質(zhì)量風(fēng)險(xiǎn)視角下的電網(wǎng)物資供應(yīng)商履約行為分析與對(duì)策研究

摘 要：國(guó)家電網(wǎng)配網(wǎng)物資供應(yīng)鏈中的產(chǎn)品質(zhì)量對(duì)于配電網(wǎng)的安全運(yùn)行具有非常重要的意義，其質(zhì)量風(fēng)險(xiǎn)監(jiān)控是電網(wǎng)企業(yè)的重要管理難題。基于企業(yè)實(shí)際檢測(cè)運(yùn)行數(shù)據(jù)，構(gòu)建了相應(yīng)的供應(yīng)商履約行為分析模型，并基于實(shí)證研究探索了供應(yīng)商非誠(chéng)信履約行為與物資原材料價(jià)格之間的動(dòng)態(tài)關(guān)聯(lián)，發(fā)現(xiàn)原材料價(jià)格的增長(zhǎng)型波動(dòng)并不必然導(dǎo)致供應(yīng)商的不誠(chéng)信履約，利潤(rùn)空間總變動(dòng)小或單位利潤(rùn)空間占比低對(duì)于供應(yīng)商的履約行為有重要的指示性意義，進(jìn)而在此基礎(chǔ)上建立了相應(yīng)的配網(wǎng)物資供應(yīng)商非誠(chéng)信行為預(yù)警模型。在數(shù)字化轉(zhuǎn)型背景下，這一分析結(jié)果有助于為企業(yè)精準(zhǔn)風(fēng)控和運(yùn)營(yíng)管理提供新的思路與對(duì)策。

Analysis and Countermeasure Research on the Contract-Fufillment Behavior of Power Grid Suppliers from the Perspective of Quality Risk

Abstract： The product quality in the supply chain of State Grid distribution network materials is of great significance to the safe operation of distribution network，and its quality risk monitoring is an important management problem for power grid enterprises. This paper builds a corresponding supplier performance behavior analysis model based on the actual testing and operation data of the enterprise， and explores the dynamic relationship between the supplier's non-honest performance behavior and the price of raw materials based on empirical research. The research finds that the growth-type fluctuations in raw material prices are not necessarily led to the supplier's dishonest performance. It also shows that the small total change in profit margin or the proportion of unit profit margin has important indicative significance for the supplier's performance behavior. On this basis， the paper establishes the corresponding early-warning model for dishonest behavior of distribution network material suppliers. In the context of digital transformation，the analysis results help to provide new ideas and countermeasures for enterprises' accurate risk control and operation management.

作為民生用電和電力項(xiàng)目建設(shè)的載體，電網(wǎng)物資供應(yīng)鏈承擔(dān)著為國(guó)網(wǎng)基礎(chǔ)建設(shè)、生產(chǎn)、輸電、變電、配電等主要環(huán)節(jié)的運(yùn)營(yíng)保駕護(hù)航的重任，其安全運(yùn)行、可靠供應(yīng)對(duì)經(jīng)濟(jì)社會(huì)發(fā)展有著重要意義。另一方面，伴隨著第四次工業(yè)革命的爆發(fā)，當(dāng)今世界正在由信息化社會(huì)進(jìn)入數(shù)據(jù)化、智能化社會(huì)，作為電力物資供應(yīng)鏈的鏈主企業(yè)，國(guó)網(wǎng)公司如何以數(shù)字化轉(zhuǎn)型為契機(jī)，著力推進(jìn)企業(yè)管理思維、管理策略的數(shù)字化、數(shù)據(jù)化升級(jí)，實(shí)現(xiàn)特定管理場(chǎng)景下的數(shù)據(jù)化運(yùn)營(yíng)，是一項(xiàng)重大的管理創(chuàng)新課題。近年來(lái)，電網(wǎng)公司致力于不斷提升供應(yīng)鏈上的質(zhì)量和管理體系建設(shè)水平，進(jìn)一步從誠(chéng)信、質(zhì)量、服務(wù)等角度搭建高效、客觀、科學(xué)的供應(yīng)商監(jiān)測(cè)和評(píng)估體系。……
