游客的“詩和遠方”。
云端護平安
位于上饒市東北部的三清山有著獨特的花崗巖石柱和山峰,栩栩如生的花崗巖造型石與豐富的生態植被、遠近變化的氣候奇觀相結合,創造了世界上獨一無二的景觀,被世界教科文組織列為世界自然遺產地、世界地質公園。景區總面積229.5平方公里,主峰玉京峰海拔1819.9米。景區內千峰競秀、萬壑奔流、古樹茂盛、珍禽棲息,終年云纏霧繞,充滿仙風神韻,同時,它又是一座經歷了千年人文浸潤的道教名山,迄今1600余年,被譽為“中國古代道教建筑的露天博物館”,現為國家級文物保護單位、國家5A級旅游景區。

早些年,為進一步推進基層社會治理新常態,上饒市公安局三清山分局在核心景區建成三座警務室,分別是海拔1396米的杜鵑谷警務室,位于三清山南部天門群峰腹地、海拔1261米的梯云嶺警務室,以及北部三清宮旁、海拔1533米的三清宮警務室。警務室常年被籠罩在云霧中,所以被人們稱為“云中警務室”。3個警務室共有12名民警和輔警,確保一年365天24小時值守,為這片200多平方公里的仙境勝地筑牢了安全防線。
杜鵑谷警務室借用景區管理局的兩間小房依山而建,門口就是一節節山路,空間很擁擠卻“五臟俱全”:接待室里,兩張辦公桌占據了有限的空間,僅能容納寥寥幾人站立;臥室里,兩張上下鋪床和警用裝備柜幾乎將空間填滿。裝備柜里滿滿當當,氧氣包、一次性雨衣、雨傘、常用藥品醫用箱等一應俱全,時刻為有需要的游客提供幫助。
山上的氣候變幻無常,一年之中,山中有200多天降雨,潮濕的空氣仿佛能擰出水來。尤其是在冬季,寒冷的山風呼嘯而過,室內濕冷異常。“為了不破壞生態環境,山上所有房屋都沒有安裝空調。”三清山公安分局景區治安網格負責人朱震說,“只能夏天吹風扇,冬天靠電熱毯和取暖器。”
盡管環境惡劣,卻無法阻擋民警們守護景區的堅定步伐。在前幾年的“巨蟒峰損毀案”中,3名外地攀巖游客在巨蟒峰上打入26顆巖釘,對巖體造成不可修復的嚴重損毀。“接警后,我們帶著無人機,從山下的派出所出發,先坐索道,再沿棧道一路飛奔趕到現場。”回想起當時出警的過程,三清山公安分局治安大隊負責人薛建華頗有感慨,“又累又費時間。”后來,該案還作為推動全球生態環境治理的典型案例,被聯合國環境規劃署環境法數據庫收錄。
現在,杜鵑谷警務室離巨蟒峰只有10多分鐘的徒步路程,不僅安裝了堅固的護欄,還有視頻探頭和電子報警器實時守護。一旦有人擅自跨越護欄,報警器便會立即報警,民警在警務室就可通過視頻監控觀察現場情況。“有了‘云中警務室’,不論是游客走失、突發疾病還是各類糾紛,我們都能迅速響應、妥善解決。”三清山公安分局黨委委員、辦公室主任徐德炳介紹說。
從杜鵑谷警務室沿著陽光海岸棧道前行,一路上,機靈可愛的小松鼠“無視”游客,不斷在林間穿梭跳躍。據徐德炳介紹,自“云中警務室”成立以來,在這片擁有豐富多樣野生珍稀動植物資源的大山里,從未發生過一起小動物被傷害事件。景區的160余個語音廣播也會時刻提醒游客不要投喂傷害小動物,并嚴防煙火。
此情此景引來游客們紛紛拿出手機記錄下這美好的一刻。看著倚在高空棧道崖邊拍照打卡的游客,不禁讓記者擔心他們的手機不小心就會掉下山去。“這個不用擔心,”同行的三清山公安分局景區治安網格負責人朱震回答道,“景區里有專門聘請的‘蜘蛛人’,免費幫大家撿手機。”
多年的巡山經驗,讓“云中警務室”的民輔警們對山中的一草一木、一景一物都了如指掌。“我們每天走一兩萬步是‘家常便飯’,多的時候三四萬步,”梯云嶺警務室民警章軍華說,“上級每年超額給我們配發5雙鞋子,都走破了。”
此外,民警還考取了導游證,看似相似的樹木與山路,在他們眼中都可以成為定位參照物,不僅能為游客提供專業的導游服務,遇到游客需要救助時,只憑一張照片就能輕松地從周邊環境判斷出準確地點。
為了更好地服務游客,三清山公安分局將警務室、景區管理人員、環衛工、導游、挑夫、轎夫、商家等組織起來形成網格,大家信息互通,緊密協作,共同為景區的平安穩定貢獻力量:山南邊的導游發現游客遺失身份證,山東邊的環衛工人撿到后,會迅速送到索道站;陽光海岸的轎夫發布走失老人的照片,帳篷營地老板即刻回應,稱老人在日上山莊;民警反饋飛仙谷指示牌脫落存在安全隱患,景區管理局立刻安排人員前往維修…
