新時期貫徹落實《民族區域自治法》的幾點思考

【摘 要】《民族區域自治法》作為憲法關于民 族區域自治的原則規定與精神實質的具體化,集中 體現了中國共產黨的民族政策,反映了各族人民的共同意志,有力保證了民族區域自治制度 的實施。作者認為:在全面建設小康社會的今天,貫徹落實《民族區域自治法》必須體現時 代特征,把少數民族和民族地區發展作為第一要務;明確立法重點,進一步完善《民族區域 自治法》的配套法律法規;解決突出問題,確保維護民族團結和社會穩定大局。

Some Thoughts about the Implementation of the Law of Regio nal Autonomy of Ethnic Minorities in New Period

Abstract:As the constitution on the principle regulation aboutregional autom omy of ethnic minorities and the concretization of spirit, the law of regionala utomomy of ethnic minorities reflects the policy towards nationalities and the g eneral will of each ethnic groups,which has effectivly guarantteed the implemen t ation of the system of regional automomy of ethnic minorities盩he author thinks that: firstly,on the times of build a well-off society in an all-around way , itmust show the characteristics of times in the implementation of the law of regio nal automomy of ethnic minorities,and take the development of ethnic minorities as the top priority;secondly,make the main point of the legislation clear,andtofurther perfect regulations of the law of regional automomy of ethnic minoritie s ;lastly,solve the main problems and ensure the national unity and socical st ability

今年是《中華人民共和國民族區域自治法》(簡稱《民族區域自治法》)頒布實施25周年。 25年的實施充分證明,《民族區域自治法》作為憲法關于民族區域自治的原則規定與精神實 質的具體化,集中體現了中國共產黨的民族政策,反映了各族人民的共同意志,有力保證了 民族區域自治制度的實施。當前我國已進入改革發展的關鍵時期,經濟體制深刻變革,社會 結構深刻變動,利益格局深刻調整,思想觀念深刻變化,必然對民族關系產生重大影響,民 族問題的普遍性、長期性、復雜性、國際性和重要性更加凸顯。正確認識和把握新時期民族 問題的時代特征,以科學發展觀為指導,進一步貫徹落實《民族區域自治法》,從民族立法 、執法和實施監督等環節全面加強民族法制建設,對于進一步鞏固和發展平等、團結、互助 、和諧的社會主義民族關系具有重要意義。……
