政務(wù)信息資源的價(jià)值層次及其實(shí)現(xiàn)

摘 要：大數(shù)據(jù)潮流下，政務(wù)信息資源的價(jià)值層次不斷深化拓展。按照價(jià)值層次由低到高，將政務(wù)信息資源的價(jià)值分為知曉性價(jià)值、基礎(chǔ)應(yīng)用價(jià)值和高級(jí)應(yīng)用價(jià)值。各價(jià)值層次的實(shí)現(xiàn)過程的復(fù)雜程度不同，價(jià)值層次越高，實(shí)現(xiàn)過程越復(fù)雜。知曉性價(jià)值通過政府向社會(huì)公開政務(wù)信息資源實(shí)現(xiàn)；基礎(chǔ)應(yīng)用價(jià)值通過政府、組織和個(gè)人共享利用政務(wù)信息資源實(shí)現(xiàn)；高級(jí)應(yīng)用價(jià)值通過企業(yè)對(duì)政務(wù)信息資源進(jìn)行創(chuàng)新性再開發(fā)形成信息產(chǎn)品實(shí)現(xiàn)。

Abstract Under the trend of big data application， the value levels of government information resources are gradually expended. It can be divided into knowledge value， basic application value and advanced application value with the increasing of the levels. The complexity of these values' achievement process is also enhanced from the low level to the high level. Knowledge value is achieved by publicly showing the government information resources； basic application value can be realized through sharing the government information resources by government agencies， social organizations and individuals； advanced application value is gained through exploring the government information resources in innovation to supply the product by the enterprise.

2016年5月9日，國(guó)家總理李克強(qiáng)在全國(guó)推進(jìn)簡(jiǎn)政放權(quán)放管結(jié)合優(yōu)化服務(wù)改革電視電話會(huì)議上講到“目前我國(guó)信息數(shù)據(jù)資源80%以上掌握在各級(jí)政府部門手里，‘深藏閨中是極大浪費(fèi)。”5月25日，在貴陽(yáng)與大數(shù)據(jù)領(lǐng)域企業(yè)召開座談會(huì)時(shí)又表示：“除涉及隱私之外，其他信息都應(yīng)該向公眾和社會(huì)開放。”政務(wù)信息資源是社會(huì)信息資源最龐大最權(quán)威的組成部分，依托這部分信息資源進(jìn)行開發(fā)利用能夠創(chuàng)造巨大的社會(huì)價(jià)值和經(jīng)濟(jì)價(jià)值。目前，隨著相關(guān)政府信息資源開放共享工程的建設(shè)及政府信息資源公開法律法規(guī)的實(shí)施，我國(guó)公開的政務(wù)信息資源已經(jīng)有了一定數(shù)量基礎(chǔ)。政務(wù)信息資源公開共享的根本在于實(shí)現(xiàn)其價(jià)值，這種價(jià)值不僅僅指政府信息資源的知曉性價(jià)值，更重要的是政務(wù)信息資源的應(yīng)用性價(jià)值，即通過將政務(wù)信息資源用于指導(dǎo)政府服務(wù)、解決公眾和企業(yè)問題、甚至進(jìn)一步將政務(wù)信息資源流轉(zhuǎn)并開發(fā)新產(chǎn)品，延長(zhǎng)政務(wù)信息資源價(jià)值鏈，才能夠創(chuàng)造更大的社會(huì)價(jià)值和經(jīng)濟(jì)價(jià)值，充分實(shí)現(xiàn)政務(wù)信息資源的價(jià)值。……