智慧民宿 +
今年5月的一個深夜,三清山公安分局指揮中心接到浙江王女士打來的報警求助電話,稱她與獨自來三清山旅游的女兒失去了聯系。接警后,民警立即打開“智慧民宿+”管理系統,僅用五分鐘就找到了在杜鵑谷景區帳篷營地內安然熟睡的女孩。王女士懸著的心終于落地,連聲感激景區民警的高效守護。
“正是依托‘智慧民宿 + ”管理系統,每位人住游客通過二維碼掃描就可以快速完成登記,信息同步匯入系統。”三清山公安分局景區治安網格負責人朱震介紹說。近年來,三清山的民宿產業如雨后春筍般興起,高峰時期數量多達330余家。然而,民宿點多面廣、位置分散,且多數為民房改造,經營模式靈活多樣,給管理工作帶來了諸多挑戰。旅游旺季時,游客辦理入住手續常常需要排長隊等待,部分民宿經營業主為圖省事,不按規定登記旅客入住信息,導致公安部門難以掌握準確底數,監管難度加大,給景區治安埋下了隱患。
為進一步規范民宿管理、優化旅游環境,上饒市公安局三清山分局積極探索創新,推出智慧民宿管理工作,投入大量精力研發了“智慧民宿 + ”管理系統,悄然改變了民宿管理的傳統模式。民宿經營業主只需在線注冊該系統,后臺便會自動生成專屬二維碼,游客在抵達民宿后夜晚,民警在三清山杜鵑谷帳篷營地進行安全檢查用手機掃描二維碼,就可以便捷地自行登記上傳身份信息。隨后,系統自動快速核實信息,讓游客輕松完成入住登記。尤其是在節假日客流量大時,游客還能提前掃碼登記,到店后直接分配房間,有效避免了扎堆等待的現象,極大地提高了前臺辦理效率。


“這個系統具備住客遠程登記、智能分配房間、業主前端操作、公安后臺統計等特點,”三清山公安分局金沙派出所所長吳田田說,“之所以推廣得這么成功,就是因為免費又實用。”三清山公安分局充分考慮民宿經營成本,通過政府主導搭建平臺,不向民宿老板收取任何系統使用和維護費用,將信息化管理的便利切實傳遞給每一位經營者,從而讓他們能夠將更多資金和精力投入到提升服務品質上。在景區經營民宿的歐陽老板感慨道:“以前登記信息要花費不少時間和成本,現在有了免費的智慧系統,既省心又省錢。”
在三清山公安分局指揮中心,記者看到,液晶顯示屏上清晰地呈現出各民宿、酒店的實時入住情況。“通過系統的數據分析功能,公安部門能夠精準掌握各類信息,從而有效避免了因人工登記失誤或信息滯后帶來的管理漏洞。”三清山公安分局治安大隊負責人薛建華介紹道。
據了解,該系統不僅具備基本的住宿登記功能,還涵蓋安全管理、服務監督等多個方面。對于民宿和酒店方而言,能通過系統實時查看消防設備狀態、安全通道情況等,及時發現并消除安全隱患;公安部門也能借助系統對民宿的安全管理工作進行遠程指導和監督,定期推送安全培訓資料和管理規范。系統還面向游客提供在線評價功能,對住宿體驗進行反饋,促使民宿不斷改進服務質量。如果游客在住宿期間遇到問題,可通過系統直接向警務室求助,從而實現民警快速響應,及時解決困難。此外,系統還具備通告發布、風險預警等實用功能,一旦發生緊急情況或安全隱患,能夠及時向相關人員發送通知,提前做好防范工作。
如今,“智慧民宿 + ”管理系統已在全市范圍內推廣應用,每個人駐帳篷、民宿如同嵌入安全網絡的節點,在提升民宿安全管理水平的同時,也為公安機關提供了有力的技術支撐。
“這套系統已經成了公安、民宿老板和游客共同認可的‘三贏’舉措,”三清山公安分局局長劉道勝笑著說道:“大家的‘詩和遠方’就能走得更安心。”
警航護藍天
“太震撼了,警察無人機在景區上空盤旋,不僅讓我們感覺安全感滿滿,還從另一個視角欣賞到了望仙谷的壯美景色!”7月5日,在望仙谷景區,來自廣東的游客陳先生興奮地說。這背后,便是上饒市公安局廣信分局望仙派出所創新旅游警務模式、利用警航力量為景區保駕護航的積極實踐。近年來,“科技服務警務”已成為上饒市公安機關的發展共識,尤其是將警用無人機技術與警務工作深度融合,更是走出了“基層可應用、發展可持續、經驗可復制”的上饒警航發展新模式。
