卓越農林人才教育培養計劃下的人才培養方案探索

摘 要：培養技術型人才與應用型人才是地方本科院校的使命，也是對當地經濟發展儲備人才的必要手段，是適應市場經濟對人才多樣化需求的培養目標。卓越農林人才教育培養計劃（實用技能型）致力于提升地方本科院校的實踐教學能力，改革教學模式與課程體系，培養出一批面向農林層基的高技能型農林人才。在卓越農林人才項目的契機下，普洱學院結合學校自身優勢與區位特色，改革教學模式與課程體系設置，探索人才培養方案改革，為農林人才的培養提供了一定的參考價值。

Abstract：Training technical and applied talents is the mission of local universities and the necessary means to reserve talents for local economic development，and it is also the goal of training talents to meet the diversified needs of market economy. Outstanding agricultural and forestry talents education and training plan （the type of practical skills） is committed to improving the practical teaching ability of local university，reforming the teaching mode and curriculum system，and cultivating a number of agricultural and forestry talents with high skills oriented to the foundation of agriculture and forestry. Under the opportunity of outstanding agricultural and forestry talents project，Puer University combines its own advantages and regional characteristics to reform the teaching mode，curriculum system，and the settings of talent training program，which can provide valuable reference for the cultivation of agricultural and forestry talents.

2014年，教育部、農業部、國家林業局公布了第一批卓越農林人才教育培養計劃改革試點項目（以下簡稱“卓越農林人才項目”，教高函[2014]7號），普洱學院園林專業獲得了實用技能型改革試點。

1 地方本科院校定位

自20世紀80年代改革開放以來，經濟制度由計劃經濟向市場經濟轉變，經濟形式的多樣化需要多樣性的人才，傳統的以傳授高深學問、研究型大學已不能滿足多樣化的人才需求[1]。為適應這一新形式、新需求，地方本科院校開始實施轉型發展，由以學科建設轉向以專業建設為主，實施以就業為導向、以培養應用能力為目標、以學生為本的教學理念，地方本科院校實施專業根據社會需求靈活設置，課程安排以依據崗位要求為原則，切實培養社會用得上的人才，由研究型、復合型大學向應用型大學轉變[2]。……
