從文物保護到文化傳承民警與御窯的不解之緣
景德鎮御窯博物館的一個黃釉瓷器展柜前,志愿者朱緋正在聲情并茂地講解展柜中的幾件文物:“這個展柜共展示五件弘治皇帝朱祐模(在位時間1487—1505年)景德鎮御器廠生產的瓷器,取名‘嬌黃傲世。黃釉瓷創燒于明初御窯,是明清時期皇家控制最嚴格的一種色釉瓷,弘治朝所燒造的最為著名,弘治黃釉瓷被公認為低溫黃釉瓷的巔峰之作。這個時期的黃釉瓷釉面均勻、平整,呈色內斂淡雅,光澤如玉,給人以恬淡嬌嫩之美,所以又被稱為‘嬌黃’,又因嬌黃釉色嬌嫩如家中散養三年以上的老母雞的雞油一般,所以俗稱‘雞油黃’背后的故事解讀讓文物更具魅力。”講解的話音剛落,觀眾群中響起了一陣掌聲,不少觀眾拿出手機主動加朱緋的微信,要求再聽一場講解。
從警36年的朱緋,不僅是景德鎮御窯文化的講述者,更是御窯文物保護歷史的參與者、見證者和傳承者。

朱緋與文物保護的緣分,早在青年時代便已注定。27歲起,他參與偵辦多起盜掘文物、倒賣文物的案件,成功抓獲嫌疑人、追回珍貴文物。工作中的接觸和了解,燃起了朱緋對陶瓷文物的濃厚興趣。“在古玩市場,也會有一些售賣陶瓷碎片的小攤販,如何辨別古瓷片和仿古瓷片?如何進一步了解瓷片來源?這都是技術活!”朱緋饒有興致地說。以往辦案中遇到難題,都需要請專家來鑒定,幫助推動案件后續進展。在御窯博物館,朱緋憑借敏銳洞察和勤奮學習,跟著專家們請教學習古陶瓷鑒定和古陶瓷修復技術,練就了保護文物的“火眼金睛”和“工匠巧手”在他看來,一塊古瓷片到了研究人員手中,能解析出紋飾、器型、壞胎、材料、年代等上百條信息,對案件辦理與文物保護至關重要。2022年,御窯博物院聯合多家國內頂尖院校、機構,創立了世界首個集資料存儲、考古研究、科技分析、保護修復、成果展示于一體的“古陶瓷基因庫”。

御窯廠始建于明洪武二年(1369年),是明清時期專為宮廷生產御用瓷器的窯廠,代表了當時中國制瓷工藝的最高水平。如今,故宮博物院收藏的36萬多件陶瓷器中,90% 來自景德鎮御窯廠。陶瓷文化是景德鎮的“根”與“魂”,在一代代景德鎮公安守護下,御窯廠的千年窯火又煥發出全新生機。御窯廠遺址以東,坐落著建筑風格獨特的景德鎮御窯博物館,博物館的設計借鑒了景德鎮清代獨創的蛋形柴窯構造特點,8個長度不一、大小各異、錯落有致的多曲面鋼筋混凝土拱體結構,把建筑、景觀、遺址融為一體,榮獲“2017年度未來建筑獎”之“最佳文化建筑”。如今的御窯廠游人如織,成為世界各國游客來千年瓷都的必打卡地,穿著漢服沉浸式感受瓷器文化更是讓現場有了“一眼千百年”的獨特體驗。

陶陽里的摩托衛士
108條狹窄又富有煙火氣的里弄,窯磚做墻,舊瓷片鋪地,形成了陶陽里獨特的氛圍。小巷間,時常可見珠山派出所的摩托車巡邏。“選取摩托車巡邏主要是針對陶陽里的地形特點,摩托車靈活,可以快速、自由穿梭在里弄間。接到報警時能快速趕赴現場,同時也增加了片區的見警率。”珠山派出所所長盧景春介紹道。