望仙谷原是一片廢棄的礦山,在保護原有生態環境的基礎上,進行了山谷景區開發,如今以獨特仙俠風格而聞名。這里的建筑依山而建,高低錯落,沿著蜿蜒的峽谷蔓延開來,峽谷內溪流潺潺,瀑布飛瀉,清新的空氣和秀麗的自然風光相得益彰,仿佛穿越時空走進了古樸而神秘的畫卷。尤其是居住在峭壁之上的懸崖民宿,清晨醒來,云霧繚繞,仿佛讓人置身于仙境之中。
每逢節假日,望仙谷的日均客流量可達2萬余人,公安機關的傳統巡邏方式難以實現全方位、無死角的管控。為此,望仙派出所利用警用無人機化身“天空之眼”,實現了“傳統步巡車巡 + 科技賦能警航”的優勢互補。
警航充分發揮視野廣、機動靈活、反應快速的優勢,彌補了基層警力短缺、突破了環境限制,提升了治安防控效率。”望仙派出所所長寧波介紹說。每天,民警都會操作無人機從景區警務崗亭起飛,沿著蜿蜒的峽谷、熱鬧的巖鋪老街、高聳的懸崖民宿區域等重點部位進行高空巡查。無人機搭載高清攝像頭,可360度旋轉拍攝,精準捕捉到景區內人員聚集、違規攀爬、游客走失、交通擁堵等安全隱患,并將實時畫面清晰傳輸回地面指揮中心。

據了解,為致力實現全市警用無人機的高效指揮調度、科學運行管理以及多元警務應用,上饒市公安局專門設立了“警航辦”,明確由特警支隊牽頭負責指導全市警航建設,市縣兩級設立警航大隊、警航中隊等專職機構,形成了“市局統領、區縣指揮、基層響應”的三級警航架構,并建成全市警用無人機空地一體指揮調度平臺,打破地域限制,對各地的警用無人機進行統一指揮和調度。
“警航的應用,已經將警情響應速度從‘按分算’壓縮到了‘按秒計’。”上饒市公安局特警支隊副大隊長程萬斌介紹說,全市公安機關還會定期對“飛手”開展實戰培訓和比武,重點培養基層“無人機 + 警務”復合型人才。目前,全市公安機關共有部、省級無人機教官3名、專業飛手1080名,其中持有警用無人機證94人、民用CAAC無人機證390人。全市警航飛行架次共計12.3萬余次,飛行時長5.54萬余小時,飛行里程達140萬公里。
“警用無人機降低了人力巡邏投入,優化了警務治理成本。”程萬斌表示,“對群眾而言,‘全域守護’‘快速響應’能帶來更直觀的安全保障,實現了警務效能釋放和群眾獲得感提升的雙向奔赴。
從三清山的奇峰峻嶺,到鄱陽湖的浩渺湖面,再到望仙谷的仙俠世界,上饒公安不斷提升旅游警務效能,讓“警察藍”成為上饒旅游最美的底色。他們在山水間堅守,在科技中探索,在服務中前行,為游客創造了安全、有序、便捷的旅游環境,讓每一位游客留下美好的回憶,帶著滿滿的安全感踏上歸程。

However, the booming cultural tourism and growing number of tourists pose a challenge to local police authorities in terms of tourist safety and experience. Tothis end,The Shangrao Public Security Bureau has launched a range of policing measures. Police PostsintheClouds
Sitting in the northeast of Shangrao, Mount Sanqing features unique, vivid granite pillars and peaks in various shapes and sizes, lush vegetation and a constantly shifting climate which combine to create exceptional spectaclesrarelyseenelsewhere.Themountainhasbeen listed asa World Natural Heritage Site anda Global Geopark by the United Nations Educational, Scientific andCultural Organization (UNESCO). The parkcovers a total area of 229.5 