村改居社區社會資本的現狀調查與思考

摘 要：從社會資本的視角出發，通過社區歸屬感、互惠、社區凝聚力、社區認同感、社區信任和地方性社會網絡的6個維度21項指標對南京市村改居社區花崗幸福城的社區社會資本進行了測量。結果表明：村改居社區社會資本總體水平不錯，但地方性社會網絡、社區信任中存在著較大的個體差異，應當引起重視；針對目前的不足，從建立政府、社區自治組織和非政府組織之間的社會關系網絡，培育公共精神和公民意識，增強社區制度規范化、配套化程度等方面提出了培育村改居社區社會資本的途徑。

Abstract：Six dimensions （community attachment， mutual benefit， community cohesion， community identity， community trust， and local social network） and 21 index were selected to measure the community social capital in Nanjing Huagang Community from the view of social capital. The results indicated that the community of reforming from villager committee to resident committee owns good community capital on the whole. However， there are obvious individual difference in the dimension of local social network and community trust which should be put emphasis on. Finally， some ways to nurture community social capital have been put forward as following： building the social network of government， community autonomy organization and NGO organization， nurturing public spiritt and consciousness of citizenship， strengthening standardization of community institution and degree of matching.

近年來我國城鎮化建設不斷推進，2014年3月，《國家新型城鎮化規劃（2014-2020年）》正式發布后，同年12月，國家發改委等11個部委聯合下發了《關于印發國家新型城鎮化綜合試點方案的通知》，將江蘇、安徽兩省和寧波等62個城市（鎮）列為國家新型城鎮化綜合試點地區。

村改居社區中原有的農村社區生活形態被打破，現有的城市社區形態還未完全建立，社區資本處在流失和重建的雙重境地。筆者從社區社會資本的視角出發，以南京市花崗幸福城為例，通過描述性分析的方法解釋社區社會資本的現狀，并提出培育村改居社區社會資本的途徑。

1 研究方法與指標體系