據悉,珠山派出所轄區內的“陶陽里歷史文化街區”涵蓋108條千年老城里弄、400余年的明清窯作群和70余年的陶瓷工業遺產,其中明清御窯廠遺址是國家重點文物保護單位,自古以來就是景德鎮的陶瓷生產中心,保留了景德鎮最豐富的歷史和文化信息。陶陽里歷史文化街區嚴格遵循保護第一、修舊如舊的要求,實現了陶瓷文化保護與文旅產業發展的良性互動。
珠山派出所作為這一方“皇家瓷脈”的守護者,多措并舉,推動公共安全治理模式向事前預防轉型,建設“陶陽里警務室”,聯合陶陽里景區公司、物業公司建立“聯勤聯動”工作機制,實現景區警情“1、2、3”快速處置目標;增設民警“立體卡通人形立牌”,將“24小時線上警務室”搬到游客身邊;依托“治安三張圖”,充分發揮精準打擊犯罪、高效服務群眾、嚴密防控風險的三大核心作用,為御窯廠遺址申報世界文化遺產貢獻公安力量。
“洋景漂”的第二故鄉
千年景德鎮,半部陶瓷史。景德鎮擁有2000多年的冶陶史、1000多年的官窯史、600多年的御窯史和100多年的近現代陶瓷發展史,堪稱“世界陶瓷文化遺產樣本區”。深厚的陶瓷底蘊和開放的陶瓷文化吸引了無數外國友人來到這座充滿藝術的城市。

陶陽里的一間國際工作室里,來自英國的藝術家梅根(MeganWhite)正在制作自己的海洋系列瓷器作品,栩如生的螃蟹、龍蝦趴在瓷瓶上,仿真的珊瑚、生蠔和貝殼…每件都能看出藝術家的靈感與獨創。
見到梅根的當天,景德鎮市公安局珠山分局出入境管理科民警江伊寧剛好給她來送續簽的護照。梅根開心地接過護照后,很自然地擁抱了一下江伊寧。“我第一次來中國時沒有經驗,只簽了一次往返的簽證。當我決定長期留在景德鎮完成我的系列創作時,發現需要回英國一趟。江警官了解情況后主動加了我的微信,在線上了解了我的工作合同時限后,很快就協助我更新了多次往返的簽證,免去了我的后顧之憂,我可以專心于自己的創作。”
據梅根介紹,她去過很多國家和地區,但最終選擇景德鎮完成自己海洋系列瓷器藝術的創作,因為在這里有世界各地的藝術家做瓷器,可以深人溝通交流,她做的小件藝術品可以通過景德鎮定期的集市賣出去,不僅能獲得些收入,也有了反饋和成就感。
在三寶國際陶藝村,匯聚了全球30余個國家的陶藝家,年均舉辦超50場國際藝術交流活動。為順應景德鎮國際化發展趨勢,珠山公安分局依托三寶國際陶藝村外籍人員聚集優勢,主動將服務陣地前移,特別設立“陶源谷移民事務服務站”,匠心打造外籍人士在瓷都的“溫暖驛站”。
該服務站以“綜合服務 + 文化融合 + 風險防控”為核心功能定位,集政策咨詢、臨住登記、簽證提醒等實用服務模塊,為外籍人士打造“一站式”服務樞紐。自投入運行以來,服務站已累計為130人次外籍藝術家及訪客提供咨詢服務,助力103名外籍人員完成居留相關事務,讓“短期停留”切實轉化為“長期扎根”。
“原本只打算在景德鎮短暫停留,聽完宣講才知道這里有這么便利的簽證政策!”來自印度尼西亞的藝術家賽琳娜(Serina)翻閱著手中的政策手冊感慨道。得益于出人境民警的專題宣講,她不僅將行程延長至10天,還計劃再續簽半年的居留許可,深入探索陶瓷文化。
自景德鎮開放240小時過境免簽政策以來,800余名外籍人士體驗到了免簽“紅利”,其中103人成功“留景”外國人住宿登記效率提升 80% 。

