“互聯網+醫(yī)療”智慧服務體系建設

摘要：新冠肺炎疫情防控期間，為避免大規(guī)模聚集帶來的交叉感染，國內不少醫(yī)院都采用“互聯網+”的技術開展線上診療服務，為患者提供遠程的醫(yī)療服務咨詢及在線診療活動，我院也充分利用互聯網醫(yī)院信息管理平臺框架，開發(fā)新的功能模塊，為患者提供在線門診醫(yī)療服務。本文主要介紹我院互聯網醫(yī)院信息平臺的功能模塊，分析了當前互聯網+醫(yī)療的開展現狀，在此基礎上，建設了新冠AI輔助篩查、在線問診、在線醫(yī)保審核、藥品配送及陪護管理等一系列輔助疫情防控的功能，旨在發(fā)揮“互聯網+”醫(yī)院信息平臺在疫情防控中的重要支撐作用。

"Internet+Medical" Smart Service System Construction

Abstract：During the prevention and control of the novel coronavirus pneumonia epidemic， in order to avoid cross-infection caused by large-scale gatherings， many hospitals in China have adopted "Internet+" technology to carry out online diagnosis and treatment services， and provide patients with remote medical service consultation and online diagnosis and treatment activities. The hospital also makes full use of the framework of the Internet hospital information management platform to develop new functional modules to provide patients with online outpatient medical services. This article mainly introduces the functional modules of our hospital's Internet hospital information platform， analyzes the current status of Internet+medical development， and builds novel coronavirus pneumonia AI-assisted screening， online consultation， online medical insurance review， drug delivery and escort management on this basis. A series of functions to assist epidemic prevention and control are designed to play an important supporting role of the "Internet+" hospital information platform in epidemic prevention and control.

2020年2月6日，國家衛(wèi)生健康委辦公廳印發(fā)了《關于在疫情防控中做好互聯網診療咨詢服務工作的通知》，明確各級衛(wèi)生健康行政部門要充分發(fā)揮互聯網診療咨詢服務在疫情防控中的作用，讓人民群眾獲得及時的健康評估和專業(yè)指導，精準指導患者有序就診，有效緩解醫(yī)院救治壓力，減少人員集聚，降低交叉感染風險。海南省人民醫(yī)院作為海南省最大的三甲綜合醫(yī)院，是海南省第一批收治確診危急重癥患者的定點醫(yī)院。為貫徹落實黨中央、國務院關于加強新型冠狀病毒肺炎疫情防控工作的決策部署，在疫情防控工作中充分利用“互聯網+醫(yī)療”的優(yōu)勢作用，針對發(fā)熱患者，組織呼吸科、感染科、急診醫(yī)學科、重癥醫(yī)學科、精神衛(wèi)生科及全科醫(yī)生，通過互聯網為人民群眾提供優(yōu)質便捷的診療咨詢服務[1]。……
