習近平“四個有利于”改革標準的內(nèi)在邏輯

摘 要：在統(tǒng)籌推進“五位一體”總體布局和協(xié)調(diào)推進“四個全面”戰(zhàn)略布局中，習近平總書記提出了全面深化改革的“四個有利于”評價標準。其內(nèi)在邏輯表現(xiàn)為：從改革的出發(fā)點看，“四個有利于”作為人民群眾需要的觀念反映，彼此之間相互區(qū)別、相互聯(lián)系、相互補充；從改革的評價標準體系看，“四個有利于”是四個具有特定功能的判斷標準按照一定的邏輯結構組成的有機系統(tǒng)；從改革評價標準所遵循的方法論看，“四個有利于”體現(xiàn)理論和實踐、整體和重點、全面性和協(xié)調(diào)性的辯證統(tǒng)一關系。

Abstract：In integrating development of the “Five in One” overall layout and coordinating development “the Four-Pronged Comprehensive Strategy” strategic layout， the General Secretary of Xi Jinping proposed the “Four Advantages” evaluation standard of comprehensively deepening reform. The internal logic is expressed as：From the starting point of the reform， the “Four advantages”， as the conceptual reflection of the needs of the masses，are different， interrelated and complementary to each other；From the evaluation standard system of the reform， the “Four Advantages” are an organic system consisting of four specific functions of the judging standard and in accordance with a certain logical structure；From the methodology of the reform evaluation standards， the “Four advantages” embody the dialectical unification relations of theory and practice， whole and focus comprehensiveness and coordination.

2016年12月5日，習近平總書記在中央全面深化改革領導小組第三十次會議上提出：“多推有利于增添經(jīng)濟發(fā)展動力的改革，多推有利于促進社會公平正義的改革，多推有利于增強人民群眾獲得感的改革，多推有利于調(diào)動廣大干部群眾積極性的改革”。這一標準是對改革中的新形勢、新情況、新問題的回答，成為全面深化改革的指路燈和風向標。厘清“四個有利于”改革標準之間的內(nèi)在關系，有助于更好地領航全面深化改革的偉大實踐，本文試就此作一探討。

一、從改革的出發(fā)點看，“四個有利于”是人民群眾需要的觀念反映

“主體自身的需要是主體對于客體進行評價活動的出發(fā)點”。[1]69全面深化改革，首當其沖要回答為了誰改革，為什么改革，怎樣改革。改革標準來自于投……
