中國第十一支赴聯(lián)合國南蘇丹任務(wù)區(qū)維和警隊出征

8月5日上午，中國第十一支赴聯(lián)合國南蘇丹任務(wù)區(qū)維和警隊出征儀式在舉行。8月6日凌晨，17名中國維和警察將乘機赴南蘇丹執(zhí)行維和任務(wù)。

公安部國際合作局有關(guān)負責(zé)人表示，今年是聯(lián)合國成立80周年，也是中國警察參與聯(lián)合國維和行動25周年，作為聯(lián)合國安理會常任理事國和第二大維和出資國，中國堅定支持并積極參加聯(lián)合國維和行動。此次向聯(lián)合國南蘇丹任務(wù)區(qū)派遣輪換警隊，是中國警察踐行全球安全倡議、履行大國責(zé)任擔當?shù)木唧w體現(xiàn)。

中國警隊赴克羅地亞執(zhí)行警務(wù)聯(lián)合巡邏任務(wù)

新華社北京7月17日電記者17日從公安部獲悉，應(yīng)克羅地亞國家警察總局邀請，公安部組建了中克警務(wù)聯(lián)合巡邏中國警隊，并于7月16日赴克執(zhí)行為期一個月的警務(wù)聯(lián)合巡邏任務(wù)。目前，8名聯(lián)巡隊員已順利抵達克羅地亞，并在我駐克使館的領(lǐng)導(dǎo)下開展各項工作。

公安機關(guān)偵破緬北果敢白家犯罪集團專案

新華社北京7月11日電記者11日從公安部獲悉公安部部署開展打擊緬北涉我犯罪專項工作以來，中緬雙方通過警務(wù)執(zhí)法合作和一系列打擊行動，累計抓獲5.7萬余名中國籍涉詐犯罪嫌疑人，緬北果敢“四大家族”犯罪集團遭毀滅性打擊。在公安部統(tǒng)一指揮下，相關(guān)地方公安機關(guān)全力推進“四大家族”犯罪集團相關(guān)案件偵辦工作近日，白家犯罪集團專案已提起公訴。

2015年以來，以白所成為首的緬北果敢白家犯罪集團為攫取非法利益，利用其家族在果敢政治、軍事、經(jīng)濟等領(lǐng)域的影響力，開發(fā)建設(shè)蒼勝科技園、百勝大廈、騰龍、鑫百利、王者紅樓、白鶴公館等41個大型賭詐園區(qū)，方面招攬吸引大量賭詐犯罪團伙人駐，對我民眾大肆實施虛假投資理財、刷單返利、冒充公檢法、虛假征信、冒充客服等電信網(wǎng)絡(luò)詐騙和網(wǎng)絡(luò)賭博等違法犯罪活動；另一方面不斷招募、誘騙國內(nèi)人員非法出境參與賭詐活動。同時，白家犯罪集團牽頭成立果敢娛樂管理委員會，通過向賭詐園區(qū)統(tǒng)一頒發(fā)推廣證，收取租金、人頭費、安保費等攫取了巨額非法利益。特別是白家犯罪集團長期以詐養(yǎng)兵、以兵護詐，對賭詐園區(qū)實施武裝管控“保護”，放任“金主”暴力管控、虐待、毆打甚至殺害犯罪團伙中不服從管理、不能完成詐騙業(yè)績、試圖逃跑的底層電詐人員。

2023年11月，公安部部署廣東省深圳市公安機關(guān)偵辦白家犯罪集團專案。同年12月10日，在掌握大量違法犯罪事實和證據(jù)的基礎(chǔ)上，公安機關(guān)依法對白所成、白應(yīng)蒼、白應(yīng)蘭公開懸賞通緝。2024年1月30日，依托中緬執(zhí)法安全合作機制，緬方將白所成、白應(yīng)蒼移交我方。截至目前，已有36名涉及白家犯罪集團案件的重要犯罪嫌疑人歸案。

為全面查清白家犯罪集團涉我違法犯罪情況，在中緬執(zhí)法安全合作機制框架下，我公安機關(guān)派出專案組冒著戰(zhàn)事風(fēng)險5次赴緬北，聯(lián)合緬執(zhí)法部門開展了大量艱苦細致的工作，查獲受害人尸骨、犯罪嫌疑人制毒工具等大量關(guān)鍵物證。同時，深圳公安機關(guān)抽調(diào)千余名精干警力奔赴全國200多個地市，對數(shù)千名電詐受害人逐一調(diào)查取證，全面收集固定證據(jù)。浙江省舟山市公安機關(guān)積極配合協(xié)助案件偵辦，緝捕審訊重要犯罪嫌疑人，完善證據(jù)鏈條。

公安機關(guān)經(jīng)偵查查明，以白所成、白應(yīng)蒼為首要分子的緬北果敢白家犯罪集團涉嫌詐騙，故意殺人，故意傷害，綁架，敲詐勒索，開設(shè)賭場，組織他人偷越國（邊）境，組織、強迫賣淫以及販賣、制造毒品等多項罪名，致我國公民6人死亡，涉詐案件3.1萬余起，涉詐資金超106億元，涉賭資金超180億元，制造并販賣毒品約11噸。

GUANGZHOU，July 11 （Xinhua）--In accordance withChineselaws，Chinahasindicted21keymembersofa telecom fraud crime group operatingin northern Myanmar on various chargesincluding fraud，operating casinos，intentional homicide，drugmanufacturing，andotheroffensesmainly targetingciviliansin China.

Accordingto China'spublic securityauthorities，the criminalgroupissuspected ofinvolvementinactivitiesthat ledtothedeathsof six Chinese citizens.Itis foundto be linked toover31，OoOtelecomfraudcases，withfraud-relatedfunds exceeding10.6 billionyuan （around1.48billion U.S. dollars）.

hasbuiltover41large-scalecompoundsinnorthernMyanmar to carry out telecom fraud and illegal online gambling operations，said the Chinese Ministry of Public Security （MPS）. These scam centers have been used to aggressively carry outillegal activities targeting Chinese citizens and to lure individuals from China into crossing borders illegally to engage ingamblingand fraudulentschemes.

Investigations further revealed thatthe criminal group maintained armedcontrol overthesecentersandcondoned violent enforcement tactics，includingabuse，assaultand even murderoflower-leveltelecomfraudoperatives.

InNovember2023，theMPSestablishedaspecialtask forceto investigate the Bay criminal group and later issued publicwantednoticesinDecember.

Thegroupisalso found to havebeeninvolved inthe productionand traffickingof approximately11 tonnes of drugs.

InJanuary 2024，undertheChina-Myanmarlaw enforcementandsecuritycooperationmechanism，Myanmar handedoverBaySawChainandBayYinChintoChinese authorities.Todate，atotalof36keysuspectsinvolvedinthe case have been taken intocustody.

Duringtheinvestigation，Chinese policedispatched task forcestonorthern Myanmarfivetimes，collectingkey evidence withthesupportofMyanmarauthorities.Domestically，over 1，000Chinesepoliceofficersweremobilized nationwideto gathertestimonyandevidencefromfraudvictims.

Through jointlawenforcement effortsanda series oftargeted operations，Chinese and Myanmarpolice have apprehended over57，Oo0 Chinese nationalssuspectedof involvement intelecom fraud schemes.Theseactionshave dealt a significant blow to major criminal groups operating in northernMyanmar.
