基于SWOT-CLPV理論下的“醫聯體”發展現狀及對策探討

[摘要] 醫聯體是促進資源優化配置，構建分級診療制度的有效實踐。該文基于SWOT-CLPV分析模型，從目前醫聯體發展的內部優勢、劣勢、外部機會、威脅及其產生抑制性、杠桿作用、問題性、脆弱性等方面進行分析與評價，找出主要影響因素，并針對于醫聯體發展面臨的主要困境提出對策建議。

[Abstract] The medical association is an effective practice to promote the optimal allocation of resources and construct a hierarchical diagnosis and treatment system. Based on the SWOT-CLPV analysis model， this paper analyzes and evaluates the internal strengths， weaknesses， external opportunities， threats， and their inhibitory， leverage， problematic， and vulnerability aspects of the current development of the medical consortium， and put forward countermeasures and suggestions for the main difficulties faced by the development of the medical consortium.

醫聯體是指將一定區域內不同級別和類型的公立醫療機構的醫療衛生資源聯合到一起，以大型醫療機構為核心，聯合其他醫療機構（二級醫院、專科醫院、基層衛生服務中心等）形成的跨行政從屬關系、跨資產分屬的的協作聯盟或醫療集團[1]。其目的是在區域內實現醫療信息化，優化醫療資源的配置，提高服務效能，引導患者進行有序的分層就醫，促進構建“首診在社區，大病轉醫院，康復回社區”的分級診療模式[2]，切實解決居民“看病貴”“看病難”的問題，同時形成倒逼機制，促進完善醫療配套機制[3]。該文基于SWOT-CLPV分析模型，對目前醫聯體的發展現狀進行分析，并探討其存在的主要問題，找出主要影響因素，以期提出更好的發展建議。

1? SWOT-CLPV模型的概述

SWOT分析模型側重于定性分析研究對象所擁有的內部優勢S（strength）、劣勢W（weakness）以及所面臨的外部機會O（opportunity）、威脅T（threat），不能很好地抓住關鍵影響因素，具有一定的不足[4]。而SWOT-CLPV模型是在SWOT模型的基礎之上加以修改而形成的，將定性分析與定量分析相結合，即……
