論新農村建設中成人教育的作用與發展策略

大力發展農村成人教育是解決農業、農村和農民問題的一項基礎性工程。農村成人教育能夠促進農村剩余勞動力轉移，能夠為農業經濟的發展培養實用型技術和管理人才，能夠促進農業結構調整，有利于促進農村人力資源開發，是解決農業、農村和農民問題的根本舉措。為此，政府要增加對農村成人教育的投入，改革農村成人教育教學內容和方法，提高農村成人教育工作者的素質與水平，增強成人教育為農村經濟社會發展服務的意識，促進農村成人教育與其他各類教育協調發展。

AbstractDevelops the countryside adult education is vigorously solves agricultural, the countryside and a farmer question foundational project. The countryside adult education can promote the unified purchasing of farm produce by the state according to fixed quotes shift, can for the agricultural economy development raise practical technology and the managerial talent, can promote the agricultural structure adjustment, is advantageous in promotes the countryside human resources development, is the basic action solves agricultural, the countryside and the farmer question.Therefore, the government must increase to the countryside adult education investment, reforms the countryside adult education course content and the method, improves the countryside adult education worker’s quality and the level, strengthens the adult education consciousness which serves for the rural economy social development, promotes the countryside adult education and other each kind of education coordinated development.

1 前言

“三農”問題即農業、農村和農民問題是關系到我國國民經濟和社會發展的重大問題。農民是建設新農村的主體，實現農業和農村現代化需要培養大批高素質的新型農民。近年來，農民科學技術及文化素質低下問題一直是影響和制約農村經濟社會發展的一個重要因素。因此，建設新農村必須全面提高農民素質，而教育則是新農村建設的基礎和重要內容，其中，大力發展農村成人教育則是解決“三農”問題的一項基礎性工程。

2 農村成人教育在新農村建設中的作用

2.1 農村成人教育能夠促進農村剩余勞動力轉移
