摘 要 首先界定高校干部隊伍的概念，將其外延擴大到高校廣大教職員工；其次，針對當前干部隊伍中存在的問題，提出借鑒AACSB國際商科認證的核心精神、理念及方法進行干部隊伍建設的設想，通過對AACSB認證標準的分析，提出干部隊伍建設的可借鑒經驗；最后，較為深入地剖析高校干部隊伍建設中的三個關鍵問題：干部隊伍建設的目標問題；干部職業生涯發展規劃問題；干部隊伍建設的品質保障體系構建問題。

Abstract Firstly， the paper defines the concept of the cadre team in Colleges and Universities； Secondly， in view of the current problems in the cadres， this paper puts forward the assumptions for the construction of the cadres using the core spirit， ideas and methods of AACSB international business certification. Based on the analysis of the AACSB certification standards， this paper puts forward some useful experiences for the construction of the cadres team. Finally， it analyzes three key problems thoroughly in the construction of college cadre team： aim of cadres team construction； construction of

the occupation career planning and the quality guarantee system for cadres team construction.

1 引言

高校干部隊伍建設是高等學校履行人才培養、科學研究、社會服務、文化傳承創新等四大職能的重要保證。這里所說的高校干部隊伍，本文將其界定為一個廣義的概念，認為其既包含教學、教輔崗位的教師，也包含行政、管理崗位的工作人員，而不僅僅是一般意義上的高等學校中層以上的領導干部。在高等學校這個大家庭中，工作人員只有崗位分工的不同，對于教育、指導、服務學生而言，他們的目標及責任均是一致的，即通過共同努力，將大學生培養成為德才兼備的合格公民。從這個意義上講，加強高校干部隊伍建設，不僅是非常重要的，而且是非常必要且刻不容緩的。

其實一直以來，各高校在發展過程中都非常重視對干部隊伍的建設，并制定了相關的制度，出臺了各種文件，用以加強對自身干部隊伍的培養，對自身干部隊伍的行為進行規范，對他們在工作中的表現進行評價并據此實施獎懲。……