square kilometers, with Yujing Peak, themountain's highest point, standing at an altitude of 1,819.9 meters. With splendid peaks, streams gushing downravines,andlavishancienttreesinhabitedbyrare birds,themountainiscloakedinmistandcloudsall year round, exuding an enigmatic and ethereal vibe. It isalso a famous Taoistmountainthathasbeennurtured by a rich Chinese cultural legacy for more than 1,600 years.Hailed as \"an open-air museum of ancient Chinese Taoistarchitecture,\"themountainhasbecomeanational cultural heritage siteandanational 5A scenicattraction.
A few years earlier,aspartof effortsto further promote the new normal of grassroots governance, the Sanqingshan Branch of the Shangrao Public Security Bureau set up three police posts at key scenic spots: the Cuckoo Valley Police Post at an elevation of 1,396 meters; the TiyunRidge PolicePostin theheartof the peaks to the south of the mountain and 1,261meters; andtheSanqingPalacePolicePostnearthenamesake palaceinthenorthat1,533meters.Dubbed \"Postsinthe Clouds,\" the postsare staffed by12 regularand auxiliary police officers,with people on duty around the clock to keep the 2oo-plus-square-kilometer fairyland under security.
TheCuckoo Valley PolicePostwasconverted fromatworooms ofthepark administrationbureauon the mountainside. a zigzagging trail leads to the door. Compact as it is,the post is well-equipped. The reception room is largely dominated by two desks, allowing limited room for fewpeople to stand;whilethebedroom isnearlypacked,with two bunk bedsand a police outfit locker. The locker is filled with essential equipment, including an emergency oxygen kit, disposable raincoats, umbrellas,andamedicalkit,whichisalsoavailableto tourists in need.