240小時過境免簽政策已成為外籍藝術家深度解鎖瓷都魅力的“金鑰匙”,推動越來越多國際藝術從業者超越“過境中轉”的短暫體驗,轉型為扎根瓷都的“長期駐各
“當看到民警為我的證件不辭辛苦多方協調,我突然感受到,這座千年瓷都,已成為我生命中無法割舍的第二故鄉。”在“陶源谷移民事務服務站”成功辦理居留許可的俄羅斯陶藝家安德烈感慨道。這份跨越國界的認同感,不僅是珠山公安“外事服務下沉基層”的創新實踐成果,更是景德鎮以開放包容姿態擁抱世界的生動體現。
“太感謝了!我抱著試試看的態度發消息求助,民警很快就趕到現場處理,不僅用流利的英語幫我溝通處理,還貼心地給我解釋中國的交通法規。”今年4月,常住景德鎮30年的加拿大籍藝術家雷菲力(Phil)通過“珠山警民通”平臺反映交通事故糾紛,珠山公安分局出人境民警接警后迅速抵達現場協助交警處置,從線上提交訴求到線下矛盾化解,全程僅耗時30分鐘。
目前,雷菲力正在申請五星卡,長期在景德鎮創作、生活,他早把這里當成了家鄉。“相比于加拿大,在這里,我有更多的知己,反而感覺這里更像家。”雷菲力熱愛景德鎮的瓷文化,甚至一草一木。他的作品中,靈感來自在景德鎮的日常,取材于身邊的植物。1987年開始,他走過了中國很多地方,收藏下刻有自己名字的印章。在他的工作室里,有中國特色的印章和中西合璧風格的瓷作畫作,交相輝映。見到雷菲力的前一天深夜,他還通過遠程會議軟件z0om向美國的大學同行、學生介紹自已的作品,介紹景德鎮,告訴他們真實的中國。如今,他還做了志愿者和景德鎮公安的外籍聯絡員,為更多的“候鳥”留下提供便利。
雷菲力使用過“珠山警民通”后,他向周圍更多的外籍友人推廣了這個“線上+線下”的“涉外糾紛快速響應”機制。依托“珠山警民通”搭建24小時訴求受理通道,實時響應外籍人員政策咨詢、糾紛求助等需求。通過人工梳理分析高頻問題,精準捕捉租賃糾紛、文化差異沖突等潛在風險點,圍繞相關法律法規等內容,以圖文解析、視頻講解、在線互動等形式,及時為外籍人員答疑解惑,實現矛盾隱患早發現、早介人、早化解。自2024年運行以來,已受理20余起涉外訴求,做到緊急事項15分鐘響應般事項1小時辦結,成為外籍人士心中的“安心熱線”。
從證件咨詢到跨文化矛盾調解,景德鎮公安用“事事有回音”的誠意,讓瓷都成為外籍人士敢追夢、能安心的“第二故鄉”。

With 36 yearsof service in the police force, Zhu isnot only a storytellerof Jingdezhen'simperial kiln culture, but also a steadfast guardian of its cultural heritage.

Zhu explained enthusiastically.

In 2022,the Imperial Kiln Museum joined forceswith someleadinguniversitiesand institutionsacross China toestablishtheworld'sfirstcomprehensive \"Ancient Porcelain Gene Bank,\" integrating data storage, archaeologicalresearch,scientificanalysis,conservation andrestoration,andexhibition.
The Imperial Kiln Factory was established in the second year of the Hongwu reign (1369) during the Ming dynasty. As the name suggests,it supplied porcelain exclusively to the imperial court throughout the Ming and Qing dynasties,representing the pinnacle ofporcelain craftsmanship in China.Today,more than 90% of the 360,0o0 porcelain pieces in the Palace Museum's collection originate from Jingdezhen's Imperial Kiln Factory.Porcelain culture is the root and soul of Jingdezhen. Phil is currently applying for a China Foreign Permanent Resident ID Card, hoping to continue living in Jingdezhen,a city he haslongcalled home. \"I actuallyhavemoreclosefriendsherethaninCanada. It feels even more like home,\" he said. Deeply drawn to Jingdezhen's porcelain culture and natural beauty, Phil findsartistic inspiration inthe everydaymoments andlocalfloraaroundhim.Since1987,hehastraveled across China, collecting name-engraved seals as mementos of his journey. The night before ourvisit,Phil helda video call with university colleaguesand students in the United States,introducing his work,the city of Jingdezhen and his view of China. Today,he also volunteers as a foreign liaison for the Jingdezhen police, helping other
foreignerssettledown.
