零售藥店處方藥銷售管理存在問題初探

[摘要] 該文以零售藥店處方藥與非處方藥分類管理制度落實情況作為研究分析對象，根據(jù)媒體報道、藥品監(jiān)管部門監(jiān)管信息分析目前我國零售藥店處方藥和非處方藥管理現(xiàn)狀中存在的問題和相應(yīng)解決措施。結(jié)果顯示我國零售藥店在處方藥與非處方藥分類管理制度落實方面存在很多問題，處方藥未憑處方銷售，執(zhí)業(yè)藥師不在崗（掛證行為）在零售藥店中普遍存在，零售藥店偽造處方、未及時登記及未按規(guī)定保留處方等情形累見不鮮。就此提出應(yīng)加大安全用藥宣傳力度，不斷提高經(jīng)營者和使用者的思想認(rèn)識，提升執(zhí)業(yè)藥師的質(zhì)與量，進(jìn)一步深化醫(yī)療衛(wèi)生體制改革，實行醫(yī)藥分開，建立互聯(lián)網(wǎng)遠(yuǎn)程審方平臺，解決零售藥店處方來源困難，實施藥品零售企業(yè)分級管理，強化監(jiān)管隊伍建設(shè)，落實監(jiān)管人員責(zé)任等措施。

[Abstract] This article takes the implementation of the classified management system for prescription and non-prescription drugs in retail pharmacies as the research and analysis object， and analyzes the existing problems and corresponding solutions in the current management of prescription and non-prescription drugs in retail pharmacies in China based on media reports and regulatory information from drug regulatory agencies. There are many problems in the implementation of the classified management system for prescription drugs and non-prescription drugs in China's retail pharmacies. Prescription drugs are not sold based on prescriptions. The absence of licensed pharmacists （license registration） is widespread in retail pharmacies. Retail pharmacies forged prescriptions， failed to register in time， It is not uncommon to see cases where prescriptions are kept. To purpose that strengthen the promotion of safe drug use， to continuously improve the ideological awareness of operators and users， to improve the quality and quantity of licensed pharmacists， to further deepen the reform of the medical and health system， to implement medical separation， and to establish an Internet remote reviewer platform measures， to resolve the difficulties of the source of prescriptions for retail pharmacies， to implement hierarchical management of pharmaceutical retail enterprises， to strengthen the construction of supervision teams， and to implement the responsibilities of supervisors.

藥品作為一種治療、預(yù)防、有目的地調(diào)整人體機能的特殊商品，在研制、生產(chǎn)、銷售、使用環(huán)節(jié)，不管是個人還是組織，只要參與到藥品相關(guān)環(huán)節(jié)都要接受相關(guān)法律和法規(guī)的嚴(yán)格制約和監(jiān)控。為了確保患者安全有效地使用處方藥，國家藥品監(jiān)督管理局發(fā)布了《處方藥與非處方藥分類管理辦法（試行）》，這是國家藥品監(jiān)督管理局發(fā)布的藥品類管理辦法，于1999年6月11日通過審議，2000年1月1日起正式施行。從此我國藥品分類管理有法可依，有規(guī)可行。……