The changeable mountain climate features rainfall more than 2Oo days a year. The moist air hangs so thick it feels saturated enough to wring water out. In winter, icy wind roarsunabatedly,making it extremelycold and clammy. \"To avoid any damage to the ecology, none of the posts have air conditioning,\" said Zhu Zhen,chief of the grid-based scenic area policing squad of the Sanqingshan Branch. \"So we have to rely on electric fans in scorching summer days and electric blankets and heaters in chilly winter.\"
However,theyhaveneverbeendeterredbythe severe weather conditions.Some years ago, three nonlocal rock climbershammered 26 pitons into a tall rock named \"Giant Python,\" causing severe,irreparable damage to the rock mass. \"When we got the call,we tookadronewithusand setoutfromthestationat the foot of themountain.We rodea cable car up the mountainbeforerushingdownacliffwalkwaytothe scene,\"Xue Jianhua,chiefofthepublic security squad ofthe Sanqingshan Branch,recalled emotionally.\"It wasexhaustingand time-consuming.\"Later,the case was selected as a typical example for the governance of global ecology and included in the Environmental Law database by the United Nations Environment Programme.
Now,the Cuckoo Valley Police Postisonlyabout a10-minutewalkfromthe\"GiantPython\"rock.With rails,cameras,alarms installed,the peak isnowbetter protected. Any trespassing will soon be detected by the warning system,which will further result in an immediate scrutiny through the surveillance camera. \"The 'Posts in the Clouds' helps us respond swiftly and properly to emergency cases such as lost tourists, sudden diseases, and various kinds of disputes,\" said Xu Debing, amember of the party committee and the office director of the Sanqingshan Branch.
Along the \"Sunshine Coast\" cliff walkway outside the Cuckoo Valley Police Post, many cute squirrels scurry merrily from tree to tree oblivious to the surrounding tourists.According to Xu, there have been no reported cases of injured wild animals in the mountainareaaboundingwitha widediversity of rare flora and fauna since the police posts were established. More than 16O radio sets are also installed across the scenicareatoremindtouristsnottofeedorhurtanywild animalsandtoavoidsmokingandopenflames.
Thescenesare so harmoniousand lively that tourists cannot help but take out their smartphones to capture the moment.Thesight,however,makesthecorrespondent worry that their phones might slip out of their grasp. Zhu Zhen, chief of the scenic area policing squad, who accompanied me during the field investigation, said:\"No need to worry. We have 'spidermen' braced for picking up the fallen phones, free of charge.\"
Years of patrolling help the officers familiarize themselveswitheach inch ofthelandscapeliketheback of their hands. \"Ten to twenty thousand steps each day isregular,and sometimesuptothirty or forty thousand,\" said Zhang Junhua, a police officer of the Tiyun Ridge Police Post. \"We are allocated five extra pairs of police shoes annually - but they all get worn out.\"
Moreover, the officers are also certified tour guides. They become so familiar with the area that they can use seemingly identical treesand paths as markers to pinpoint the location in case of emergency.
To serve tourists better, the Sanqingshan Branch brings together the police officers of the posts, the management staff of the scenic area, sanitation workers, tour guides, cargo porters, sedan-chair bearers, and storekeepers to form a grid-based service network in which everyonesharesinformationinclosecollaboration to contribute to the peace of the scenic area. For instance,whena tour guide reported thata travelerin the southpartofthemountainlosttheirIDcard,a sanitation worker who had picked the card up in the east would sentittothecablewaystation;whenasedan-chairbearer on the Sunshine Coast cliff walkwayposteda photo of a lostelderlyman,atentcampsitebossresponded thatthe hehad been spotted near theRishangResort Hotel;and whena policeofficerreportedasignboard in theFlying Fairy Valley was about to fall off,posingpotential safetyrisks,theadministrationbureauofthescenicarea immediately sent staff members to repair it.
\"Smart Homestay+\" System
OnenightinMay2025,thecommandcenterofthe Sanqingshan Branch received an emergency call from Ms.Wang from Zhejiang Province,who said that she had lost touch with her daughter who was touringaround the Sanqingshan scenic area alone. The police officers on duty immediately opened the \"Smart Homestay+\" system, locating the girl within five minutes- she was sleeping soundly at a campsite in the Cuckoo Valley area. The good news relieved Ms. Wang's anxiety, and she expressed her profuse gratitude to the police for their efficiency.
