

摘 要:通過對研究生教育管理部門在職博士培養與工作狀況的介紹,深入分析了在職博士畢業難的主要原因:對如何讀博認識不足,對努力學習缺少動力,對專業選擇沒有規劃,來自導師的管理和指導嚴重不足,過程管理失效和預警機制缺失。對研究生教育管理人員在職攻博的必要性進行了論證,并針對新時代研究生教育發展需要與研究生教育管理隊伍的能力提升需求及職業發展錯位的現狀提出幾點建議:加強研究生教育學科建設,鼓勵報考教育管理專業博士,完善報考審批及考核晉升機制,強化全過程質量督查與預警功能,建立多元化的博士生學術指導體系。

Research on On-the-job Ph.D Cultivation in Post-Graduate Education Management

Absrtact: By introducing the cultivation and working status of on-the-job doctor in graduate education administration department,this paper deeply analyzes the main reasons which induce the difficulties for on-the-job doctors to graduate: lack of knowledge on how to study for a doctorate,lack of motivation to study hard,no plan for major selection,serious shortage of management and guidance from mentors,absence of process management and pre-warning mechanism. This paper demonstrates the necessities of the staffs in graduate administration department to apply for doctor degree. And some suggestions are put forward for the development of graduate education in the new era,including the improvement of the ability of graduate education administration team and the malposition of career development. These findings will be helpful to strengthen the discipline construction of postgraduate education,to encourage the application for doctoral degree in education management,to perfect the system of approving on the staffs' register on examinations and improving promotion mechanism,to strengthen the whole process quality supervision and pre-warning function,to establish a diversified academic guidance system for doctoral students.

1 在職博士的概念內涵
本文所指的在職博士,特指培養類型為委培定向的學術學位博士研究生,即以不脫產的形式參加博士階段學習,有工作單位,且部分人員在學習期間享受所在單位提供的工資待遇。
2 在職博士的培養與工作狀況分析
2.1 從獲準讀博的“優中選優”到順利畢業的“鳳毛麟角”
1.獲準報考難。研究生教育管理人員能獲批在職報考博士研究生,首先要突破招生部門和所在工作單位的重重限制。其一是招生部門出于對在職博士培養質量的顧慮,一般不愿意招收在職博士。在職博士承擔工作任務,難以像脫產博士一樣將全部精力投入到學業上,其學習科研進度及學術能力培養不能有效控制,所以各高校對招收在職博士進行嚴格限制。……
