儲能與共享儲能商業化現狀分析及建議

摘?要：我國儲能及共享儲能行業分別處于發展期和起步階段，儲能產業標準及各項地方、國家政策陸續發布。在國家各類商業化儲能政策的指導下，商業化儲能梯次應用、儲能輔助服務市場化交易、商業化共享儲能的運營模式等領域發布了相關的政策和指導建議，這些政策和建議加快了儲能與共享儲能邁向商業化的步伐。本文對儲能及共享儲能技術在應用領域商業化的現狀進行了分析梳理，對目前的儲能及共享儲能商業化給出相應的建議，為今后提升儲能及共享儲能效益價值有一定參考意義。

Abstract：Our?country's?energy?storage?and?shared?energy?storage?industries?are?in?the?development?and?initial?stages?respectively;energy?storage?industry?standards?and?various?local?and?national?policies?have?been?released?one?after?another.Under?the?guidance?of?various?national?commercial?energy?storage?policies，relevant?policies?and?guidance?suggestions?have?been?issued?in?the?fields?of?commercial?energy?storage?echelon?applications，energy?storage?auxiliary?service?market?transactions，and?commercial?shared?energy?storage?operation?models.These?policies?and?proposal?accelerate?the?commercialization?of?energy storage?and?shared?energy?storage.This?article?analyzes?and?combs?the?status?quo?of?the?commercialization?of?energy?storage?and?shared?energy?storage?technology?in?the?application?field，and?gives?corresponding?suggestions?for?the?current?commercialization?of?energy?storage?and?shared?energy?storage，which?has?certain?reference?significance?for?improving?the?benefit?value?of?energy?storage?and?shared?energy?storage?in?the?future.

在中國能源調整結構、電力系統要求增強穩定性、電力市場改革不斷深入的情況下，儲能的實際應用越來越重要。當今，中國儲能產業正經歷標準及各項地方、國家政策陸續發布，儲能及共享儲能實際運營不斷產生，新的示范項目為各地方儲能產業的發展提供經驗和參考，這些迫使相應的儲能技術及政策不斷更新完善。這些政策中，有關儲能與共享儲能政策商業化的問題尤其引起業界的關注。

1?商業化儲能政策發布回顧

2017年10月，國內最早的商業化儲能發展政策發布[1]。國家發展和改革委、財政部等五部委發布的《關于促進我國儲能技術與產業發展的指導意見》對儲能技術發展與應用進行了戰略部署，提出了儲能行業未來十年的發展目標。面對當前快速發展的儲能產業及儲能商業化轉型的趨勢，國家發展和改革委等四部委聯合發布了《關于促進儲能技術與產業發展的指導意見》。……