\"Thanks to the system, tourists can now check in at homestays by simply scanning a QR code, and their personal information will be registered with us,\" said Zhu Zhen. Over the years, the Sanqingshan scenic area has found the homestay sector flourishing with as many as 330 guesthouses open during peak seasons. However, theyarescatteredaroundandalargemajorityofthem are converted from private homes,with varying business models,making it a challenge to bring them under regulation. In peak seasons,long queuesare common and some homestay operators would skip registering gueststo save time,whichnotonlyhinderedauthorities data collection but created supervision difficulties, therebyunderminingeffortstopolicethescenicarea.
To further improve homestay regulation and tourism experience,theSanqingshanBranchlaunchedthe\"Smart Homestay+\" platform, which has quietly reformed traditional homestay operations since it went live.Once registered online,each homestay operatorwill receive aunique,automatically generated QR code. Guests can scanthis code upon arrival at their guesthouses,upload theiridentity information, and complete check-in in a matter of seconds after automatic verification. During holidays, tourists can even bring forward their checkin and head directly to their assigned room upon arrival, effectively avoiding a long queue while greatly boosting reception efficiency.
\"The system enables remote check-in and intelligent room assignment for tourists, easy front-end operations for homestay keepers, and backend statistical monitoring forpoliceauthorities,\" said wu Tiantian,chiefof the Jinsha Police Station under the Sanqingshan Branch. \"The system is popular because it's free and easy to use.\" To ease the financial burden on homestay operators, the system is developed by the local government,available to all,without any usage or maintenance fees. This allows homestay operators to enjoy the benefits of digitalizationand focustheirresourcesonhigher service quality. Mr. Ouyang,a homestay operator in the scenic area,marveled: \"It was time-consuming and costly toregisterguests'personal information.Now,with thisfree,smart system,thistaskhasbecome easyand economical.\"
Atthecommand center of the Sanqingshan Branch, alargedigital dashboard displaysreal-time data and information about the occupancy of all homestays and hotels. \"The system's data analysis provides us with awide variety of information, effectively closing loopholes in registration or information update,\" said Xue Jianhua, chief of the public security squad of the Sanqingshan Branch.
The system goes far beyond accommodation registration-it is also an integrated platform for security management and service supervision. For homestays and hotels, the system provides real-time monitoring of fire safety equipment and emergency exits, enabling early detection and timely removal of potential hazards. Forpolice authorities,it supports remote guidance for and supervision of homestays' safety efforts, including regularly promoting safety training materials and regulatory standards. For tourists, the system encourages feedback and reviews to help improve accommodation and,in the event of an issue,sends their requests directly to the police posts for rapid resolutions. Plus, the system features practical functions such as public announcements and risk alerts to enable timely warnings and preventive actions in case of emergencies or safety risks.
Today,the \"Smart Homestay+\" system has been extended citywide.By turning every tent and homestay into a node of the security network, the platform not only enhances the overall safetymanagement of guesthouses but also provides powerful technical support for policing services.
\"It's a 'triple-win' solution highly welcomed by police authorities,homestayoperators,and tourists alike,\" said Liu Daosheng, director of the Sanqingshan Branch,with a big smile on his face. \"Now everyone can enjoy their poetic journey with greater peace of mind.\"
Police Drones in the Sky
\"It was incredible. Police drones were hovering over thescenicarea,not onlymakingusfeel saferbutalso offering an aerial view of the breathtaking beauty of the Wangxian Valley,\"exclaimedMr.Chen,atouristfrom Guangdong Province, when touring the valley on July 5. This remarkable experience is a result of an innovative approachto tourism-oriented policing,launched by the Wangxian Police Station,underthe Guangxin Branch of the Shangrao Public Security Bureau. In recent years, policiesagenciesacrossShangrao havedevelopeda shared vision for\"tech-driven policingservices.\"Guided bythis philosophy, they have integrated drone technology into day-to-day operations, creating a new pattern that is applicable, sustainable, and replicable.
Once an abandoned mining site, the Wangxian Valley has been transformed into a popular tourist destination with its pristine ecosystem well-preserved, now well-known for its distinctive, fantasy-like landscape.
