國際化海洋牧場的體系構建及未來發展淺析

摘要：近年來我國海洋牧場建設進入快速發展階段，海洋牧場建設已從近岸淺海開始向深遠海推進，然而如何在深遠海的海洋邊界線以及毗鄰區域開展海洋牧場建設是擺在漁業工作者和管理者面前的重要問題，同時如何在海洋命運共同體理念指引下，在經濟全球化及“一帶一路”的大環境下發揮海洋牧場的生態優化、資源養護的功能優勢，促進全球海洋漁業資源的恢復與可持續利用，從而為全球海洋經濟發展做出貢獻，也是值得我們深思的問題。在此背景下，如何加強各國在海洋牧場建設方面的合作是關系著全球海洋經濟的重要問題。文章分別從未來國際化海洋牧場的建設內容及發展途徑兩個方面進行了展望，并分析了在此背景下的發展策略，以期為未來的以國際化海洋牧場為載體的國際間漁業合作提供一條適合的發展道路，實現國際漁業合作不斷深入與發展。

Analysis of System Construction and Future Development of International Marine Ranching

Abstract：In recent years，China's marine ranching construction has entered a stage of rapid devel-opment. The construction of marine ranching hasstarted from coastal shallow water to deep sea. However，how to carry out marine ranching construction in the far-reaching ocean boundary line and adjacent areas is an important issue for fishery workers and managers. At the same time， un-der the guidance of the concept of marine destiny community， under the guidance of economic globalization and the belt and region， it was alsoworth pondering over how to give full play to the ecological optimization and resource conservation functions of marine ranching， promote the recovery and sustainable utilization of global marite fishery resources， and contribute to the de-velopment of global marine economy. In this context， how to strengthen the cooperation between countries in the construction of marine ranchingis an important issue related to the global marine economy. In this paper， the construction contert and development path of international marine ranching were prospected respectively， and the development strategy under this background was analyzed，so as to provide a suitable development path for the future international fishery cooper-ation with international marine ranching as thecarrier， and realize the continuous deepening and development of international fishery cooperation.
